In their usual baseline portrayals, Sonic and Shadow are roughly equal in power. SEGA’s official Sonic Channel profile describes Shadow as Sonic’s equal in power and an even rival. Shadow’s Chaos Control can give him a situational advantage through space-time manipulation, but it does not establish that he is always stronger or would always win.
What does SEGA say about Sonic and Shadow’s strength?
SEGA’s official Shadow profile calls him a rival to Sonic on equal terms and says his power is equal to Sonic’s. That is the clearest basis for answering the question: in their standard portrayals, neither is presented as categorically much stronger.
The profile also describes Shadow as the Ultimate Lifeform, created by Professor Gerald. That is part of his background, not a measurement proving he surpasses Sonic. SEGA’s Sonic profile provides character context, but the explicit parity statement comes from Shadow’s profile.
Does Shadow’s Chaos Control make him stronger?
Shadow specializes in Chaos Control, which SEGA describes as using Chaos Emerald power to distort space-time. This can make him more versatile in a situation where he can use the ability; it is a tactical edge, not proof of greater raw strength or a guaranteed victory.

Shadow’s Shadow the Hedgehog game page also presents Chaos Blast, weapons, and vehicles as part of that game’s version of his abilities. Those game-specific tools broaden his options, but they should not be treated as a universal comparison of the characters’ baseline physical power.
Who would win in a fight?
For a baseline matchup, the strongest official answer is that they are evenly matched. A particular fight could turn on what abilities, equipment, or Chaos Emerald power are available and on the rules of the specific game or story. Raw strength, speed, and combat versatility are different measures; an advantage in one does not by itself settle the others.

The answer can also change when the comparison moves to a specific transformation or continuity. The official sources cited here do not establish a single winner across every game, adaptation, or powered-up form, so a claim that one always beats the other would go beyond what they show.
What does Sonic X Shadow Generations add to the comparison?
SEGA’s Sonic X Shadow Generations character page identifies Shadow as the Ultimate Lifeform created by Professor Gerald, but does not rank him above Sonic. In a PlayStation Blog interview published August 20, 2024, the development team said Shadow’s core gameplay with only Chaos Control would be very similar to Sonic’s, so Doom Powers were added to make his action more distinctive. That is a comment about designing the game, not a canonical ranking of their power.

Bottom line: Sonic or Shadow?
Neither is much stronger in the baseline comparison supported by SEGA’s profile: they are portrayed as equals. Shadow’s Chaos Control and other game-specific abilities can give him situational tools, but which character would win depends on the version and conditions being compared.
