If that does nothing—or you can’t change camera modes—check the experience’s Settings: its developer may have locked the camera mode. On mobile, use the experience’s Help menu to find the controls for your device.
How do I move the camera on a computer?
In Classic mode, hold the right mouse button and drag the mouse. Roblox Support explains that the camera stays in one spot in this mode unless you adjust it manually.
If the view still will not change, check whether right-click and dragging work in another app. That is a general way to narrow down whether the input is reaching the game; Roblox does not identify a faulty mouse as a specific or common cause of camera problems.
Could the camera mode be the reason?
Open the in-experience Settings menu and look for the camera mode setting. Roblox lets players switch between Classic and Follow when the experience developer has not locked the mode. The modes respond differently:

If you cannot select a different mode, the experience may enforce its own camera setting. This varies by experience, so there may be no player-side setting to override the lock.
Where can I find the controls for mobile?
Open the experience’s Help menu for its device-specific instructions. Roblox says Help includes keyboard shortcuts, mouse controls, and mobile gestures, but its general support article does not list the gestures themselves. Check the instructions shown in your experience rather than assuming one gesture works across devices or games.

What does Shift Lock do?
Roblox Support says Shift Lock Switch can let you toggle between camera modes by pressing Shift. It is not a universal fix for a camera locked by an experience developer, and it does not replace the right-button-and-drag control for manually adjusting the view in Classic mode.
