What Waterbreathing does
Waterbreathing apparel lets the wearer breathe underwater while the enchanted item is equipped. A helmet is not required for the effect: the cited effect and item references also identify other apparel slots, including a circlet, amulet, or ring.

A search-result report mentions a leveled helmet at Cradlecrush Rock, but the available information does not verify its exact position or refresh behavior. Treat that report as unconfirmed rather than as a reliable route.
