The available FIFA Index FC 25 League One database shows player overall and potential figures, but its visible player list is not a ranked list of under-21 prospects. The FIFACM England League One page identifies itself as an EA FC 25 Career Mode database, but the player-level records needed to verify a complete top ten are not established here.

Overall rating and potential measure different things: overall is a snapshot of current ability, while potential is a database estimate of a possible ceiling, not a promise of in-save development. A high-ceiling player may not help your starting XI immediately, so weigh both numbers against your squad’s needs.
How to build a shortlist in your FC 25 save
- Set your age rule. Decide what “young” means for your save—for example, under 21—and apply that cutoff consistently.
- Confirm the edition and competition. Use EA FC 25 Career Mode records for England’s League One, not FC 26 or FC 27 data, Ultimate Team card ratings, or a real-world squad list.
- Compare age, position, overall and potential. Check that each candidate fits a position you need and can contribute at a level your squad can use; don’t rank on potential alone.
- Check availability in your own save. A database shortlist cannot guarantee a player will accept a move or be affordable in your career. Treat transfer willingness as something to verify in-game, not a universal rule.
- Recheck after updates. Database values may reflect a particular game update, so verify the player’s details against the roster version you are using.
Keep real-world squad lists separate from game data
The EFL published a 2024/25 squad list on 11 February 2025, but a seasonal real-world list is not an FC 25 in-game roster or a source for Career Mode potential. Likewise, the available Louis Page result gives age 18, 64 overall and 83 potential for later-edition information, not verified FC 25 ratings; it should not be used as an FC 25 recommendation. Tom Watson’s surfaced FC 25 record identifies a 54 rating, age 19, Wigan Athletic and England League One, but does not establish a top-ten potential ranking.

Community discussions can suggest players to investigate, but an older anecdotal post about young signings and relocation is not proof of a specific EA FC 25 transfer rule. The in-game negotiation is the relevant check for your save.
