A practical Operator baseline in Risk of Rain 2: Alloyed Collective is H3-11 OCR Custom, ADMIN-OVERRIDE, and Ascent Protocol. Operator is designed around drones, so build for a useful balance of damage, mobility, and survivability, and adapt to the drones and items available in each run. No cited comparison establishes one loadout as best for every difficulty or item seed.
Recommended Operator loadout
| Slot | Baseline | Why choose it |
|---|---|---|
| Primary | H3-11 OCR Custom | A pistol with charged shots and a ricochet on kill, according to the Operator wiki. |
| Secondary | ADMIN-OVERRIDE | Commands a controlled drone to use its special skill. It stores one charge per controlled drone. |
| Utility | Ascent Protocol | A flexible mobility choice for moving through the air and between drones; available sources do not establish it as categorically superior to the alternate. |
This is a mechanics-based starting point, not a tested ranking. If you prefer a more direct drone attack, CMD-SWARM is an alternative to compare with ADMIN-OVERRIDE; the available research does not establish which performs better overall.

How Operator’s drone commands work
Operator’s defining feature is drone command. ADMIN-OVERRIDE selects a drone’s special action, and each controlled drone provides another stored charge. These commanded attacks count as Operator’s attacks, use his damage stat, and can activate his item effects. This makes attack-benefiting items relevant, but it does not prove that any fixed item inventory is optimal.
Alloyed Collective introduced Operator alongside seven new drone types and improved drone AI. The official launch announcement also lists eighteen new items. The developer reduced Spare Drone Parts’ stats by 50%, while noting that it had been considered one of the strongest items in the game; that change is not evidence that the item is useless or that Operator depends on it.

Item and drone priorities
- Balance your build: Seek a workable mix of damage, movement, and defense rather than committing to a single stat.
- Use attack synergies: Since ADMIN-OVERRIDE attacks count as Operator’s attacks and activate his item effects, consider items that benefit his attacks when they appear.
- Take useful drones: Drones are central to Operator’s design. Add useful ones when the run offers them, rather than assuming a specific collection is guaranteed.
- Adapt to the run: In ordinary runs, item drops vary. If item selection is controlled, prioritize attack effects alongside mobility and survivability.
How to adapt your loadout
- Start with H3-11 OCR Custom, ADMIN-OVERRIDE, and Ascent Protocol as a flexible baseline.
- Acquire useful drones as opportunities arise, keeping in mind that ADMIN-OVERRIDE gains a stored charge per controlled drone.
- Choose items that support Operator’s attacks, while retaining enough mobility and defense to survive.
- Adjust to your drops and preferred playstyle. Consider CMD-SWARM if you want a more direct drone attack, but do not treat either secondary as a proven universal winner.
What the evidence does—and does not—show
The official Alloyed Collective announcement and the reviewed Operator wiki support the loadout mechanics and drone-focused guidance above. They do not provide a win-rate-backed build ranking or prove that one skill combination outperforms the alternatives in every mode, difficulty, or item seed. Alloyed Collective launched on 18 November 2025; official patch notes dated 9 December 2025 identify version 1.4.1 as a set of fixes, updates, and balance changes.

What’s the best Operator build?
H3-11 OCR Custom, ADMIN-OVERRIDE, and Ascent Protocol are a practical baseline. It is not a proven best-in-every-situation build; adapt your items and drones to the run.
Rank #2
- Co-op Roguelike action
- Constant battles and incredible bosses
- Old favorites return and undiscovered challenges await
Which Operator skills should I use?
Use H3-11 OCR Custom as a reasonable primary and ADMIN-OVERRIDE for drone-special commands. Ascent Protocol is a flexible mobility utility, but available sources do not prove it is better than the alternative.
What items work well with Operator’s drones?
Consider items that benefit Operator’s attacks, because ADMIN-OVERRIDE commands count as his attacks and activate his item effects. Balance those with mobility and defense; the available evidence does not support a fixed best inventory.
