Grand Theft Auto IV for Windows: Complete Edition, Requirements, Installation, and Current PC Status

Grand Theft Auto IV still has an official Windows release, but the current PC version is The Complete Edition. Here is what it includes, where to buy it, how to install it, what hardware and accounts it needs, why multiplayer is unavailable, and how to handle its aging PC technology.

Yes—Grand Theft Auto IV has an official Windows version. The current PC product is Grand Theft Auto IV: The Complete Edition, not usually the original standalone 2008 release. It includes the full GTA IV campaign plus The Lost and Damned and The Ballad of Gay Tony.

New buyers can get it through Steam or the Rockstar Games Launcher. You need a Rockstar Games account, internet access for activation and periodic entitlement verification, and the current official requirements list Windows 10 64-bit. The game remains an old PC port rather than a modern remaster, so it may benefit from community fixes such as FusionFix.

What Grand Theft Auto IV for Windows means today

Rockstar released Grand Theft Auto IV for Windows on December 2, 2008, several months after the console release. The original PC version was built around Microsoft’s Games for Windows Live service and was sold separately from the later Episodes from Liberty City expansion package. Rockstar’s historical announcement confirms the original Windows release date and its PC multiplayer-era features.

That history is why current search results can be confusing. You may encounter references to several different products:

The package contains three connected single-player campaigns set in Rockstar’s Liberty City. Rockstar describes them as standalone but interwoven stories, and they overlap in time and characters.

The package is best understood as three substantial campaigns in one purchase. Rockstar’s store uses broad marketing language about the amount of content, but there is no need to rely on an exact combined completion-time estimate: your playtime will vary substantially depending on whether you follow only the stories or pursue side activities and completion goals.

What kind of game is GTA IV?

The main campaign follows Niko Bellic, who comes to the fictional Liberty City after being encouraged by his cousin Roman. Niko expects opportunity, but the city’s version of the American Dream is shaped by debt, deception, violence, and criminal connections. Rockstar’s official game page presents the story around Niko, Roman, the city’s criminal networks, and the contrast between aspiration and reality.

Liberty City is Rockstar’s fictional interpretation of New York City, not a one-to-one geographic recreation. Its borough-like areas provide a dense open world for:

  • Mission-driven crime and character drama.
  • Driving, shooting, melee combat, and exploration.
  • Mobile-phone calls, messages, contacts, and mission coordination.
  • Friendship and relationship activities.
  • Minigames, television, Internet cafés, and other distractions.
  • Radio stations and a physics-heavy vehicle and pedestrian simulation.

GTA IV’s appeal is less about having the largest possible map and more about the atmosphere of a compact, heavily characterized city. Its driving model, animation, vehicle damage, weather, radio presentation, and pedestrian behavior still give Liberty City a distinctive physical presence.

Is the Windows version worth playing?

Yes, if your priority is the single-player experience and you are willing to tolerate some old-PC quirks. The Complete Edition offers the original story and both expansions, making it the most complete official way to experience GTA IV on a computer.

Reasons to play it on PC

  • You get all three campaigns in one package.
  • Keyboard-and-mouse aiming is available, while controllers are also supported.
  • The Windows release supports high-resolution rendering and PC display settings.
  • The original PC version included a video editor and Independence FM, which allowed custom music integration. These were notable PC-oriented features of the 2008 release, though historical PC features should not automatically be treated as guarantees about every current build or configuration.
  • Steam provides achievements and a familiar library interface.
  • Community tools can improve modern display, input, frame-pacing, and compatibility issues.

Reasons to think twice

  • The current PC edition has no official multiplayer or leaderboards.
  • The game is based on an old 32-bit Direct3D 9-era PC architecture.
  • High-end modern hardware does not guarantee perfect frame pacing or flawless compatibility.
  • Windows 11 is not named in Rockstar’s current published system requirements.
  • The digital soundtrack is not guaranteed to match the complete 2008 soundtrack because of licensing changes.

That is a more useful assessment than calling the port either universally broken or completely fixed. Official updates made the current edition easier to install than the original Games for Windows Live version, but it is still an aging PC conversion.

The current official digital options are:

  • Steam: Buy Grand Theft Auto IV: The Complete Edition. You will still need to link or sign in to a Rockstar Games account, and the Rockstar Games Launcher is part of the modern authentication process.
  • Rockstar Games Launcher: Buy the Complete Edition directly from the Rockstar Store and install it through Rockstar’s launcher.

The U.S. Rockstar Store listing showed a regular price of $19.99 as captured on August 10, 2026. Prices, sales, taxes, and regional availability can change, and Steam may display a different price during a promotion. Check the live store page before buying.

For most people, a current digital copy is a safer purchase than a used key or old DVD. Avoid unofficial downloads and be cautious with marketplace listings that advertise only a cheap activation code: Rockstar says serial codes are single-use, tied to one Rockstar account, and non-transferable.

Current PC system requirements

Rockstar’s current support article is the better source for modern installation requirements. It lists the following minimum configuration:

The game also requires a Rockstar Games account. Rockstar says internet access is required for activation and periodic entitlement verification. The Rockstar Games platform, DirectX, Chromium, Microsoft Visual C++ 2008 SP1 Redistributable, and authentication or DRM components may also be installed during setup.

Windows 10 and Windows 11

Rockstar’s current support page explicitly lists Windows 10 64-bit; it does not provide the same clear official requirement for Windows 11. Newer systems may run the game in practice, and current community fixes target modern hardware and displays, but that should not be presented as an official Windows 11 compatibility guarantee.

There is also a requirements discrepancy on Rockstar’s own website. The store page retains older-looking specifications, including a 256 MB NVIDIA 7900 or ATI X1900 graphics requirement and legacy references to Adobe Flash, Internet Explorer, and .NET Framework 3.0. Treat that text as historical or incomplete. For a new installation, use the current support article rather than the older store minimums.

How to install the Steam version

For a new Steam buyer

  1. Purchase Grand Theft Auto IV: The Complete Edition on Steam.
  2. Install it from your Steam library.
  3. Allow Steam to install or update the Rockstar Games Launcher when prompted.
  4. Sign in to the Rockstar Games account you want to use permanently.
  5. Link the Steam copy to that Rockstar account.
  6. Launch the game through Steam with the Rockstar Games Launcher available for authentication.

Choose the Rockstar account carefully. A serial code or entitlement can be tied to one account, and changing accounts later may require Rockstar Support rather than a simple relink.

For existing Steam owners

Rockstar converted older Steam ownership into the Complete Edition structure. Existing GTA IV owners download the Episodes from Liberty City content and update to the Complete Edition; Rockstar estimated that update at approximately 6 GB. Existing Episodes from Liberty City owners may be replaced by the Complete Edition and may need approximately 22 GB of content.

Rockstar states that current save files are compatible when old digital versions are updated, but back up your saves before converting or reinstalling. Compatibility is not a promise that every damaged, modified, or unusual legacy profile will transfer correctly.

Common Steam startup problems

If Steam reports that the Rockstar Games Launcher is missing, install or repair the current launcher rather than trying to force an old executable to run. Rockstar’s Title Update 1.20 notes specifically mention a fix for Steam launches when the launcher is not installed.

If Steam displays a No Disc Inserted error:

  1. Right-click GTA IV in Steam.
  2. Select Properties.
  3. Open Local Files.
  4. Select Verify Integrity of Game Files.

How to install the Rockstar Games Launcher version

  1. Install the Rockstar Games Launcher.
  2. Sign in to the Rockstar Games account used to make the purchase.
  3. Open your game library.
  4. Select Grand Theft Auto IV: The Complete Edition.
  5. Choose Install, then launch the game through the launcher.

This route avoids Steam as an additional account layer, but it does not avoid Rockstar authentication. The launcher and Rockstar account remain required, and internet access is needed for activation and periodic entitlement checks. Rockstar lists GTA IV among the titles supported by its launcher.

Can an old physical DVD copy still work?

Sometimes, but a used disc is not automatically a cheap route to the current digital edition. Rockstar’s instructions apply to an eligible physical copy with an activation code that has not already been used in the relevant legacy system.

For an unactivated physical copy, the current redemption path is:

Rockstar Games Launcher → avatar in the top-right corner → Redeem Code → enter the Rockstar activation code

Potential problems include:

  • The code has already been redeemed by a previous owner.
  • The copy was previously activated through Games for Windows Live.
  • The code belongs to a Steam entitlement rather than a standalone Rockstar entitlement.
  • The code was entered incorrectly or is missing required characters.
  • The seller has separated the disc from the original manual or code sheet.

Rockstar says a physical installation may be scanned by the launcher, but the launcher will not necessarily download, install, or update a legacy Play from Disc title. Cloud saves are also not supported for those physical installations. If you buy a disc for collection or preservation, treat it as legacy media—not as an uncomplicated replacement for a digital Complete Edition purchase.

If an activation code reports that it is invalid or already used, keep proof of purchase and photographs of the disc, box, code sheet, and exact error message before contacting Rockstar Support. Do not assume the seller can transfer an entitlement that is already tied to another account.

Does GTA IV for Windows have multiplayer?

Rockstar’s 2008 PC announcement highlighted multiplayer through Games for Windows Live. That is historical information. During the 2020 Complete Edition transition, Games for Windows Live was removed, and the official Steam notice says that multiplayer mode and leaderboards were removed as well.

This is especially important because the current Rockstar Store page still contains older promotional language describing a multiplayer suite. That text conflicts with the current Complete Edition notice on Steam. For a buyer today, treat the Complete Edition as a single-player package.

Community projects may discuss network features, but they are not Rockstar-supported multiplayer replacements. FusionFix, for example, explicitly states that multiplayer is not supported. Do not buy the game expecting official online deathmatches, races, co-op, or leaderboards.

Why can the PC port perform poorly on a modern computer?

GTA IV was designed for an older generation of hardware and uses a 32-bit Direct3D 9-era executable. Contemporary reviews criticized the original Windows port’s performance and stability. Official updates improved compatibility, but they did not turn the game into a modern engine designed around current CPUs, GPUs, ultrawide monitors, and high-refresh-rate displays.

Possible symptoms include inconsistent frame pacing, graphics-memory detection problems, crashes, input oddities, display-scaling issues, and behavior that changes when the frame rate is unusually high. A powerful graphics card alone does not guarantee that every part of the old engine will behave perfectly.

A sensible first troubleshooting sequence

  1. Confirm that Steam or the Rockstar Games Launcher has fully updated the game.
  2. Verify files if you use Steam.
  3. Start once with a clean, unmodified installation.
  4. Back up your saves before making changes.
  5. Check resolution, display mode, and frame-rate behavior.
  6. Run the built-in benchmark from Pause → Graphics → Benchmark.
  7. Add one community fix or configuration change at a time.
  8. If the problem begins after a change, remove that change before trying another.

Rockstar says benchmark results are saved under DocumentsRockstar GamesGTAIVBenchmarks. Avoid treating an online settings guide for a different patch, executable, or downgraded version as automatically applicable to the Complete Edition.

Official patches and confusing version numbers

The current PC ecosystem contains several overlapping labels, which is one reason old troubleshooting articles can be misleading.

Complete Edition Title Update 1.20

Rockstar’s official Title Update 1.20 notes mention stability and performance fixes, an AMD graphics-memory fix, corrected handling of command-line parameters, a Steam launch fix when the Rockstar Games Launcher is missing, and a fix for incorrect uninstallation through the launcher.

Legacy Patch 8

Rockstar’s separate Patch 8 page documents older fixes for Windows 8, 8.1, and 10 compatibility checks, a mission problem above 60 fps, graphics-memory reporting above 2 GB of VRAM, modern video-card restrictions, a drawlist-overflow crash, and minor performance improvements.

These pages are both visible in Rockstar’s support system, and even the general troubleshooting page links to older manual-update material while separately documenting Title Update 1.20. Do not blindly install an old standalone patch on a current Complete Edition copy. First determine which edition and build you own, then use the update path intended for it.

Should you install FusionFix?

GTAIV.EFLC.FusionFix is an unofficial community project for the Complete Edition. Its documentation describes fixes and options for long-standing technical problems, including:

  • A configurable frame-rate limiter.
  • Improved ultrawide support.
  • DirectX 9 or Vulkan/DXVK options.
  • Graphics, shader, shadow, lighting, reflection, rain, and water improvements.
  • Controller-icon options.
  • Camera and mouse improvements.
  • Cutscene and frame-rate fixes.
  • Additional display and gameplay settings.

It is a reasonable option if you encounter visual, input, ultrawide, frame-pacing, or stability problems—or if you want documented modern-display improvements. It is not an official Rockstar patch, and it is not required to launch the game.

Safer installation approach

  1. Install and update the official Complete Edition first.
  2. Launch it once without mods so you have a clean baseline.
  3. Back up your saves and, if possible, keep a copy of the clean game folder.
  4. Download FusionFix from its current project documentation.
  5. Extract it into the game’s root directory, where the game executable is located.
  6. Test the game before adding other modifications.

FusionFix fully supports the Complete Edition. Its documentation says legacy versions such as 1.0.7.0 or 1.0.8.0 need an additional legacy component. It also states that multiplayer is not supported. That makes current Complete Edition guidance preferable to starting with an old downgrade package.

If a modded installation crashes, remove third-party files, verify the game through Steam or reinstall through the Rockstar Launcher, and then add modifications individually. Do not mix FusionFix with old downgrade guides, legacy ASI loaders, and script tools without checking whether they support the same build.

Soundtrack changes in the modern release

The Complete Edition is not guaranteed to contain an unchanged copy of the 2008 soundtrack. Rockstar says licensing restrictions required the removal of certain songs from GTA IV and both episodes, including a substantial portion of Vladivostok FM, with replacement music added to the station.

That means there can be meaningful differences between:

Do not assume that a song list found online applies to every platform or build. Restoration mods may also create compatibility, legal, or update concerns, so they should be treated separately from the official game.

The Windows version supports keyboard and mouse controls as well as controllers. The original PC manual documents mouse aiming, mouse-wheel weapon and radio controls, keyboard driving, and video-editor controls.

Modern features such as ultrawide layouts, borderless behavior, field-of-view adjustments, high-refresh-rate tuning, modern PlayStation controller prompts, HDR, and Vulkan or DXVK rendering should be treated carefully. Some are community-fix features rather than clearly documented official Complete Edition features, and results can depend on the launcher, GPU, Windows version, display, and installed modifications.

Save files and backup paths

Rockstar says current save files are compatible with the Complete Edition when old digital versions are updated. Before converting an old installation, installing mods, changing versions, reinstalling the launcher, or attempting save repair, back up your entire profile directory.

These are practical community reference paths rather than a guarantee that every system uses an identical folder arrangement. OneDrive, redirected Documents folders, damaged profiles, switching between legacy and Complete Edition builds, and modded saves can all complicate recovery. Back up first; do not immediately delete the profile directory as a troubleshooting step.

Grand Theft Auto IV for Windows is still a real, officially sold PC game, but the version you should seek today is Grand Theft Auto IV: The Complete Edition. Buy it digitally through Steam if you want Steam-library convenience, or through the Rockstar Games Launcher if you prefer Rockstar’s first-party storefront. Do not buy it expecting current PC multiplayer, and do not assume that Windows 11 support, the untouched 2008 soundtrack, or perfect modern frame pacing is guaranteed.

Rockstar’s current support page lists Windows 10 64-bit and does not clearly list Windows 11 as an officially supported operating system.
