For the 2023 market, GeForce NOW was the best overall choice for PC-game streaming quality and flexibility, while Xbox Cloud Gaming through Game Pass was the best value for an included game library. Amazon Luna was the strongest casual and living-room option, PlayStation Plus was most compelling for PlayStation owners, Boosteroid worked as a catalog-gap alternative, and Shadow was best understood as a full cloud PC rather than a normal game subscription.
There was no universal winner. The right service depended on whether you owned the games already, whether the catalog was included, which devices and regions were supported, and how well your connection handled latency. The rankings and prices in this article are explicitly from 2023 and should not be treated as current offers.
Scope: This is a historical ranking of the services as reviewed and described in 2023. Prices, plans, game catalogs, supported regions, devices, and even service names can change, so do not treat the figures below as current 2026 offers.
How the 2023 services differed
Cloud gaming was not one unified product category in 2023. The major services used three different access models:

- Mixed channel and catalog models: Amazon Luna combined Prime access, paid channels, and selected purchased games.
- Cloud PC rental: Shadow provided a remote Windows computer rather than a simple, curated game catalog.
That distinction matters more than a raw catalog count. A service with thousands of games is a poor choice if it does not support the particular title you want, does not operate in your country, or requires you to purchase the game separately.

1. GeForce NOW: best for PC-game streaming quality and flexibility
GeForce NOW takes the top spot for readers who already own PC games and care most about responsiveness and streaming quality. PCWorld’s July 2023 review praised its smooth, responsive performance and the availability of a free entry tier. It also identified the service’s central weakness: GeForce NOW is not a universal included game library.
Instead, you normally connect eligible accounts from stores such as Steam, Epic Games Store, GOG, EA/Origin, or Ubisoft Connect. You then launch a supported game from that connected library on NVIDIA’s remote hardware. The game must be supported by the service, available in your region, and associated with the storefront or subscription that GeForce NOW recognizes. Owning a PC game therefore does not guarantee that it can be streamed.
This model gave GeForce NOW unusual flexibility in 2023. It could be attractive to PC players who had already built a library and did not want to purchase the same games again through a cloud platform. A May 2023 Microsoft announcement also made selected Xbox Game Studios and Bethesda PC games relevant to the service when purchased through eligible PC storefronts. The announcement discussed additional distribution partnerships, including Boosteroid, but availability still depended on the individual game, store, and region.

2023 plan prices and limitations
At the time of PCWorld’s review, the listed GeForce NOW options were:
- Free: a way to try the service, with session-time limits and other restrictions.
- Priority: $9.99 per month.
- Ultimate: $19.99 per month.
Those are historical review prices, not current pricing. The important comparison is not simply Free versus paid. You should also check session length, queue priority, available resolution and frame rate, server location, and whether the games you own are supported. NVIDIA’s current service information and game lists should be checked separately before publication or purchase because the figures and plan names are volatile.
Who should choose it?
Choose GeForce NOW if you already own PC games, want to test cloud gaming without an immediate subscription, or prioritize a responsive experience over an all-you-can-play catalog. Avoid it if your main requirement is to open a subscription and immediately play a large selection without buying individual games.
2. Xbox Cloud Gaming through Game Pass: best included-library value
Xbox Cloud Gaming was the strongest value choice in PCWorld’s 2023 review because the games were included with the relevant subscription rather than requiring a separate purchase each time. It was also the service most likely to make sense for someone who wanted a console-style catalog instead of a storefront-compatibility puzzle.

The trade-off was image quality. PCWorld criticized video compression, and any subscription catalog can change: a game that is available today may leave the service later. The catalog also depends on the plan, country, device, and licensing arrangements. Do not use a large library claim as a substitute for checking the specific game you intend to play.
The Competition and Markets Authority described Microsoft’s cloud-gaming service as a multi-game subscription using current-generation console hardware, with access spanning Xbox consoles, PCs, mobile devices, and smart TVs in supported circumstances. It also noted selected free-to-play access, including Fortnite, for users with a free Microsoft account. That does not mean every device, region, or game receives identical access.

Practical requirements
Xbox’s published guidance identifies four conditions that matter:
- A supported device.
- A supported region.
- A game that is available for cloud play on that account and plan.
- A compatible controller in the general case, although selected games may offer touch controls.
Xbox gives 10 Mbps as a mobile baseline and 20 Mbps for PCs, consoles, and tablets for best performance. These are useful starting points, not guarantees. Xbox also warns that quality depends on the connection, location, device, and other factors. Latency, Wi-Fi stability, congestion, and the distance to the service’s data center can matter as much as download speed.

Choose Xbox Cloud Gaming if you want the simplest subscription-first route to a broad selection, particularly if you already use Xbox services or want access to Xbox franchises. It is the best 2023 value pick in this comparison, but it is not automatically the best streaming-quality pick and it is not a permanent ownership model.
3. Amazon Luna: best for casual play and living-room convenience
Amazon Luna was PCWorld’s best casual cloud-gaming experience in 2023. Its interface was intuitive, some guests could play with subscribers, and its channel structure made it approachable for households that wanted occasional play rather than a dedicated PC-gaming setup.
Luna’s access model was more complicated than a single catalog subscription. The CMA described a combination of:
- Rotating access for Amazon Prime customers.
- Paid channels such as Luna+, Ubisoft+, and Jackbox.
- A bring-your-own-game component for selected Ubisoft purchases.
These are different types of access. Prime access does not mean that every Luna title is included, and subscribing to one channel does not necessarily unlock another. Multiple channels could also make the total cost less attractive. PCWorld’s main criticisms were that the library lagged newer releases and that adding channels could become expensive.

Optional controller
Who should choose it?
Choose Luna if you are a Prime member, use Fire TV or another supported living-room device, play casually, or value an uncomplicated interface. It is a weaker choice if you want the newest releases, a single predictable subscription price, or a very broad catalog without adding channels.
4. PlayStation Plus cloud streaming: best for PlayStation owners
PlayStation Plus was the 2023 up-and-comer in PCWorld’s review. Its strengths included the potential for excellent visuals and a selection of strong included games. Its weaknesses were a less polished interface, connection-stability issues, and limited troubleshooting tools.
The CMA described PlayStation Plus as having a large catalog, while noting that its cloud component in the cited period was constrained by older console hardware. Cloud streaming was available on PlayStation consoles and Windows PCs, but it should not be presented as having the same device reach as Xbox Cloud Gaming. In particular, the historical evidence does not support treating it as a general phone-, tablet-, or smart-TV equivalent to Microsoft’s offering.

The service makes the most sense for an existing PlayStation owner who already understands the PlayStation Plus ecosystem and wants to stream supported games from its eligible catalog. Before subscribing, check whether the particular title is cloud-playable in your country and on your device. A game being present in the broader PlayStation Plus catalog does not necessarily mean that it can be streamed everywhere.
5. Boosteroid: best as a catalog-gap alternative
Boosteroid is closer to GeForce NOW than to Xbox Cloud Gaming. The CMA classified it as a bring-your-own-game PC-streaming service with one paid tier offered through monthly or annual subscriptions. The cited overview placed it across Europe, Latin America, and North America, but that does not make every title or server available in every country.
Boosteroid can be useful when a game in your owned library is unavailable on your first-choice provider. Its value is therefore highly individual: first identify the exact title, storefront, region, and device you need, then confirm that Boosteroid supports that combination. Server proximity, queue conditions, licensing, local network quality, and game support all affect the result. There is no sound basis for declaring it universally faster or better than GeForce NOW.
Microsoft’s May 2023 announcement named Boosteroid as a future partner for Xbox PC-game distribution. That made it relevant to the 2023 competitive landscape, but the announcement should not be read as proof that every Xbox PC title was immediately playable on Boosteroid in every region.

Choose Boosteroid when it supports a specific game you own that your preferred service does not. It is a targeted alternative, not the safest default recommendation for someone who has not yet checked a game-by-game match.
6. Shadow: best for a full cloud PC
Shadow belongs in this discussion, but it should not be judged by exactly the same standard as Xbox Cloud Gaming or Luna. The CMA classified Shadow primarily as a virtual desktop service: you receive access to a high-powered Windows environment, install software yourself, and manage the game libraries and applications you use.
That gives Shadow more control and broader software freedom. It can serve gaming, creative work, and other Windows tasks instead of limiting you to a provider-curated game launcher. The cost of that freedom is management. You are dealing with a fuller remote PC environment rather than selecting a supported game from a simple included catalog.
The Loadout included Shadow among its cloud-gaming category winners, which is reasonable if the category is understood as “cloud gaming and cloud PCs.” For a pure game-subscription comparison, however, Shadow is an adjacent option.
Who should choose it?
Choose Shadow if you want a remote Windows PC for gaming and non-gaming software, need to install applications yourself, or value control more than simplicity. Choose a catalog service instead if you want a console-like experience with minimal setup.

- Blacknut: a multi-game subscription with a more limited AAA offering. Its appeal is the shape of its catalog rather than cutting-edge blockbuster coverage.
- Utomik: a subscription service offering both cloud and traditional gaming tiers.
- Nintendo Switch Online: The Loadout described it as a budget cloud-gaming service, but its relevant features in the cited description were primarily cloud saves and access to classic games on Switch. It should not be presented as general-purpose remote streaming of modern Switch games.
These services may be better choices for retro, family, or niche catalogs, but they do not displace the main six in a general 2023 ranking.
Why reviews disagreed about the “best” service
There was no universal 2023 winner because the major reviews optimized for different priorities. PCWorld named GeForce NOW best overall, Xbox Cloud Gaming best value, Amazon Luna best casual experience, and PlayStation Plus an up-and-comer. The Loadout named Xbox Game Pass Ultimate best overall while separately recognizing Nintendo Switch Online, PlayStation Plus, Amazon Luna, GeForce NOW, and Shadow in different categories.

1. Check how you obtain each game
Ask whether the desired game is included, must be purchased, or must already be owned through a supported storefront.

Streaming quality depends on more than a service’s advertised maximum resolution. Check bitrate, frame rate, session length, queue priority, server location, and how the service behaves during busy periods. A high-resolution stream with unstable latency can feel worse than a lower-resolution stream that responds consistently.
4. Confirm device support
PC, Mac, browser, phone, tablet, console, smart TV, and streaming box support are not interchangeable. Check the provider’s current device list and regional restrictions. A gaming Chromebook can be a sensible low-cost endpoint because Lenovo specifically marketed the IdeaPad Gaming Chromebook around GeForce NOW, Xbox Cloud Gaming, and Amazon Luna, and PCWorld highlighted the category for cloud gaming. The named IdeaPad model is older, however, so verify current stock, operating-system support, display quality, ports, and controller compatibility instead of assuming that any Chromebook provides the same experience.
5. Budget for the controller and other accessories
Xbox says a compatible controller is part of the normal setup, while selected games may support touch controls. Luna’s dedicated controller is optional, not a universal requirement. Before buying hardware, check whether your existing Xbox, PlayStation, Bluetooth, or USB controller is supported by the specific service and device.
6. Treat internet speed as a baseline, not a promise
Xbox’s guidance of 10 Mbps for mobile and 20 Mbps for PCs, consoles, and tablets is a useful starting point. It does not guarantee a good session. Test at the location where you will play, prefer a stable wired or strong wireless connection, pause large downloads, and remember that network latency and packet loss can remain problems even when a speed test shows a high download rate.

What you need to start cloud gaming
- Pick the game first. Do not start with a subscription and hope its catalog fits. Identify the titles, editions, and stores you need.
- Check country and device eligibility. Confirm the provider, game, app or browser, and controller all work in your location.
- Choose the access model. Use Xbox or PlayStation Plus for an included catalog, GeForce NOW or Boosteroid for supported games you already own, Luna for a mixed channel experience, or Shadow for a full cloud PC.
- Test before committing. Use a free tier, trial, free-to-play title, or monthly plan where available. Test at the time and location you normally play.

If controls feel delayed
- Test the same game near the router or over Ethernet if possible.
- Stop downloads, video uploads, VPNs, and other high-traffic activity.
- Check whether the provider lets you select or automatically assigns a nearby server region.
- Try another game. If every title feels delayed, the problem is more likely the network route, Wi-Fi, device, or provider session than one game.
A computer-cleanup utility cannot repair a distant cloud server, an ISP route, a provider queue, or the encoding delay inside the service. Do not buy local optimization software expecting it to solve those problems.
If the picture is blurry or full of blocky compression
Reduce competing network traffic and test a stable connection first. Streaming services adjust image quality to available bandwidth and network conditions, so a fast but inconsistent connection can still produce a poor picture. If a game will not launch
Check the title’s supported storefront, edition, subscription, region, and device. On Xbox and PlayStation Plus, check whether the title is currently included and cloud-playable.
If the Windows device itself is the problem
Cloud gaming reduces the need for a powerful local GPU, but the endpoint still has to run the app or browser, decode video, maintain controller connections, and handle the operating system. Windows users with symptoms such as outdated drivers, excessive temporary files, unnecessary background processes, or broader local system problems can investigate normal Windows maintenance first.
