a0002996.dll Not Found: Restore the FrontPage Program Safely

You may see “This application failed to start because a0002996.dll was not found” or “The program can’t start because a0002996.dll is missing from your computer.” The a0002996.dll error usually points to an incomplete or damaged Microsoft FrontPage-era installation, not a missing Windows component.

The error messages you may see

Common variations include:

  • “This application failed to start because a0002996.dll was not found.”
  • “The file a0002996.dll is missing or corrupted.”
  • “A required component is missing: a0002996.dll. Please install the application again.”
  • “Error loading a0002996.dll. The specified module could not be found.”
  • “a0002996.dll is either not designed to run on Windows or it contains an error.”

The 60-second answer

Do not download a0002996.dll and copy it into C:WindowsSystem32 or C:WindowsSysWOW64.

This file is associated with Microsoft FrontPage 2000 and is described in public file metadata as a Microsoft FrontPage Utility DLL. The filename may also represent an archive or database alias for the older internal name FP30UTL.DLL, so the exact file name and version can vary between FrontPage-era releases.

The safest repair is:

  1. Identify the program that displays the error.
  2. Find its executable and installation folder.

What causes the a0002996.dll error

The FrontPage installation is incomplete

An interrupted installation, failed update, damaged program folder, or failed uninstall can leave FrontPage without one of its utility files. This is the most likely explanation when the error appears as soon as you launch FrontPage or an old Office-related editor.

Antivirus software removed the file

Security software may quarantine an old executable or DLL because legacy software has outdated code, unusual installers, or behavior that resembles unwanted software. Do not immediately restore the file. First confirm that the detection came from the original FrontPage installation and that the program is still trusted.

An old startup item is still calling FrontPage

Sometimes FrontPage has already been removed, but a shortcut, scheduled task, service, or startup entry still launches an old executable. In that situation, replacing the DLL only hides the real problem.

A dependency is missing

When Windows says “The specified module could not be found,” the missing item may be a dependency required by the named DLL rather than a0002996.dll itself. A file can exist and still fail to load if another required component is absent or incompatible.

The file does not match the application

Public metadata identifies this file family as a 32-bit Win32 component. Different FrontPage releases may use different versions of similarly named utility files. A DLL copied from another release may have the wrong exports, resources, or dependencies.

Windows system files are damaged

Windows corruption can affect application startup, installers, and shared operating-system services. However, System File Checker normally does not restore a third-party FrontPage DLL. Use Windows repair commands for broader Windows problems, not as the primary way to recover this application file.

Fix 1: Identify the program requesting the file

Before repairing anything, establish which executable is failing.

If the error appears in a normal dialog

Read the title bar and the first line carefully. Note:

  • The application name
  • Whether the dialog names a0002996.dll, FP30UTL.DLL, or both
  • Whether the message appears during startup or only when opening a document
  • Any path shown in the error

If the dialog does not identify the program, press Ctrl+Shift+Esc to open Task Manager. Select Processes and look for an old FrontPage or Office process. You can also right-click a shortcut that launches the program, select Properties, and inspect the Target field.

Check the executable location

Right-click the program’s shortcut, select Properties, and read the path beside Target. If the target is unavailable:

  1. Press Windows+S.
  2. Search for the application name.
  3. Right-click the result.
  4. Select Open file location.
  5. Right-click the shortcut in the folder and select Open file location again if necessary.

A legitimate installation should normally load its utility files from its own application directory or a related Office directory. A copy found in a temporary folder, a user profile download folder, or an unexpected system directory deserves additional scrutiny.

Fix 2: Repair or reinstall the original FrontPage or Office product

This is the most reliable repair when you still need the application.

First, preserve your work

Before changing the installation, copy your FrontPage web folders, templates, documents, and custom assets to another location. Do not assume an uninstall will preserve every old project setting.

Try Windows’ installed-app repair options

Windows 11:

  1. Open Start and select Settings.
  2. Select Apps.
  3. Select Installed apps.
  4. Search for Microsoft FrontPage, Microsoft Office, or the Office-era suite that installed it.
  5. Select the three-dot menu beside the product.
  6. Choose Modify, Change, or Repair, if available.
  7. Follow the installer prompts.
  8. Restart Windows and test the original program.

Windows 10:

  1. Open Start and select Settings.
  2. Select Apps.
  3. Select Apps & features.
  4. Select the FrontPage or Office product.
  5. Choose Modify, Change, or Repair.
  6. Complete the repair and restart Windows.

Older Office installers may not expose a modern Settings repair button. In that case, open Control Panel:

  1. Press Windows+R.
  2. Type appwiz.cpl.
  3. Press Enter.
  4. Select the relevant Microsoft Office or FrontPage entry.
  5. Select Change.
  6. Choose Repair if the installer provides that option.
  7. Restart and test the application.

Reinstall when repair is unavailable

If repair fails or the original installation is badly damaged:

  1. Save your FrontPage files and settings.
  2. Open Control Panel and select Programs and Features.
  3. Select the old FrontPage or Office product.
  4. Select Uninstall or Change.
  5. Restart Windows when prompted.
  6. Reinstall from the original product media or a legitimate installer that you already own.
  7. Apply only updates intended for that exact product.
  8. Launch the application from its newly installed shortcut.

Do not use a random DLL archive as a substitute for the installer. The installer restores the matching executable, utility DLLs, registry information, supporting files, and application structure together.

If the old installer refuses to run, right-click its setup program, select Properties, open Compatibility, and use the compatibility troubleshooter. Compatibility settings may help an installer start, but they do not make FrontPage officially supported on Windows 10 or Windows 11.

How to tell whether this worked

The repair succeeded if:

  • FrontPage opens without the DLL dialog.
  • The original executable launches from its expected folder.
  • Existing projects open normally.
  • The error does not return after restarting Windows.

If the same message returns immediately, record the executable path and continue with the quarantine and orphaned-startup checks below.

Fix 3: Check antivirus quarantine before restoring anything

If the error began after a security scan, disk cleanup, or antivirus update, inspect the security product’s history.

For Microsoft Defender:

  1. Open Start and search for Windows Security.
  2. Open Windows Security.
  3. Select Virus & threat protection.
  4. Select Protection history.
  5. Look for an item mentioning FrontPage, the application executable, a0002996.dll, or FP30UTL.DLL.
  6. Expand the detection and inspect its path and action.
  7. Restore it only if the file came from the original, trusted application installation and the detection is confirmed as a false positive.
  8. Run the FrontPage repair or reinstall afterward.

Also check any third-party antivirus application under names such as Quarantine, 隔离, Vault, Threat history, or Detection history. Restore only a verified file from a trusted installation. If the file was located in a temporary directory, an unknown download, or an unexpected folder, leave it quarantined and investigate the associated program instead.

Fix 4: Remove an obsolete startup entry if FrontPage is gone

If you no longer use FrontPage, the correct repair may be removing the launcher rather than restoring the DLL.

Check Startup apps

  1. Press Ctrl+Shift+Esc.
  2. Select Startup apps in Windows 11, or the Startup tab in older Task Manager versions.
  3. Look for FrontPage, Office-era utilities, or an entry marked Unknown.
  4. Right-click a suspicious entry and select Open file location when available.
  5. If it clearly belongs to the removed program, select Disable.

Check scheduled tasks

  1. Press Windows+S.
  2. Search for Task Scheduler.
  3. Open Task Scheduler.
  4. Select Task Scheduler Library.
  5. Review tasks that launch from the old FrontPage or Office directory.
  6. Double-click a task and inspect the Actions tab.
  7. Disable or delete it only when you have confirmed that it belongs to the abandoned application.

Do not delete an entry merely because its name is unfamiliar. Confirm its executable path first. If the entry points to a missing file, disabling the launcher is generally safer than downloading a replacement DLL.

Fix 5: Check whether the application is 32-bit

FrontPage-era software is 32-bit. A 64-bit edition of Windows can run many 32-bit applications through its compatibility subsystem, but that does not mean a 64-bit replacement DLL is appropriate.

Check the application rather than guessing:

  1. Open the folder containing the failing executable.
  2. Right-click the executable and select Properties.
  3. Open the Details tab and note the product information.
  4. Look for a product-specific repair or reinstall option rather than attempting to match the DLL manually.

On 64-bit Windows, C:WindowsSystem32 conventionally contains 64-bit system binaries, while C:WindowsSysWOW64 contains 32-bit Windows system components. Neither folder is the normal destination for a FrontPage application DLL. If an authentic installer needs the file, it should place it beside the exact program that uses it or in the product’s own directory.

Fix 6: Diagnose a dependency or path problem

If a repaired file exists but the error says “The specified module could not be found,” check the surrounding installation.

  1. Open the application’s installation folder.
  2. Confirm that the named file is present.
  3. Check whether the executable and DLL came from the same installation.
  4. Look for recently moved, renamed, or deleted program folders.
  5. Undo any manual relocation of the application.
  6. Run the original installer’s repair process again.

Do not replace similarly named files from another FrontPage version. Public metadata associates a0002996.dll with the possible original name FP30UTL.DLL, but other databases report different FrontPage versions. That disagreement is a reason to use the exact application package, not to mix files.

If the program was copied from another computer, restore it through its installer instead. Copying only the program folder commonly leaves out shared components and installation records.

Fix 7: Repair broader Windows corruption with DISM and SFC

Use these commands when several Windows features are failing, installers crash, or other protected system files are also damaged. They are not the primary fix for a missing FrontPage utility DLL.

Run DISM

  1. Open Start.
  2. Search for Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Select Yes at the User Account Control prompt.
  6. Enter:
DISM /Online /Cleanup-Image /RestoreHealth
  1. Press Enter.
  2. Wait for the operation to finish.
  3. Restart Windows.

Run System File Checker

Open an elevated Command Prompt again and enter:

sfc /scannow

Press Enter and wait for the scan to reach 100 percent. Restart Windows when it finishes, then test the affected application.

If SFC reports that it repaired files but a0002996.dll is still missing, that result is expected for a third-party application file. Return to the FrontPage repair or reinstall.

Fix 8: Do not use regsvr32 unless the program specifically requires it

regsvr32 registers DLLs that expose registration entry points such as DllRegisterServer. It is not a general-purpose command for restoring missing or damaged DLL files.

The Microsoft syntax is documented in Microsoft’s regsvr32 reference.

Do not treat this as a routine repair:

regsvr32 a0002996.dll

A FrontPage utility DLL is not automatically a COM server. Running the command may produce an entry-point error, architecture error, or another message without repairing the application.

Use regsvr32 only when the application’s official documentation explicitly identifies that particular DLL as a COM component and gives the correct registration command. Otherwise, repair or reinstall the parent product.

Fix 9: Update drivers only when the error involves a driver-related program

Graphics drivers, printer drivers, and device software are not likely causes of a FrontPage utility DLL error. Do not install drivers merely because a DLL is missing.

If the failing executable belongs to a device-management application and the manufacturer’s repair instructions identify an outdated driver as part of the problem:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant device category.
  4. Right-click the device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.
  7. Restart Windows if a driver is installed.
  8. Test the device application again.

Should you download a0002996.dll

No, not as the normal repair.

Random DLL download sites can provide:

  • Malware or tampered files
  • A different FrontPage release
  • The wrong architecture
  • A file with missing dependencies
  • A DLL that does not match the requesting executable
  • A file that creates DLL search-order problems

There is no verified current Microsoft standalone redistributable for a0002996.dll. The safe sources are the original Microsoft FrontPage or Office installation media, a legitimate installer for the product you own, and a verified antivirus quarantine entry from that same installation.

If the original package is unavailable, manual DLL copying should not be the first choice. Only consider it in a controlled recovery situation where the file’s provenance and hash are independently verified, and place it beside the exact requesting executable rather than in a Windows system directory.

If you no longer need FrontPage

FrontPage is obsolete software. Keeping it installed can create compatibility, maintenance, and security concerns, especially when it is launched by an old startup entry.

If you do not need it:

  1. Back up your FrontPage projects and templates.
  2. Open Settings → Apps → Installed apps.
  3. Remove FrontPage or the Office-era product that installed it.
  4. If it is not listed, open Control Panel → Programs and Features.
  5. Remove the related product there.
  6. Disable any remaining startup entry or scheduled task after confirming its path.
  7. Restart Windows.

Do not keep restoring an old DLL simply to silence a launcher for software you have already abandoned.

Frequently asked questions

Is a0002996.dll a Windows system file?

No. It is associated with Microsoft FrontPage-era application software, not with the normal Windows operating system. It should not ordinarily be copied into System32 or SysWOW64.

Is it definitely from FrontPage 2000?

The named DLL may depend on another missing or incompatible file. The message can also result from a wrong architecture, damaged installation, or an incorrect application path.

Should I run regsvr32 a0002996.dll?

Normally no. Use regsvr32 only when official product instructions confirm that the DLL exposes a registration entry point and must be registered.

Could the file be malware?

Its obscurity alone does not prove that. Check the file’s location, digital signature, source, antivirus detection, and relationship to the FrontPage installation. A copy outside the expected application folder or one created by an unknown program should not be restored blindly.
