If kbdlt1.dll is missing, Windows cannot load part of its Lithuanian keyboard layout. The safest repair is to update Windows, then run Microsoft’s DISM and SFC repair sequence rather than downloading a replacement DLL.
Start with this diagnostic checklist
Before changing anything, note:
- Which program shows the error: Windows itself, a game, a launcher, or another application.
- When it appears: during startup, after selecting Lithuanian input, after an update, or after security software acted on the file.
- Whether the Lithuanian layout is actually missing: press Windows key + Space and check the available keyboard layouts.
- Your Windows architecture: open Settings → System → About and check System type.
- Whether the file is absent or merely failing to load: do not copy a replacement file yet.
Typical messages include:
- “The program can’t start because kbdlt1.dll is missing from your computer.”
- “kbdlt1.dll was not found.”
- “Error loading kbdlt1.dll.”
- “kbdlt1.dll could not be loaded.”
- “kbdlt1.dll is corrupted.”
- “kbdlt1.dll is either not designed to run on Windows or it contains an error.”
The exact wording depends on the Windows version and what was trying to load the component.
What kbdlt1.dll actually is
kbdlt1.dll is the Microsoft Windows Lithuanian Keyboard Layout component. It contains keyboard-layout tables and exposes the KbdLayerDescriptor entry point that Windows uses to load the layout. Microsoft describes this keyboard-layout loading model in its Keyboard Layout Samples.
This is not:
- A Visual C++ Redistributable file
- A DirectX component
- A .NET runtime file
- A printer driver
- A physical keyboard driver
- A game-specific dependency
A game or application can encounter the error indirectly if Windows input services are involved, but there is no evidence that a particular game owns or normally distributes this DLL.

On 64-bit Windows, the native system copy normally belongs in:
%windir%System32
Windows handles 32-bit processes through:
%windir%SysWOW64
The names are confusing: on 64-bit Windows, System32 contains 64-bit system files, while WOW64 redirects 32-bit processes to SysWOW64. Microsoft explains this behavior in its documentation for the File System Redirector.
Do not treat a historical version, file size, or hash as a universal target. The correct build depends on your Windows release, architecture, servicing level, and installed language features.
Fix 1: Install Windows updates and restart
A damaged or incomplete Windows update can affect system files and language components. Start with the least invasive repair.

- Select Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Test the application again.
- Press Windows key + Space and check whether the Lithuanian keyboard layout is available.
If the issue began immediately after an update, do not repeatedly install random DLL files. Continue with the component repair steps below. Microsoft’s Windows recovery options also cover update removal and System Restore when a recent change caused the problem.
Fix 2: Repair Windows with DISM and SFC
This is the most useful general repair for a missing or corrupted kbdlt1.dll. DISM repairs the Windows component store, and SFC then checks protected system files against that repaired source. Microsoft specifically recommends running DISM before SFC.
Run DISM
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Enter this command:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for it to finish. Do not close the window just because progress appears to pause.
- Leave the administrator Command Prompt open.
DISM may use Windows Update as its repair source, so an internet connection can help. A successful result normally says that the restore operation completed successfully.
Run System File Checker
After DISM completes, run:
sfc /scannow
Wait until verification reaches 100 percent. Then interpret the result:

- “Windows Resource Protection did not find any integrity violations” means SFC did not detect corrupted protected files. If the layout still fails, the problem may be registration, language-feature configuration, or an application-specific issue.
- “Windows Resource Protection found corrupt files and successfully repaired them” means Windows repaired files. Restart and test again.
- “Windows Resource Protection found corrupt files but was unable to fix some of them” means the repair is incomplete. Run DISM again, restart, and repeat SFC once. If it still fails, use a matching Windows repair source or move to System Restore or an in-place repair.

The manual process can be frustrating because Windows may repair several components without clearly identifying which one changed. Outbyte PC Repair can scan for the underlying Windows issues and show what needs attention; its repair action is available through the full version, and it is optional rather than required.
Restart Windows after the commands finish. Do not manually download kbdlt1.dll if SFC reports a repair failure. A matching Windows image or repair installation is safer than choosing a file by filename.
Fix 3: Add the Lithuanian keyboard layout again
Sometimes kbdlt1.dll is present and Windows itself is healthy, but the Lithuanian layout was removed or its language feature is incomplete.
Windows 11
- Open Start → Settings.
- Select Time & language.
- Select Language & region.
- Find the language currently associated with your keyboard.
- Select its … menu.
- Choose Language options.
- Under Keyboards, select Add a keyboard.
- Choose Lithuanian.
- Sign out or restart Windows.
- Test the layout with Windows key + Space.
Windows 10
- Open Start → Settings.
- Select Time & Language.
- Select Language.
- Choose the installed language and select Options.
- Under Keyboards, select Add a keyboard.
- Choose Lithuanian.
- Restart or sign out, then test the input switcher.
Microsoft’s current instructions are in Manage the language and keyboard input layout settings in Windows.
Adding a keyboard does not necessarily change your Windows display language. If Lithuanian is unavailable, select Add a language first and install the required language or input features.
Remove and re-add a broken layout
If Lithuanian appears in the list but does not work:
- Open the same Language options page.
- Under Keyboards, select Lithuanian.
- Select Remove.
- Restart Windows.
- Return to the page.
- Select Add a keyboard → Lithuanian.
- Test the layout again.
This repairs the user-facing layout configuration. It does not replace a missing system DLL, so use DISM and SFC if Windows still reports that kbdlt1.dll cannot be loaded.
Fix 4: Check the correct system directories
You can inspect the normal Windows locations without copying anything.
- Press Windows key + E.
- Select the address bar.
- Enter:
%windir%System32
- Search for
kbdlt1.dll. - On 64-bit Windows, also inspect:
%windir%SysWOW64
The absence of a visible file is useful evidence, but manually placing a downloaded copy is not the solution. Windows may use protected ownership, servicing metadata, architecture redirection, and language-feature registration that a simple file copy does not repair.
If the file is present but an application still reports an error, right-click it, select Properties, and inspect the Digital Signatures tab if available. A filename alone does not prove that a file is genuine. If the signature is missing or the location is an application or game folder, do not assume it is the Microsoft system component.

Fix 5: Check antivirus quarantine safely
Security software may have quarantined a file, although there is no established recurring false-positive campaign for kbdlt1.dll.
Windows Security
- Open Start.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event involving
kbdlt1.dll. - Check the path, detection name, and action taken.
- Do not select Restore solely because the filename matches.
If the file is demonstrably a genuine Microsoft-signed system file, follow your security product’s documented restore process and then run DISM and SFC. If the detection concerns a file in a game, application, Downloads folder, or temporary directory, treat it as suspicious and leave it quarantined until scanning is complete.
Run a full Microsoft Defender scan:
- Open Windows Security.
- Select Virus & threat protection.
- Select Scan options.
- Choose Full scan.
- Select Scan now.
If malware is suspected or detected, repair Windows only after addressing the infection. Microsoft’s recovery guidance explains when recovery or a clean installation may be necessary.
Fix 6: Confirm architecture instead of forcing a DLL
A 32-bit and 64-bit Windows copy are not interchangeable. On 64-bit Windows, a 32-bit process may be redirected to SysWOW64, while native 64-bit components use System32.

To check your architecture:
- Open Settings.
- Select System.
- Select About.
- Read System type.
A wrong-architecture replacement can produce messages such as “not designed to run on Windows” even when the filename is correct. Version and architecture must match the Windows installation and its servicing level. DISM, SFC, Windows Update, or a Windows repair installation can obtain the correct component; a generic DLL site cannot reliably do that.
Fix 7: Update drivers only when the evidence points to a device problem
kbdlt1.dll is a keyboard-layout DLL, not a hardware keyboard driver. Updating a keyboard, chipset, USB, or HID driver is not the normal fix for a missing Windows layout file.
Consider driver troubleshooting only if you also see problems such as:
- The physical keyboard disappears from Device Manager.
- USB input devices disconnect.
- Other keyboard devices fail.
- Windows reports a device error unrelated to
kbdlt1.dll.
To inspect devices:
- Right-click Start.
- Select Device Manager.
- Expand Keyboards and Human Interface Devices.
- Look for a warning icon.
- Right-click the affected hardware.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart if Windows installs a driver.
If the problem began after a driver change, open the device’s Properties, select the Driver tab, and use Roll Back Driver if that button is available. Do not remove random devices merely because a program mentioned kbdlt1.dll.

Hunting through hardware pages and guessing which of many drivers is stale is time-consuming. Outbyte Driver Updater can scan the installed driver set and identify updates; driver installation is handled through the full version, and it is not required for repairing the Windows keyboard-layout DLL.
Fix 8: Repair the application only after checking Windows
If one game or program reports the error but Windows input works normally, inspect that application separately.
- Confirm whether
kbdlt1.dllis missing from the Windows directory or merely referenced in the application’s error. - Update the application through its official launcher.
- Use the launcher’s Verify, Repair, or equivalent option if available.
- If that does not help, uninstall and reinstall the application from its official source.
- Restart Windows and test again.
A launcher’s file verification is relevant to the launcher’s own installation. It is not the normal repair mechanism for a Windows keyboard-layout DLL. There is no evidence that a particular game distributes the genuine Microsoft kbdlt1.dll.
If the application is the only thing failing and the Lithuanian layout works elsewhere, its own installation, compatibility settings, or input hook may be the actual problem.
Fix 9: Use System Restore or an in-place Windows repair
If Windows Update, DISM, SFC, and language-layout repair do not resolve the issue, the installation may have broader corruption.
System Restore
Use System Restore when the problem began after a recent system change and an appropriate restore point exists:
- Open Start.
- Search for Create a restore point.
- Open it.
- Select System Restore.
- Choose a restore point from before the problem.
- Review the affected programs and drivers.
- Confirm the restore.
Personal files are generally not the target of System Restore, but review the information Windows shows before proceeding.

- Select Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now if available.
- Keep the computer connected to power and the internet.
- Restart when prompted.

In-place repair with installation media
If the built-in repair option is unavailable:
- Back up important files.
- Obtain matching Windows installation media from Microsoft.
- Start Windows normally.
- Open the media and run
setup.exe. - Choose the option to keep personal files and apps.
- Continue through Windows Setup.
Do not boot from the media and choose a clean installation unless you intend to erase the existing installation. Microsoft describes the process in Reinstall Windows with the installation media.

Why you should not download or register kbdlt1.dll
There is no legitimate standalone kbdlt1.dll redistributable that users should install. Random DLL download pages can provide:
- Malware disguised with a familiar filename
- The wrong architecture
- An older Windows build
- A file with a forged or missing signature
- A replacement that does not match the component store
- A copy that leaves the language-layout registration broken
Do not copy a downloaded file into:
System32SysWOW64- A game folder
- An application folder
Do not use:
regsvr32 kbdlt1.dll
regsvr32 is intended for DLLs that expose a registration procedure, commonly for COM components. Keyboard-layout DLLs are loaded by the Windows keyboard-layout subsystem and expose KbdLayerDescriptor, not a normal self-registration interface. Microsoft documents the command’s purpose in regsvr32 command, while its keyboard-layout samples document the different loading model.

Is kbdlt1.dll part of Visual C++?
No. It is part of Microsoft Windows and represents the Lithuanian keyboard layout. Installing a Visual C++ Redistributable is not the normal fix.
Is it a keyboard driver?
No. It is a keyboard-layout DLL used by Windows to interpret a particular input layout. A physical keyboard driver is a separate component.
Should I download a specific version?
No. Historical versions exist across Windows releases, but they are build-specific. Do not select a file based on filename, size, date, or bitness alone.

The game may be triggering Windows input handling or loading a system-related component during startup. That does not prove the game ships the file or that reinstalling DirectX, .NET, or Visual C++ will restore it.
What if SFC says everything is fine?
SFC may find no protected-file corruption when the actual issue is a missing language feature, incorrect layout configuration, or an application loading from an unexpected location. Re-add Lithuanian under Language & region and check the application separately.
What if DISM fails?
Restart, install pending updates, and run DISM again. If the component store or Windows Update source is damaged, use a matching Windows installation source with Microsoft’s documented /Source and /LimitAccess approach. If servicing still fails, use System Restore or an in-place repair installation.
Can I use Device Manager to fix this?
Device Manager can help when the physical keyboard or HID hardware has a warning, but it does not normally restore kbdlt1.dll. Repair Windows and the language feature first.
