sqlite3_extended.dll is not a Windows system file. The strongest public evidence connects it to NoteExpress, where it is bundled as a private application component. If NoteExpress reports that sqlite3_extended.dll is missing, corrupt, or the wrong version, do not download a random copy or place one in System32.
The safest repair is to restart Windows first, then perform a clean NoteExpress uninstall and reinstall if the error returns. This restores the DLL that matches your NoteExpress installation instead of substituting the unrelated standard SQLite file named sqlite3.dll.
Identify the error
NoteExpress users commonly see messages such as:
Cannot find import; DLL may be missing, corrupt, or wrong versionFile "sqlite3_extended.dll", error 1114File "sqlite3_extended.dll", error 998sqlite3_extended.dll is missingsqlite3_extended.dll could not be loaded
Errors 1114 and 998 are load or import failures in this context. They do not prove that the file is absent. The file may be present but damaged, blocked, incompatible with the NoteExpress executable, or unable to load one of its dependencies.
Fix 1: Restart Windows and try NoteExpress again
Time needed: 3–5 minutes
NoteExpress support indicates that a restart can resolve cases where the DLL was not loaded correctly or remained locked by another process.

- Save your work and close NoteExpress.
- Close related programs, including Microsoft Word if the NoteExpress plug-in is installed.
- Select Start.
- Select Power.
- Select Restart.
- Sign in after Windows restarts.
- Open NoteExpress normally.
If NoteExpress opens, make a backup of your databases and configuration before continuing to use it. A successful restart points to a transient loading or locking problem, but it does not prove that the installation is healthy.
If the same error returns, continue with a clean reinstall rather than copying a DLL from another computer.
Fix 2: Back up NoteExpress data
Time needed: 5–15 minutes
A complete uninstall should not be started until your library and settings are backed up.
- Open NoteExpress if it still starts.
- Use its own backup or export function for your databases and attachments.
- If NoteExpress will not open, copy your known database and configuration folders to an external drive or another safe folder.
- Do not delete those backups while troubleshooting.
- Record your NoteExpress version if it is visible in the installer, shortcut properties, or another working computer.
The exact location of NoteExpress databases depends on how the program was configured. Back up the folders you recognize as containing your library rather than deleting every folder with “SQLite” in its name.

Fix 3: Completely uninstall and reinstall NoteExpress
Time needed: 15–30 minutes
This is the most likely lasting repair for a persistent sqlite3_extended.dll error.
Uninstall the existing installation
- Press Windows + I to open Settings.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find NoteExpress.
- Select the three-dot menu on Windows 11, or select the program on Windows 10.
- Choose Uninstall.
- Follow the uninstall wizard.
- Restart Windows when the uninstall finishes.
You can also open Control Panel, choose Programs, select Programs and Features, select NoteExpress, and choose Uninstall.
Remove stale program files
After restarting:
- Open File Explorer.
- Check the old NoteExpress installation folder.
- Remove leftover files only after confirming that the folder belongs to the uninstalled NoteExpress copy.
- Search the computer for
sqlite3_extended.dll. - Treat each result carefully. Do not delete a file merely because its path contains “SQLite.”
- Remove stale copies associated with old NoteExpress installations, especially copies in abandoned application folders.
- Do not copy any surviving file into
C:WindowsSystem32orC:WindowsSysWOW64.
If Windows says a file is in use, restart again and repeat the check. If security software is actively locking the file, inspect its quarantine history before deleting anything.
Install a fresh official package
- Obtain the current NoteExpress installer from the official NoteExpress distribution.
- Confirm that the installer is intended for your Windows system and NoteExpress release.
- Right-click the installer and select Run as administrator if Windows requires elevated permission.
- Install NoteExpress into the normal application location.
- Do not permanently enable Run this program as an administrator for the main application unless the vendor specifically requires it.
- Restart Windows after installation.
- Open NoteExpress and test the operation that previously failed.
- Restore your backed-up databases only after the program starts normally.
If reinstalling over the old copy was unsuccessful, the complete uninstall and removal of stale application files is the important difference.

Time needed: 5–15 minutes
Antivirus interference is a plausible cause, particularly when the DLL disappeared after an update or installation. It is not established as the cause of every sqlite3_extended.dll failure.
Windows Security
- Open Start and search for Windows Security.
- Open Virus & threat protection.
- Select Protection history.
- Look for an event involving NoteExpress or
sqlite3_extended.dll. - Review the file path and action.
- Restore the file only if it came from a legitimate NoteExpress installation and the installer source is trustworthy.
- Reinstall NoteExpress if the quarantine entry is uncertain or the file is damaged.
If you must temporarily pause protection during installation, use the shortest possible period, install from the official source, and turn protection back on immediately. A narrowly scoped temporary exclusion is safer than permanently disabling antivirus protection.
After restoring or reinstalling the file, launch NoteExpress. If the error immediately returns and a new quarantine event appears, leave the file isolated and contact NoteExpress support with the detection details.

Fix 5: Confirm that the DLL belongs beside the correct executable
Time needed: 5–10 minutes
A private application DLL normally loads from the program’s own installation directory or another location configured by that program. It is not normally repaired through Windows DLL registration.
- Right-click the NoteExpress shortcut.
- Select Properties.
- Open the Shortcut tab.
- Select Open File Location.
- Check whether
sqlite3_extended.dllis beside the NoteExpress executable. - If it is missing, reinstall NoteExpress rather than downloading a replacement.
- If it is present but NoteExpress still fails, the file may be corrupt, blocked, the wrong build, or unable to load a dependency.
- If multiple copies exist, identify which executable the shortcut launches and leave unrelated application folders unchanged.
Do not assume that a file’s presence proves that it is valid. A DLL from another NoteExpress release may lack the exports required by your installed executable.
Fix 6: Do not replace it with the standard SQLite DLL
Time needed: 2 minutes
The official SQLite Windows packages use the filename sqlite3.dll, with separate packages for x86, x64, and ARM64 systems. That does not make sqlite3.dll a replacement for NoteExpress’s sqlite3_extended.dll.
The two files may differ in:
- Exported functions
- Compile-time options
- Application-specific changes
- Architecture
- ABI compatibility
- Release version
A 32-bit NoteExpress executable needs a compatible 32-bit build, while a 64-bit executable needs a compatible 64-bit build. The correct architecture for every historical NoteExpress release cannot be established from the filename alone.
Use the DLL supplied by the same official NoteExpress installer and release. Do not copy a file from another PC unless the NoteExpress version, installation source, architecture, and provenance all match.
Fix 7: Avoid regsvr32
Time needed: 1 minute
Do not run:
regsvr32 sqlite3_extended.dll
An ordinary SQLite runtime DLL is not normally a COM component and does not need registration. regsvr32 applies to self-registering DLLs that provide registration entry points, typically COM libraries. A registration error will not repair a missing import or an incompatible NoteExpress build.
Only use regsvr32 if NoteExpress documentation specifically identifies a particular file as a self-registering component and supplies the correct command.
Fix 8: Repair Windows components only when broader corruption is suspected
Time needed: 20–45 minutes
SFC and DISM do not recreate the private NoteExpress DLL. They are appropriate when other Windows components are also failing, Windows Security reports system corruption, or several unrelated applications have broken system files.
- Open Start.
- Search for Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows.
- Test NoteExpress again.
If SFC reports that it repaired files, restart before testing. If both commands complete without fixing NoteExpress, return to the clean NoteExpress reinstall. They are not a substitute for restoring the application’s own bundled component.

Fix 9: Check drivers only when another diagnostic points there
Time needed: 10–30 minutes
A graphics, printer, or chipset driver is not the normal explanation for this NoteExpress DLL error. Do not update drivers as a first response unless Device Manager or another application identifies a driver problem.
- Right-click Start.
- Select Device Manager.
- Expand the device category related to the separate error.
- Right-click the affected device.
- Select Properties.
- Open the Driver tab.
- Check the provider and driver status.
- Use Update Driver only when Windows or the hardware vendor identifies an applicable update.
- Restart Windows and test again.

- Right-click the NoteExpress shortcut.
- Select Properties.
- Open the Compatibility tab.
- Clear Run this program in compatibility mode for unless NoteExpress specifically instructs you to use it.
- Clear Run this program as an administrator unless it is required for a documented task.
- Select Apply, then OK.
- Start NoteExpress normally.
If the error appears during installation, use an administrator account when Windows requests permission, but avoid permanently forcing compatibility settings on the installed program.

Why DLL download sites are the wrong fix
Random DLL archives cannot reliably establish the file’s original NoteExpress version, architecture, exports, integrity, or provenance. A replacement can contain malware, be built for a different application release, or simply produce the same import error.
The safe sources are:
- The official NoteExpress installer or update package
- A verified NoteExpress support response
- Your own backup of the same installation, when its provenance is known
Do not place sqlite3_extended.dll in System32, SysWOW64, the Windows directory, or a game’s folder to make the message disappear. That can create a second, harder-to-trace problem.

Is sqlite3_extended.dll part of Windows?
No verified evidence identifies it as a Windows component. It should not be restored with SFC, copied into a Windows system folder, or treated as a system DLL.

Public evidence strongly links this filename to NoteExpress. The filename could theoretically be reused by other software, so confirm the application path on your own computer.
Is it the official SQLite DLL?
No. Official SQLite Windows packages normally provide sqlite3.dll, not sqlite3_extended.dll. The standard SQLite DLL is not a generic replacement for NoteExpress’s private component.
What does error 1114 mean?
In NoteExpress reports, error 1114 accompanies an import failure stating that the DLL may be missing, corrupt, or the wrong version.
What does error 998 mean?
It is another NoteExpress startup or import failure in the same family. The repair path is the same: restart, check security software, then perform a clean reinstall.

Should I register the DLL?
No. regsvr32 is not an appropriate repair for a normal SQLite runtime DLL unless the vendor explicitly proves that the particular build is a self-registering component.
What if reinstalling does not work?
Check for stale NoteExpress folders, quarantine events, incorrect compatibility settings, permissions, and a damaged installer. If the problem remains, contact NoteExpress support with the exact error, NoteExpress version, Windows version, installation path, quarantine result, and whether the DLL exists beside the executable.
