usbromdrv.dll is a component of the Amlogic USB Burning Tool, not a Windows system DLL. If Windows says usbromdrv.dll is missing, was not found, or could not be loaded, restore the complete Amlogic tool installation instead of downloading a loose DLL.
The file normally stays in the Amlogic USB Burning Tool folder, often under:
C:Program Files (x86)AmlogicUSB_Burning_Tool
Your installation may use a different folder if the tool was installed elsewhere. Do not copy this file into C:WindowsSystem32 or C:WindowsSysWOW64.
Fix usbromdrv.dll errors in order
Work through these fixes in sequence. The first fix is the most likely to restore the correct file and its related dependencies.

1. Repair or reinstall Amlogic USB Burning Tool
Time needed: 10–20 minutes
A damaged or incomplete USB Burning Tool installation is the most likely cause. The DLL is shipped with the application and may depend on other Amlogic and USB components in the same folder.
Uninstall the damaged installation
- Press Windows key + R.
- Type:
text
appwiz.cpl
- Press Enter.
- Select USB Burning Tool or the matching Amlogic entry.
- Select Uninstall.
- Follow the removal wizard.
- Restart Windows.
If the program is not listed:
- Open Settings.
- Select Apps.
- Select Installed apps.
- Search for USB Burning Tool.
- Select the three-dot menu and choose Uninstall.
After uninstalling, check whether the old installation folder remains. If it does, do not delete it immediately if it contains firmware images, logs, or configuration files you need. Rename it to something such as:
USB_Burning_Tool.old
Install the correct package
Use the package supplied by your device manufacturer or the original Amlogic package provided with the hardware. Different chipsets and device vendors may require different releases, so do not assume that the newest package found elsewhere is compatible.
During installation:
- Right-click the installer.
- Select Run as administrator.
- Install to the default location unless the device vendor specifies another path.
- Allow the installer to add its bundled USB driver when prompted.
- Restart Windows after installation.
Then start the tool from the new installation, not from an old desktop shortcut. Right-click the application shortcut, select Properties, and check the Target field to confirm that it points to the current installation directory.

Check the result
Open the installation folder and confirm that usbromdrv.dll is present beside the Amlogic executable and related files. Start the tool before connecting the device.
If the error has gone, the original installation was incomplete or damaged. If the file is still absent, you probably have the wrong package, an antivirus quarantine event, or a blocked installer.
2. Check Windows Security quarantine
Time needed: 5–10 minutes
Antivirus software may remove or quarantine a DLL after installation. Do not restore the file blindly. First confirm that it came from a trusted Amlogic or device-manufacturer package.

- Open Start.
- Type Windows Security.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Look for an entry involving
usbromdrv.dll, USB Burning Tool, or the installation folder. - Open the entry and review its details.
- If the file is clearly from your trusted installer, select Actions and then Restore.
Microsoft documents this process in its guide to restoring quarantined files. You can also review the meaning of entries in Windows Security Protection history.

3. Confirm the tool architecture and release
Time needed: 5–15 minutes
A 32-bit application commonly installs under C:Program Files (x86), even on 64-bit Windows. Windows 10 and Windows 11 can normally run 32-bit applications, but a DLL from another release or architecture may produce errors such as:
- “usbromdrv.dll is either not designed to run on Windows or it contains an error.”
- “The code execution cannot proceed because usbromdrv.dll was not found.”
- “The specified module could not be found.”
Check the application path:
- Right-click the USB Burning Tool shortcut.
- Select Properties.
- Open the Shortcut tab.
- Select Open File Location.
- Confirm that the executable and DLL are in the same Amlogic installation folder.
To check the application type:
- Right-click the main executable.
- Select Properties.
- Open the Details tab.
- Review the product information supplied by the installer.
Do not replace the DLL with one copied from a different USB Burning Tool package. Even if the filename matches, the build may not match the executable or its companion libraries. Reinstall the exact package intended for your device model and chipset.
4. Restore the bundled USB drivers
Time needed: 10–15 minutes
usbromdrv.dll appears to be a user-mode application component. It is not the same thing as the USB driver used to communicate with the device. Amlogic packages may contain separate files such as libusb0.dll and libusb0.sys, along with WorldCup device-driver files.

- Disconnect the Amlogic device.
- Right-click Start.
- Select Device Manager.
- Expand Universal Serial Bus controllers.
- Expand Other devices and Ports (COM & LPT) if present.
- Look for an unknown device, WorldCup device, USB Burning Tool device, or an entry with a warning icon.
- Right-click the entry and select Uninstall device.
- If offered, select Attempt to remove the driver for this device.
- Select Uninstall.
- Restart Windows.
- Run the USB Burning Tool installer again as administrator.
- Reconnect the device using the vendor-recommended cable and connection procedure.
To update a driver manually:
- Open Device Manager.
- Right-click the affected device.
- Select Update driver.
- Choose Search automatically for drivers, or choose Browse my computer for drivers if the Amlogic package includes a driver folder.
- Complete the wizard and restart Windows.

If Device Manager shows no warning and the program itself cannot start because usbromdrv.dll is absent, return to the complete-package reinstall rather than treating this as only a driver problem.

5. Check whether a dependent DLL is actually missing
Time needed: 5–15 minutes
Windows can report “The specified module could not be found” even when usbromdrv.dll is visibly present. In that situation, Windows may be unable to load a dependency beside it.

The reliable repair is:
- Open Settings.
- Select Apps.
- Select Installed apps.
- Find USB Burning Tool.
- Select the three-dot menu.
- Choose Modify, Repair, or Uninstall, depending on what the installer provides.
- If no repair option exists, uninstall it.
- Restart Windows.
- Install the complete matching package again.
Visual C++, DirectX, or .NET may be required by some applications, but there is no reliable evidence that these Microsoft packages supply usbromdrv.dll. Install a runtime only if the complete application reports a separate missing dependency or the device manufacturer specifically requires it.
6. Repair Windows components only when Windows itself is damaged
Time needed: 15–30 minutes
SFC and DISM repair Windows components. They do not normally recreate a third-party DLL stored in the Amlogic application directory, so they are not the first fix for this error.
Use them when you also have broken Windows features, repeated system-app crashes, update failures, or other signs of system corruption.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Run:
cmd
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Run:
cmd
sfc /scannow
- Restart Windows.
- Try the Amlogic tool again.
Microsoft recommends running DISM before SFC. If both commands report that Windows is healthy but usbromdrv.dll is still missing, reinstall the Amlogic application instead.
Repeatedly hunting through system repairs without knowing which component changed is time-consuming. Outbyte PC Repair can show what its scan identifies and automate repairs through the full version, but it is not required and reinstalling the Amlogic tool remains the definitive fix for this application DLL.
7. Do not register usbromdrv.dll with regsvr32
Time needed: 1 minute
regsvr32 is for DLLs that provide registration entry points such as DllRegisterServer. It is not a general-purpose command for restoring missing application files.

Do not use:
regsvr32 usbromdrv.dll
You may receive an error stating that the module was loaded but the entry point DllRegisterServer was not found. That does not prove the file is defective. It usually means the DLL was never intended to be registered as a COM component.
Microsoft explains the command’s purpose in its regsvr32 documentation and documents common registration failures in its DLL registration guidance.
Why downloading usbromdrv.dll is risky
Random DLL download sites pages cannot establish that a file is genuine, compatible with your Amlogic release, or safe. A loose file may have the wrong architecture, depend on other missing files, or contain unwanted code. Copying it into System32 or SysWOW64 can also create conflicts with unrelated applications.
If manual copying is unavoidable, use only the exact file from the same trusted Amlogic or device-vendor installation package and keep it in the application’s own directory. In most cases, reinstalling the complete package is safer and faster.

Modified firmware tools may alter flashing behavior or timeouts. Treat them as different software, not as equivalent repairs for the original Amlogic installation.
If the error remains after reinstalling
Check these points before attempting a firmware flash:
- Confirm the shortcut launches the newly installed executable.
- Check Windows Security Protection history again.
- Confirm
usbromdrv.dllis in the same directory as the application. - Reinstall the bundled USB driver through the original package.
- Review Event Viewer:
- Press Windows key + R.
- Enter
eventvwr.msc. - Open Windows Logs.
- Select Application.
- Look for an error at the time the tool failed.
- Check whether another old copy of the tool is launching from a different folder.
- Run a full malware scan.
- Use System Restore only if the file disappeared after a known system change and no trusted installer is available.
Before flashing firmware, verify the device model, chipset, firmware image, tool release, USB cable, and driver package. Repairing a DLL will not correct an incompatible firmware image or a failing USB connection.

FAQ
Is usbromdrv.dll part of Windows?
No evidence identifies it as a Windows system DLL. It is associated with the Amlogic USB Burning Tool and should normally remain in that application’s installation folder.
