Windows may display messages such as “The program can’t start because tlsrepplugin.dll is missing from your computer” or “Error loading tlsrepplugin.dll. The specified module could not be found.” tlsrepplugin.dll is a genuine Microsoft Windows migration component, so the safest repair is to restore the matching Windows component rather than download a replacement DLL.
Which fix applies to you
Choose the branch that matches when the error appears:
- During Windows startup, Windows Update, or an upgrade: install pending updates, then repair Windows with DISM and SFC.
- While running
ScanState,LoadState, or another migration task: repair or reinstall the matching User State Migration Tool from the Windows ADK. - On Windows Server while configuring Remote Desktop Services licensing: follow the RDS-specific repair path rather than treating this as a normal desktop DLL error.
- After antivirus reported or quarantined the file: inspect Protection History before restoring anything.
- When a third-party application or game starts: check the complete error path first. A program can report a missing dependency even when
tlsrepplugin.dllitself exists. - After copying the file from another computer or a download site: remove that copy from the application folder and repair the correct Windows installation or deployment package.
What tlsrepplugin.dll is
TlsRepPlugin.dll is associated with the Windows migration system and the Terminal Services licensing component. Its public file description is “WMI Repository Migration Plugin.” The recorded product is Microsoft Windows Operating System, and the original filename is reported as WMIMigrationPlugin.dll.
A documented location is:

Microsoft servicing documentation for Windows Server also lists the file alongside Remote Desktop licensing components. That does not mean it is a normal application runtime, Visual C++ file, DirectX file, .NET assembly, or game dependency.

A known Microsoft-signed 64-bit Windows build has been identified with version 10.0.19041.1, but that is not a universal latest version for every Windows installation. Windows servicing components can differ by release, architecture, and update level.
Check the path and signature first
Before repairing or restoring anything, determine where Windows or the application expects the file.
- Press Windows key + R.
- Enter:

- Press Enter.
- Open the folder named:

Microsoft-Windows-TerminalServices-LicenseServer
- Look for
TlsRepPlugin.dll.
If the file is present in the expected Windows migration path, do not assume it is healthy. Right-click it, select Properties, and open Digital Signatures. A legitimate copy should have a valid Microsoft signature. If the file is instead sitting beside a game or unrelated application in a location such as C:Program FilesSomeApp, treat that copy as suspicious until its signature and source are verified.
The message “The specified module could not be found” can also mean that a dependency of the named DLL failed to load. Check the full event, setup log, or migration log rather than replacing the named file automatically.
Fix 1: Update Windows, then run DISM and SFC
This is the best first repair for a missing or corrupted protected Windows component.
Install pending updates
On Windows 11:
- Open Start > Settings.
- Select Windows Update.
- Select Check for updates.
- Install all available quality, servicing, and feature updates.
- Restart when prompted.
On Windows 10:
- Open Start > Settings.
- Select Update & Security > Windows Update.
- Select Check for updates.
- Install the available updates.
- Restart the computer.
Windows 10 is outside free support as of October 14, 2025, so update availability and support options may be limited on that operating system.

Repair the component store
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:

- After DISM finishes, run:

sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
Microsoft recommends running DISM before SFC because DISM can repair the component source that SFC uses. The result “Windows Resource Protection found corrupt files and successfully repaired them” indicates that SFC made repairs. If it reports that no integrity violations were found, the problem may involve a dependency, migration package, or incorrect path instead.

Fix 2: Reinstall Windows without removing your programs
If DISM and SFC cannot repair the file, use Windows recovery before attempting a clean installation.
Windows 11 repair reinstall
On supported Windows 11 installations:
- Open Start > Settings.
- Select System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts.
- Keep the computer connected to power and the internet.
- Restart when Windows finishes.
This reinstalls the current Windows version while preserving personal files, installed applications, and settings.

In-place repair with installation media
Use installation media that matches the installed Windows edition and architecture.
- Download official Windows installation media from Microsoft.
- Start Windows normally.
- Open the mounted ISO or USB drive in File Explorer.
- Run
setup.exe. - Accept the license terms.
- Select Change what to keep.
- Choose Keep personal files and apps.
- Continue with the installation.
Do not boot from the USB when the goal is an in-place repair that preserves installed applications. Booting from the media can lead to installation choices that remove programs or data.
After the repair completes, run Windows Update again and test the migration, setup, or application operation that produced the error.

Fix 3: Repair USMT or the Windows ADK
If the error appears with ScanState, LoadState, deployment scripts, migration logs, or Windows imaging work, the problem may be an incomplete or mismatched User State Migration Tool installation.
Microsoft distributes USMT as part of the Windows Assessment and Deployment Kit. Microsoft also recommends using an ADK version that matches the operating system being worked on.
- Open Apps > Installed apps in Windows 11, or Apps & features in Windows 10.
- Look for the Windows ADK.
- If it is damaged, uninstall the ADK.
- Restart Windows.
- Download the appropriate ADK from Microsoft.
- Run the installer as an administrator.
- Select the User State Migration Tool feature.
- Complete the installation.
- Re-run the migration command from the newly installed ADK tools.
Do not mix ScanState.exe or LoadState.exe from one ADK release with migration manifests from another Windows release unless your deployment process specifically requires it. A mismatch can produce missing-file or module-load errors even when the named DLL is present.
If migration media was copied between machines, rebuild it from the correct ADK installation instead of copying an individual DLL.
Fix 4: Address the Windows Server RDS licensing case
A Windows Server Remote Desktop Services licensing problem is different from a consumer application startup error.
For the documented Windows Server 2012 scenario involving RDS CAL installation and error code 800, Microsoft’s procedure uses hotfix KB2849342, a restart, removal and reinstallation of the Remote Desktop Licensing role, server reactivation, and CAL migration as required.
Use this branch only when all of the following are true:

- The system is Windows Server 2012.
- Remote Desktop Services Licensing is involved.
- The error concerns installing or processing RDS CALs.
- The event does not merely say that a desktop application cannot find
tlsrepplugin.dll.
Follow Microsoft’s RDS instructions for the exact role-removal, hotfix, activation, and CAL steps. Do not apply this server procedure to a normal Windows 10 or Windows 11 computer.
Fix 5: Check antivirus quarantine
Security software can quarantine a protected file after a detection or a false positive.
- Open Start.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Look for an entry involving
TlsRepPlugin.dll. - Expand the entry and review the detected path and action.
Restore the file only when it is in the expected Windows location, has a valid Microsoft signature, and the detection has been confirmed as a false positive. If the file was found in an application folder, a temporary directory, or an unusual user-profile location, do not restore it automatically.
Microsoft notes that Defender may detect a restored quarantined file again unless it is separately allowed. Do not create an exclusion until the file’s source, path, signature, and role are understood.

regsvr32 is intended for DLLs that provide the registration entry point required by that tool. A public analysis of one Microsoft-signed TlsRepPlugin.dll build reports a DllRegisterServer export, but Microsoft does not provide a normal consumer troubleshooting procedure that tells users to register this migration plugin.
Do not register a downloaded DLL. Registration cannot repair a wrong architecture, missing dependency, damaged component store, incorrect migration manifest, or incomplete Windows upgrade.
If a Microsoft deployment procedure explicitly instructs you to register this exact build, use the command from that procedure and the correct 32-bit or 64-bit regsvr32.exe. Otherwise, prioritize Windows servicing or ADK repair.

Fix 7: Check architecture and location
Microsoft-serviced examples of this file are x64, but the correct file depends on the Windows build and deployment package.
Do not copy a 64-bit file into a 32-bit package, or place a file in C:WindowsSystem32 simply because a website recommends that location. On 64-bit Windows, System32 is the native 64-bit system directory, while SysWOW64 contains 32-bit system files. Choosing the wrong directory can create a new loader failure.
If the message appears only when launching a third-party program, inspect that program’s complete log. It may be calling a migration or licensing component incorrectly, or it may have a missing dependency unrelated to the filename shown in the dialog.

If the repairs still fail
Use the following escalation order:
- Disconnect unnecessary external storage and restart.
- Check whether other Windows system files are also failing.
- Run Windows Update again after DISM and SFC.
- Use System Restore if the problem began immediately after a known update or software change and a suitable restore point exists.
- Use an in-place repair installation with matching Windows media.
- Back up personal data and consider a clean installation only when Windows recovery and in-place repair cannot restore a stable system.
System Restore rolls Windows back to an earlier state. It is not a DLL installer and should not be the first step when the cause is unknown.
Avoid unsafe DLL downloads
Do not download tlsrepplugin.dll from a random DLL repository or copy an arbitrary file into System32, SysWOW64, a game directory, or an application folder. The file may contain malware, use the wrong architecture, belong to a different Windows build, lack a valid Microsoft signature, or leave the underlying component-store problem unresolved.
Use official Microsoft sources instead:
- Windows Update and Windows recovery
- Microsoft Windows installation media
- The Windows ADK and USMT documentation
- Microsoft Remote Desktop Services updates and hotfix guidance
- Windows Security Protection History

Is tlsrepplugin.dll a legitimate file?

No verified Microsoft evidence associates it with Visual C++ 2015, DirectX, .NET, or an ordinary game runtime. Installing multiple redistributables is not the appropriate first repair.
Should I copy it from another computer?
Not normally. Even matching-looking computers can have different Windows builds, servicing levels, architectures, and component packages. Repair the installation or deployment source that should provide the file.
Why does Windows say the specified module cannot be found when the DLL exists?
The named DLL may have a missing dependency, an incompatible architecture, a damaged signature, or an invalid migration manifest. Review the complete event or setup log.
Will sfc /scannow restore the file?
It may, but there is no guarantee. Run DISM first, then SFC, and use an in-place Windows repair or ADK repair if the tools cannot restore the required component.
