Start with these checks
Before replacing anything, record:
- The exact error message
- The program or game that shows it
- Whether the error appears at Windows startup or only when opening one application
- The full file path mentioned in the message, if there is one
- Whether Windows is 32-bit or 64-bit
- What changed immediately beforehand, such as an update, driver installation, antivirus alert, or application reinstall

It can be used to read and modify registry hive files that are not currently loaded into the live Windows registry. The calling program may be Windows-based software, a developer tool, a deployment utility, a security product, or another application that bundled its own copy.
The safest repair depends on who is calling the file. Do not start by downloading offreg.dll from a DLL website or copying a random file into System32.
What offreg.dll is and where it comes from
Microsoft documents the Offline Registry Library for developers, OEMs, antivirus vendors, deployment tools, and similar software. Its API includes functions such as OROpenHiveByHandle, OROpenKey, OREnumKey, and ORGetValue. Microsoft identifies Offreg.dll as the DLL required by these APIs.
Microsoft supplies the redistributable library through the Windows Driver Kit, including WDK releases for Windows 10 and earlier systems. The WDK is intended for development and legitimate software distribution, not as a reason to download an isolated DLL from an unrelated source.

A legitimate copy may be found in locations such as:
C:WindowsSystem32offreg.dllC:WindowsSysWOW64offreg.dllon 64-bit Windows- A path below
C:WindowsWinSxS - A known folder belonging to the application that needs it
The exact version, size, and architecture vary by Windows build and servicing level. There is no single replacement version that should be copied to every computer.
A copy under C:Program Files... may be legitimate if it belongs to a registry utility, deployment tool, security product, developer tool, or another application. It is not automatically malware, but you should identify the parent program before repairing or restoring it.
Understand the error wording
Different messages point to different failure modes:

- “offreg.dll is missing from your computer” usually means the application could not find the DLL in its expected search path.
- “offreg.dll was not found” can indicate a missing file, wrong application path, or missing dependency.
- “The specified module could not be found” may mean that a dependency of
offreg.dllis missing, even when the file itself exists. - “There was a problem starting offreg.dll” suggests a loading failure rather than proof that the file is absent.
- “offreg.dll is either not designed to run on Windows or it contains an error” commonly points to corruption, an incompatible build, a blocked file, or a 32-bit and 64-bit mismatch.
- “The file offreg.dll is missing or corrupt” may refer to either a Windows copy or an application-bundled copy.
If the message appears only when one application starts, treat that application as the primary suspect. If multiple Windows tools fail, inspect Windows system files instead.
Fix 1: Repair the affected application first
This is the quickest fix when only one program reports the error.
Use the application’s repair option
- Close the affected program.
- Open Start > Settings > Apps > Installed apps.
- Find the application in the list.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair and wait for Windows to finish.
- Start the application again.
If there is no Repair button, open the application’s own installer or launcher. Look for Repair, Verify files, Scan and repair, or a similar option.

For a desktop application with no repair option:
- Open Start > Settings > Apps > Installed apps.
- Select the application.
- Choose Uninstall.
- Restart Windows.
- Download the installer from the application’s official developer or vendor.
- Install the same application again.
- Restart once more and test it.
Do not replace an application’s private offreg.dll with a file copied from System32. The application may require a particular build, architecture, or set of neighboring files.

If the problem began after a security scan:
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Open the detection involving
offreg.dll. - Check the original path, detected file name, and publisher information.
- If the file was inside the expected installation directory and the application came from its official source, use Restore only after verifying those details.
- If the path is unfamiliar, do not restore the file. Run a scan and reinstall the parent application from its official source.
Windows Security warns that allowing an unsafe file can expose the computer. A file in an unexpected temporary folder, random download directory, or unrelated program directory deserves additional investigation.
Fix 2: Install Windows updates
Use this branch when the error appears during Windows startup, affects more than one program, or involves a file under the Windows directory.
Windows 11
- Open Start > Settings.
- Select Windows Update.
- Select Check for updates.
- Install all applicable updates.
- Restart if Windows requests it.
- Check for updates again after the restart.
Windows 10
- Open Start > Settings.
- Select Update & Security.
- Select Windows Update.
- Select Check for updates.
- Install the available updates.
- Restart when prompted.
Updates can restore or service protected Windows components. They will not necessarily repair an application’s private copy of offreg.dll.
Fix 3: Repair Windows with DISM and SFC
Use an elevated Windows Terminal or Command Prompt. Run DISM first, then SFC.

- Type
TerminalorCommand Prompt. - Right-click the result.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
Wait for DISM to complete. It may appear to pause for a while. Do not close the window while it is working.
Then run:
sfc /scannow
Restart Windows when SFC finishes and test the affected program.

Interpret the result
- “Windows Resource Protection did not find any integrity violations” means SFC did not find corruption in protected system files. The application, a dependency, or the file architecture may still be wrong.
- “Windows Resource Protection found corrupt files and successfully repaired them” means Windows repaired protected files. Restart and test again.
- “Windows Resource Protection found corrupt files but was unable to fix some of them” means further Windows repair is required. Run DISM again, restart, and repeat SFC. If it still fails, use a matching repair source or an in-place Windows repair rather than downloading the DLL manually.
If a known Windows copy exists and you need to check that specific file, Microsoft also supports:
sfc /scanfile=C:WindowsSystem32offreg.dll
Use this only when that path exists and belongs to the current Windows installation. Do not substitute an application path unless you are deliberately checking a file owned by that application.
Manually hunting through Windows folders and repeating SFC or DISM without knowing what changed can make troubleshooting difficult. Fix 4: Check 32-bit and 64-bit compatibility
On 64-bit Windows, System32 conventionally contains native 64-bit system binaries, while SysWOW64 contains 32-bit system binaries. This naming is counterintuitive but normal.
A 32-bit application may require a 32-bit copy. A 64-bit application may require a 64-bit copy. Using the wrong architecture can produce a “not designed to run on Windows” message or another load failure.
Check the application architecture through its vendor documentation or installer. Then:
- Repair or reinstall the application using its official installer.
- Allow the installer to place the correct files.
- Do not move a file between
System32andSysWOW64. - Do not overwrite a Windows copy with one taken from an application folder.
- If the program has separate 32-bit and 64-bit installers, install the one matching the program and its dependencies.
If the error names a file that exists, the problem may instead be a missing dependency, blocked file, incorrect search path, or damaged neighboring component.
Fix 5: Investigate drivers only when the timing points there
A driver update normally does not install offreg.dll, but a driver utility or hardware management application may call registry APIs or bundle supporting files. Use this branch only if the error started immediately after a driver or hardware utility change.

Check Device Manager
- Right-click Start.
- Select Device Manager.
- Expand the category related to the affected hardware.
- Right-click the device.
- Select Properties.
- Open the Driver tab.
- Check the driver provider, date, and version.
- Use Update Driver only when you have a trusted driver source.
- If the issue began directly after an update, select Roll Back Driver if that button is available.
- Restart Windows and test the original application.
Do not remove random devices because a DLL error appears. Identify the application or hardware utility that displays the message first.
Finding the right driver manually can mean checking hardware IDs, matching Windows architecture, and comparing several vendor packages. Do not register offreg.dll with regsvr32
Do not use:
regsvr32 offreg.dll
regsvr32 is for DLLs that expose COM registration entry points such as DllRegisterServer. Microsoft documents offreg.dll as an API library exposing OR* functions, not as a COM self-registering server.
Running regsvr32 will not repair a missing dependency, restore a deleted file, fix an architecture mismatch, or rebuild a Windows component. It may simply return an entry-point or registration error.
Do not install Visual C++, DirectX, or .NET blindly
Microsoft does not document offreg.dll as part of the Visual C++ Redistributable, DirectX, or .NET runtime. Installing those packages is not the standard repair for this file.
Install a runtime only when the affected application’s official documentation or installer specifically requires it. Otherwise, repair or reinstall the application and investigate its own dependencies.
Windows Features also do not provide a general “Offline Registry Library” switch. Do not enable unrelated optional features in an attempt to create the DLL.

Downloading offreg.dll from a random DLL site is unsafe and often ineffective. The file may contain malware, belong to the wrong Windows build, use the wrong architecture, have an invalid signature, or hide the real problem in the application’s installation.

Use these sources instead:
- Windows Update and Windows repair tools for a Windows-owned copy
- The affected application’s official installer or launcher for an application-owned copy
- Microsoft’s Offline Registry Library documentation for the component’s purpose
- The official Windows Driver Kit download page for legitimate development or redistributable acquisition
Do not copy a DLL into C:WindowsSystem32 merely because an error names it.
If the repair still fails
Escalate in this order:
- Confirm the exact executable that reports the error.
- Record the full path of the reported or existing
offreg.dll. - Check whether the copy is under Windows, the known application directory, or an unexpected location.
- Confirm the Windows edition, build, and 32-bit or 64-bit architecture.
- Run a full Microsoft Defender scan. If malware is suspected, use Microsoft Defender Offline.
- Check whether the file’s publisher and digital signature match the expected owner.
- If the issue began immediately after an update or installation, use Start > Settings > System > About > System protection, then open System Restore and select a suitable restore point.
- If DISM cannot repair Windows, use a matching Windows installation source or perform an in-place repair.
- If only one application fails after all Windows checks pass, remove and reinstall that application from its official source.
A file outside System32, SysWOW64, WinSxS, or a known vendor directory is not automatically malicious, but it should be traced to its parent executable before it is restored or replaced.
FAQ
Is offreg.dll a Windows system file?
It is a real Microsoft component, but software may also redistribute a private copy through the WDK. Whether the failing copy belongs to Windows or an application depends on its path and the program loading it.
Is offreg.dll part of Microsoft Office or Access?
Do not assume that. Microsoft describes it as the Offline Registry Library supplied through the WDK. A particular Office-related or third-party tool may use it, but the file should be traced to the calling program.
Should I download offreg.dll separately?
No. Restore a Windows copy through Windows servicing, or restore an application copy through the application’s official repair or reinstall process.
Why does reinstalling the program sometimes not help?
The installer may be using the wrong architecture, antivirus may quarantine the file again, a dependency may be missing, or the error may actually concern a Windows component rather than the application copy.
