The error may say “rmapi.dll is missing”, “rmapi.dll was not found”, or “rmapi.dll could not be located.” An rmapi.dll error can involve the genuine Windows Radio Management API or an unrelated third-party DLL with the same filename.
Which fix applies to you
Start by checking the exact program named in the error dialog.
- The message names
svchost.exe, Windows, Airplane Mode, Wi-Fi, Bluetooth, or a system path such asC:WindowsSystem32RMapi.dll: repair Windows with Windows Update, DISM, and SFC. - The message appears when wireless hotkeys, Airplane Mode, or radio controls stop working: reinstall the laptop manufacturer’s wireless, Bluetooth, chipset, and hotkey packages.
- The dialog names
HbaCmd.exe, Emulex, OCManager, UpdateXpress, or an HBA management utility: repair or reinstall that vendor application. It may use a differentRmApi.dll. - The path points inside a game or application folder: repair or reinstall that application using its official installer.
- Windows Security recently quarantined the file: verify the file’s location and repair Windows rather than restoring an unknown DLL.
- The error contains “not designed to run on Windows” or status
0xc000007b: suspect corruption, a dependency problem, or the wrong 32-bit/64-bit file.
Do not begin by downloading rmapi.dll from a DLL collection site. An unofficial copy can contain malware, target the wrong Windows build, use the wrong architecture, or leave the actual component-store problem unresolved.
What rmapi.dll does
RMapi.dll is a genuine Microsoft Windows component whose file description is Radio Manager API. It participates in radio-state management, including Airplane Mode and system-wide wireless-radio changes. Microsoft documents the related Radio Management Service, named RmSvc, as part of this infrastructure.

The Radio Management API was introduced with Windows 8 and is present in later supported Windows releases, including Windows 10 and Windows 11. The exact file version depends on the installed Windows build, edition, architecture, and servicing level. The old 32-bit 6.2.9200.16384 record associated with early Windows 8 is not a universal replacement file.
The normal Windows copy belongs under:
%windir%System32%windir%SysWOW64for 32-bit system-file handling on 64-bit Windows
On 64-bit Windows, System32 normally contains native 64-bit system files. WOW64 redirects 32-bit access to the 32-bit system-file area. Microsoft explains this behavior in its file-system redirector documentation.
A program can also contain a separate, unrelated RmApi.dll in its own installation directory. The filename alone does not prove that every error concerns the Windows component.
First, identify the failing executable and file path
Before repairing anything, capture the program name and path.

- If the dialog disappears quickly, press
Ctrl+Shift+Escto open Task Manager and check the affected process under Processes or Details. - Right-click the program’s shortcut and select Properties. Check Target on the Shortcut tab.
- If the error appears during startup, check Settings > Apps > Installed apps and look for the application that launches at that moment.
- In File Explorer, search the application’s installation directory for
RmApi.dll.
A file under C:WindowsSystem32 or C:WindowsSysWOW64 points toward Windows repair. A file beside an application executable points toward that application’s installer. Do not replace one with the other.
Fix 1: Install Windows updates, then repair system files
This is the safest first repair when the error identifies the Windows copy or affects Airplane Mode and system radio controls.
Install pending updates
- Open Start > Settings.
- In Windows 11, select Windows Update. In Windows 10, select Update & Security > Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Test the program or wireless control again.
Use Microsoft’s Windows Update instructions if the update process reports an error.

Run DISM
DISM repairs the Windows component store that SFC uses as a repair source.
- Select Start and type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to complete.
- Restart Windows if DISM reports that repair completed successfully.
DISM may use Windows Update to obtain healthy component files. Microsoft describes this process in its Repair a Windows Image documentation.
Run System File Checker
After DISM finishes, run SFC in the same elevated Command Prompt:
sfc /scannow
Wait until verification reaches 100 percent, then restart Windows.
The result tells you what happened:
- “Windows Resource Protection did not find any integrity violations” means SFC found no damaged protected file. Continue with the application, driver, or architecture checks below.
- “Windows Resource Protection found corrupt files and successfully repaired them” means the repair succeeded. Restart and test the original program.
- “Windows Resource Protection found corrupt files but was unable to fix some of them” means run DISM again, restart, and repeat SFC. If it still fails, use a matching Windows repair source or System Restore.

If DISM says that source files cannot be found, do not download an individual DLL. Use matching Windows installation media or another trusted repair source that matches the target edition and build. Microsoft documents the requirements in Configure a Windows Repair Source.
Fix 2: Check whether the file has the wrong architecture
A 32-bit program cannot safely use an arbitrary 64-bit DLL, and a 64-bit process cannot use a 32-bit replacement. The system directory names can also be confusing because of Windows compatibility redirection.
Check the failing program:
- Open Task Manager with
Ctrl+Shift+Esc. - Select Details.
- If the process is visibly marked with
(32 bit), it is a 32-bit process. - For a more reliable check, right-click the program file, select Properties > Compatibility, and review how it is configured.
- Check whether the error path points to the Windows directory or the application directory.
Do not copy a 32-bit DLL into System32, copy a 64-bit DLL beside a 32-bit executable, or take a file from another Windows release. Repair the owning Windows component or reinstall the owning application so its installer selects the correct binary.

Fix 3: Repair the application that displays the error
If the dialog names a game, utility, or vendor application and the path is inside that application’s folder, use its official repair process.

For a Microsoft Store application:
- Open Start > Settings > Apps > Installed apps.
- Select the application’s three-dot menu.
- Choose Advanced options.
- Select Repair.
- Test the application.
- If the error remains, select Reset, if available, or uninstall and reinstall it from the Microsoft Store.
For a traditional desktop application:
- Open Start > Settings > Apps > Installed apps.
- Select the application and choose Uninstall, or open Control Panel > Programs > Programs and Features.
- If the installer offers Repair, choose it.
- Otherwise uninstall the application.
- Restart Windows.
- Reinstall it from the developer’s official installer.
- Run the application once as administrator by right-clicking its shortcut and selecting Run as administrator.
A game launcher’s Verify files function is useful only when the missing DLL belongs to the game directory. It cannot repair the Windows copy of RMapi.dll.
Do not install Visual C++, DirectX, or .NET solely because the filename is a DLL. Those packages provide their own runtime files. Install one only when the error explicitly names a missing component from that runtime.
Fix 4: Repair wireless drivers and OEM utilities
If the practical symptom is a broken Airplane Mode toggle, missing Wi-Fi or Bluetooth controls, or non-working wireless hotkeys, the problem may be an OEM driver or control utility rather than a missing Windows DLL.
Reinstall the device driver
- Right-click Start and select Device Manager.
- Expand Network adapters.
- Right-click the wireless adapter and select Properties.
- Open the Driver tab and note the provider and device name.
- Select Uninstall Device.
- If offered, select Attempt to remove the driver for this device only when you have the correct replacement package ready.
- Restart Windows.
- Install the wireless driver from the computer manufacturer’s official support page.
- Repeat the process for Bluetooth under Bluetooth if Bluetooth is also affected.
- Reinstall the manufacturer’s chipset and hotkey or system-control package if Airplane Mode keys still fail.
Windows can reinstall a basic driver after restart, but the manufacturer’s package may be required for hotkeys and radio controls.

Check the Radio Management Service
- Press
Win+R. - Type
services.mscand press Enter. - Find Radio Management Service.
- Confirm that the service exists.
- Open its Properties and leave its startup configuration at the Windows-managed setting.
- Restart the service only if Windows allows it and the service is clearly stopped unexpectedly.
Do not delete RmSvc registry entries or disable the service as a generic DLL fix. Microsoft’s service guidance describes its role and normal service behavior.
Windows Features is not normally the repair location for RMapi.dll. You can check it through Settings > Optional features > More Windows features or by running optionalfeatures.exe, but do not enable random features to replace this file.

Fix 5: Check antivirus quarantine safely
If the problem began after an antivirus scan or cleanup:

- Select Virus & threat protection.
- Select Protection history.
- Review the detection and its file path.
- If the quarantined file is under the Windows directory, repair Windows with DISM and SFC first.
- Run a full Microsoft Defender scan.
Do not restore a quarantined file merely because its name is RmApi.dll. Microsoft warns that restoring a threat can return malware to the device. See Protection History in Windows Security.
If files repeatedly disappear, run a full scan, check disk health, and back up important data before deeper recovery.
Fix 6: Handle the separate vendor DLL case
Some hardware-management products use a same-named RmApi.dll. If the message names HbaCmd.exe, Emulex, OCManager, UpdateXpress, or an HBA management utility, do not replace the Windows file.
Instead:
- Close the vendor management utility.
- Open Settings > Apps > Installed apps.
- Locate the related Emulex or hardware-management package.
- Choose Repair, if available.
- Otherwise uninstall and restart Windows.
- Install the current package from the hardware manufacturer or the organization’s approved vendor support source.
- Test the command again.
The vendor package may require a particular architecture or dependency. A successful Windows SFC scan does not prove that this separate application installation is healthy.
Why regsvr32 usually does not help
regsvr32 registers DLLs that expose a registration entry point, commonly for COM or ActiveX components. RMapi.dll is a Windows radio-management component, not an ordinary COM control.
Running this command is therefore not a normal repair:

regsvr32 RMapi.dll
It may return an error stating that the module was loaded but DllRegisterServer was not found. That result does not mean Windows needs a different copy. Microsoft explains the purpose and limitations of Regsvr32.
Advanced recovery when repair still fails
If the error began immediately after a driver, cleanup tool, or application installation:

rstrui.exeand press Enter. - Select a restore point from before the change.
- Select Scan for affected programs.
- Review the results.
- Confirm the restore and restart Windows.
Microsoft describes this process in System Restore.
On Windows 11, if DISM and SFC do not resolve recurring system damage:
- Open Start > Settings > System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts.

FAQ
Should I download rmapi.dll manually?
No. There is no verified universal Microsoft RMapi.dll download package. Use Windows Update and component-store repair for the Windows copy, or the official installer for the application that owns a separate same-named DLL.

Is rmapi.dll part of Visual C++, DirectX, or .NET?
No. It is associated with Windows Radio Management. Do not reinstall those runtimes unless the error separately names one of their files.
Should I copy the file into System32?
Normally no. The correct file depends on Windows build and architecture, and Windows uses protected component servicing to restore it. Manual copying can create version and architecture mismatches.
Why does SFC report no problems when the application still fails?
The application may be using a different RmApi.dll in its own directory, may have a missing dependency, or may be loading the wrong architecture. Recheck the executable and path named by the error.
When should I reinstall Windows?
Use reinstall or reset options only after identifying whether the problem is Windows-wide, a vendor driver, or one application. Try updates, DISM/SFC, System Restore, and the owning application’s repair first.
