“The program can’t start because api-ms-win-core-stringloader-l1-1-1.dll is missing from your computer.” The api-ms-win-core-stringloader-l1-1-1.dll file is a genuine Microsoft Windows API-set component, so do not treat this like an ordinary third-party DLL.

Which fix applies to you

Use the path that matches what you are seeing:

  • Several programs fail, or the error appeared after an interrupted update: repair Windows with Windows Update, DISM, and SFC.
  • Only one application or game fails: repair or reinstall that application from its official installer.
  • The file was quarantined: verify its location and Microsoft signature before restoring anything.
  • The error began during a Windows upgrade: repair the existing Windows installation, then retry the upgrade.
  • The file is in %AppData%, %Temp%, Downloads, or an unfamiliar folder: do not restore it automatically. Scan the file and system first.
  • You are considering a DLL download or regsvr32: stop. Neither is the normal repair for this file.

There is no authoritative evidence identifying one specific game, installer, or application as the universal trigger for this filename. The failing program’s name matters when choosing between Windows repair and application repair.

What api-ms-win-core-stringloader-l1-1-1.dll is

This file is an API-set stub, also described as an ApiSet Stub DLL, associated with Microsoft Windows. Windows API sets provide stable contract names that the loader maps to underlying implementation DLLs. The API-set filename therefore does not necessarily identify the physical implementation module. Windows may also retain component copies in the WinSxS store. The exact version and metadata depend on the Windows build and file instance. Do not assume that one published size, hash, architecture label, or version applies to every installation.

A missing error usually means Windows or an application could not resolve the API-set contract. Common causes include a damaged component store, incomplete servicing, failed upgrades, application corruption, incorrect packaging, or a quarantined system file.

Fix 1: Install Windows updates, then repair Windows

This is the safest first repair when more than one program is affected or Windows has recently updated unsuccessfully.

Check for updates

On Windows 11:

  1. Open Start.
  2. Select Settings.
  3. Select Windows Update.
  4. Choose Check for updates.
  5. Install everything offered.
  6. Restart the computer, even if Windows does not insist on a restart.

On Windows 10:

  1. Open Start.
  2. Select Settings.
  3. Open Update & Security.
  4. Select Windows Update.
  5. Choose Check for updates.
  6. Install the available updates and restart.

If Windows Update itself reports an error on Windows 11, open Settings > System > Troubleshoot > Other troubleshooters, find Windows Update, and select Run.

Run DISM and SFC

After restarting, repair the component store and protected system files.

  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Approve the User Account Control prompt.
  6. Run this command:
DISM.exe /Online /Cleanup-image /Restorehealth

Wait for DISM to finish. Then run:

sfc /scannow

Do not close the window until the scan reaches 100 percent. Restart Windows after both commands complete, then launch the affected program again.

Microsoft recommends running DISM before SFC because DISM can repair the component store that SFC uses as a source. The relevant commands are documented in Microsoft’s System File Checker guidance.

If SFC reports that it repaired corrupted files, retry the application. If it reports no integrity violations, the problem may be application-specific, compatibility-related, or caused by an incorrectly reported dependency.

Repeating DISM and SFC without knowing what changed can make troubleshooting tedious. Outbyte PC Repair can scan for reported system problems and show what needs attention; its repair functions require the full version, and it is not required for this repair.

Fix 2: Give DISM a matching Windows repair source

DISM can fail with a message that repair files could not be found. In that case, use a matching Windows installation source rather than downloading this DLL separately.

The source must correspond to the installed Windows version and edition. Microsoft documents the source-based method in Repair a Windows Image, including the /Source and /LimitAccess options.

The general form is:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:<matching-source> /LimitAccess

The exact source path depends on the installation media you have. Do not guess a source from a different edition or Windows installation. After DISM completes, run:

sfc /scannow

Restart and test the application.

Fix 3: Repair or reinstall the affected application

If Windows Update, DISM, and SFC complete normally and only one program fails, focus on that program.

  1. Close the application.
  2. Open Start > Settings > Apps.
  3. On Windows 11, select Installed apps. On Windows 10, select Apps & features.
  4. Find the affected application.
  5. Open its menu or select it, then choose Advanced options if available.
  6. Select Repair.
  7. Test the application after the repair.

If there is no Repair option, use the application’s own installer or launcher. Games commonly provide Verify, Verify integrity, or Repair game files in the launcher.

If that does not work:

  1. Uninstall the application from Settings > Apps.
  2. Restart Windows.
  3. Download the installer from the application developer’s official website or use original installation media.
  4. Install it again.
  5. Apply the application’s own updates.
  6. Test it before adding unofficial modifications or copied DLL files.

Do not copy api-ms-win-core-stringloader-l1-1-1.dll into the application folder unless the application vendor explicitly supplies that file as part of its own supported package. An application may be calling an API unavailable on the installed Windows version, or its installer may be incomplete.

Fix 4: Check the file’s path and Microsoft signature

The filename alone cannot prove that a file is genuine. Check the location and signature.

  1. Open File Explorer.
  2. Browse to the file location shown in the error or found by a system search.
  3. Right-click the file and select Properties.
  4. Open the Digital Signatures tab.
  5. Select the Microsoft signature, if present, and choose Details.
  6. Confirm that Windows reports the signature as valid.
  7. Check that the file is under the Windows directory, especially System32downlevel, or in a Windows component-store location.

A Microsoft signature supports the provenance of that particular file instance. It does not make every file with the same name safe.

If the file is in %AppData%, %Temp%, a download folder, or an unrelated program directory, do not replace or restore it blindly. Run a Windows Security scan and investigate why the file is there.

If antivirus software quarantined a file from the expected Windows path, review the quarantine record. Restore it only when the path and Microsoft signature are consistent, then run DISM and SFC to restore the Windows-managed copy properly.

Fix 5: Check architecture without swapping system folders

Do not select a DLL based on a download page’s “32-bit” or “64-bit” label.

On 64-bit Windows, System32 normally contains 64-bit system files and SysWOW64 contains 32-bit system files. Windows uses redirection and loader rules so that 32-bit and 64-bit processes receive the appropriate system components. Microsoft explains this behavior in its File System Redirector documentation.

Never copy files between System32 and SysWOW64. Let Windows servicing restore the correct component. If only a 32-bit application fails, repair that application and its installer rather than forcing a system DLL into its folder.

Fix 6: Do not install unrelated runtimes as the first answer

This is not specifically a Visual C++, DirectX, or .NET file.

The current supported Visual C++ packages use names such as VC_redist.x86.exe and VC_redist.x64.exe. They are appropriate for errors involving families such as api-msvcp*.dll or vcruntime*.dll, not normally for this Windows API-set component. Use Microsoft’s Latest Supported Visual C++ Redistributable Downloads only when the application’s complete error identifies a Visual C++ runtime.

Installing Windows Features or updating a driver is also not a direct replacement for this file. These checks are appropriate only when the application’s wider error points to a missing Windows feature, graphics component, or device driver.

To inspect Windows optional features:

  1. Open Start.
  2. Search for Windows Features.
  3. Select Turn Windows features on or off.
  4. Enable only the feature required by the application.
  5. Select OK and restart if prompted.

To check a driver:

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the relevant device category.
  4. Right-click the device.
  5. Select Update driver.
  6. Choose Search automatically for drivers.

Drivers are a contextual possibility, not the normal owner of this API-set file. Outbyte Driver Updater can scan for outdated drivers and identify versions without manually hunting through hardware vendors; installation through its full version is optional and is not the definitive fix for an application-owned problem.

Fix 7: Repair Windows after a failed upgrade

If the message appears during a Windows upgrade or installation:

  1. Complete Windows Update first.
  2. Run DISM and SFC from an elevated Command Prompt.
  3. Restart.
  4. Retry the upgrade using Microsoft installation media or the supported Windows repair option.

On supported Windows 11 installations, use:

Start > Settings > System > Recovery > Fix problems using Windows Update > Reinstall now

This reinstalls the current Windows version while preserving apps, files, and settings. Microsoft describes the process in Fix issues by reinstalling the current version of Windows.

Fix 8: Investigate disk damage or a recent system change

If SFC repeatedly reports corruption, storage problems may be preventing Windows from retaining repairs. Back up important files, then open Command Prompt as administrator and run:

chkdsk /f C:

Windows may schedule the check for the next restart. Allow it to complete, then run DISM and SFC again.

If the error began immediately after an update or software installation, use Settings > System > Recovery on Windows 11 or Settings > Update & Security > Recovery on Windows 10. Available options may include uninstalling a recent update or using System Restore. System Restore rolls back system files and settings without normally removing personal files. Microsoft lists these choices in Recovery options in Windows.

Why DLL download sites and regsvr32 are wrong here

Downloading a replacement DLL from a random DLL library is risky because the file may contain malware, belong to another Windows build, use the wrong architecture, or fail to repair the damaged component store. It can also create signature and servicing inconsistencies.

The safe sources are Windows Update, Windows component repair, a matching Microsoft installation source, or the official installer for the affected application.

Do not run:

regsvr32 api-ms-win-core-stringloader-l1-1-1.dll

regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer, commonly COM or ActiveX components. An API-set stub is not normally a self-registering COM DLL, so this command may produce a missing DllRegisterServer error rather than repair anything. Microsoft documents the command’s purpose in its regsvr32 reference.

FAQ

Is api-ms-win-core-stringloader-l1-1-1.dll legitimate?

Yes. It follows Microsoft’s API-set naming scheme and is associated with Windows. Confirm the path and Microsoft digital signature on the file instance before trusting it.

Where should it be located?

Evidence places it under the Windows directory, especially:

%windir%System32downlevel

Windows may also retain component copies in WinSxS. The exact location can vary with Windows servicing.

Is it a 32-bit or 64-bit DLL?

That depends on the Windows component and process involved. Do not download a replacement based on a label or move files between System32 and SysWOW64.

Should I reinstall Visual C++?

Not as the primary fix. Install or repair Visual C++ only when the application separately reports a Visual C++ runtime dependency.

What if SFC finds no problems?

Repair or reinstall the one failing application, check its compatibility with your Windows version, and inspect its installer and event logs. A clean SFC result does not prove that the application package is correct.

What information should I collect if the error remains?

Record the exact dialog text, failing executable, Windows edition and build, file path, signature status, DISM and SFC results, and whether another Windows user account sees the same problem. This separates a system-wide repair issue from an application-specific failure.
