Start with this quick diagnostic checklist
Before replacing anything, note:
- Which program fails: Is it one RMS-aware application, or do several programs show the error?
- When it fails: Does the message appear during Windows startup, when opening a document, or only when launching one application?
- The exact message: Save the wording and any path shown.
- Your Windows version: Press Windows key + R, type
winver, and press Enter. - System architecture: Go to Settings > System > About and check System type.
- Recent changes: Check whether Windows Update, antivirus software, cleanup software, an application update, or a driver change happened immediately before the problem.

The filename secproc.dll is important because it is not a generic game runtime. It is a genuine Microsoft Windows component associated with Active Directory Rights Management Services, or AD RMS. On Windows 10 and Windows 11, start with Windows repair rather than downloading a replacement DLL.
What secproc.dll does
Microsoft describes secproc.dll as the Windows Rights Management Desktop Security Processor. It is part of the AD RMS client and functions as the production client lockbox or security processor. AD RMS protects documents and other content by enforcing usage permissions, such as who may open, print, copy, or forward protected material.
The related RMS terms can be confusing:
- RMS client: The Windows software that communicates with a Rights Management service and processes protected content.
- AD RMS: Microsoft’s enterprise rights-management system, commonly used with Windows-based business environments.
msdrm.dll: A related legacy Rights Management client library.- Lockbox: A protected component used by RMS to perform security-sensitive client operations.
secproc_isv.dll: Associated with a pre-production or independent software vendor lockbox.secproc_ssp.dll: Associated with server use rather than the normal production client.
Microsoft integrated the AD RMS client into Windows Vista and later. That means Windows servicing normally owns secproc.dll on Windows 10 and Windows 11. It is not normally a Visual C++ runtime, DirectX component, .NET file, game middleware file, or hardware driver.
Microsoft’s legacy installation documentation associates the component with Windows system directories. On a modern 64-bit installation, native 64-bit Windows files normally use %SystemRoot%System32, while 32-bit components may use %SystemRoot%SysWOW64. The exact visible location depends on Windows architecture and the application requesting the file.

Messages that can appear
Windows may display several loader variants, including:
- “The program can’t start because secproc.dll is missing from your computer.”
- “secproc.dll was not found.”
- “Cannot find [path]secproc.dll.”
- “The code execution cannot proceed because secproc.dll was not found.”
- “secproc.dll is either not designed to run on Windows or it contains an error.”
These are general Windows loader forms. The wording alone does not identify the damaged application or prove that the file should be copied into that application’s folder.
If only one RMS-aware program fails, the application may be damaged or incompatible. If Windows servicing tools report protected-file corruption, or several applications fail, treat it as a Windows component problem.
Fix 1: Install updates and restart Windows
Pending updates can repair component-store problems and replace protected files.
- Open Start > Settings.
- Select Windows Update.
- Click Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Test the program again.
If the error began directly after an update, do not immediately download an older DLL. First complete the repair steps below. A failed update can leave the component store or application state incomplete.
Fix 2: Repair Windows with DISM and SFC
Microsoft recommends running Deployment Image Servicing and Management, or DISM, before System File Checker, or SFC.
Run the repair commands
- Open Start.
- Type Terminal or Command Prompt.
- Right-click the result and select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the affected program.
A successful SFC result means Windows found no integrity violations, or repaired the damaged files. If SFC says it repaired files, restart before testing. If it says it could not repair some files, continue with the next section rather than copying secproc.dll manually.

Run Windows Update again, restart, and retry DISM. If it still fails, Microsoft supports using a matching Windows repair source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace the example path with a real repair source. It must match the installed Windows edition, language, architecture, and build. A mismatched source can fail or introduce a different servicing problem.

After DISM completes, run:
sfc /scannow
If SFC still cannot repair the installation, review the details with:
findstr /c:"[SR]" %windir%LogsCBSCBS.log >"%userprofile%Desktopsfcdetails.txt"
This creates sfcdetails.txt on the desktop. The file can help an administrator or support technician determine which protected components remain damaged.

Security software may quarantine a legitimate system file after a false detection, or the file may have been removed because the system is compromised. Treat both possibilities seriously.
Check Windows Security
- Open Start > Settings.
- Select Privacy & security > Windows Security.
- Click Virus & threat protection.
- Select Protection history.
- Review recent detections and expand any entry that refers to
secproc.dll. - Inspect the original path, detection name, and action.
Restore the file only when the path, signature, and detection clearly indicate that it is the genuine Microsoft system component and the detection is a false positive. Microsoft warns that restoring a real threat can expose the device.
If the path points to a temporary folder, a user profile download directory, or an unexpected application folder, do not restore it automatically. Run a full Microsoft Defender scan, update security definitions, and investigate the system before making changes.
After a confirmed false positive is restored, run DISM and SFC again. The system repair tools provide a safer way to restore the protected component than copying an arbitrary file.

Fix 4: Repair the application that reports the error
If one program fails while Windows and other RMS-aware software work normally, repair that program.
- Open Settings > Apps > Installed apps.
- Find the affected application.
- Click the three-dot menu beside it.
- Select Advanced options, if available.
- Click Repair and test the application.
- If Repair does not help, return to the application entry and choose Reset, when available. This may remove local settings.
- If neither option exists, uninstall the application.
- Restart Windows.
- Download or reinstall it using the developer’s official installer or your organization’s approved software portal.
Do not assume the application should ship its own copy of secproc.dll. An RMS-aware program may rely on the Windows client instead. For Office, enterprise document software, or managed business applications, contact the application vendor or administrator if the official repair does not resolve the error.
Fix 5: Check 32-bit and 64-bit compatibility
A 32-bit application on 64-bit Windows may use the 32-bit system component, while a native 64-bit application uses the 64-bit component. Windows manages these locations separately.

Do not copy a 32-bit DLL into System32, or a 64-bit DLL into SysWOW64, to make the message disappear. The wrong architecture can produce a new “not designed to run on Windows” error, and a file from another Windows build may not match its dependencies or servicing state.

Fix 6: Do not treat this as a driver problem
secproc.dll is not a device driver. Updating graphics, audio, chipset, or network drivers will not normally restore it. Device Manager is useful only when the failure began after a broader system change or when Windows is also reporting hardware problems.
To check for driver issues:
- Right-click Start and select Device Manager.
- Expand categories with a warning icon.
- Right-click the affected device and select Properties.
- Review the General and Driver tabs.
- Use Update driver > Search automatically for drivers.
- Restart Windows if a driver is updated.
Avoid driver packages from unofficial download pages. Hunting through many driver versions can obscure the original problem. Fix 7: Check Windows Features only to rule out a misunderstanding
Modern Windows does not normally require you to enable a separate “secproc.dll” feature.

optionalfeatures.exe. - Press Enter.
- Review the available Windows Features without enabling unrelated components.
- Close the dialog and restart if you made an approved change.
Do not enable random legacy features as a substitute for DISM or SFC. The integrated AD RMS client is part of Windows on supported versions, and a missing file is generally a servicing or application problem.
Fix 8: Use System Restore after a recent system change
System Restore is appropriate when the error began after a driver, cleanup program, update, or other system change and a suitable restore point exists.
- Press Windows key + R.
- Type
rstrui.exe. - Press Enter.
- Select Next.
- Choose a restore point dated before the error began.
- Click Scan for affected programs.
- Review the changes.
- Select Finish and allow Windows to restart.
System Restore rolls back system files, settings, drivers, and installed programs, but it does not normally remove personal files. It cannot help if no suitable restore point exists.

Windows XP and Windows Server 2003 used a separate RMS client model. Microsoft published the KB917275 RMS Client SP2 package and related packages including MSDrmClient.msi and RMClientBackCompat.msi for those legacy systems. They are not general fixes for Windows 10 or Windows 11.
Microsoft also provides RMS Client 2.1 packages for newer RMS and Azure Information Protection scenarios, including separate x86 and x64 installers. That client is not automatically interchangeable with the older Windows msdrm.dll and secproc.dll stack. Install it only when the application or administrator specifically requires it.

Why you should not download or register secproc.dll
Random DLL download sites can provide:
- Malware disguised as a system file
- The wrong Windows build
- The wrong 32-bit or 64-bit architecture
- Missing dependencies
- A file with invalid or altered signing information
- A replacement that hides the real servicing or application problem
Copying a DLL from another PC is also unsafe because Windows builds, languages, editions, architecture, and component-store states may differ.
Do not begin with:
regsvr32 secproc.dll
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer, commonly used by certain COM or ActiveX components. secproc.dll is documented as an RMS security processor and lockbox, not as a self-registering COM DLL. Registration is therefore not the normal repair.
When Windows recovery is necessary
Escalate to recovery when DISM, SFC, quarantine checks, application repair, and System Restore do not resolve the error.

- Reset this PC, after reviewing whether applications and files will be removed
- An in-place repair installation using matching Windows installation media
- Full Windows reinstallation when the installation is severely corrupted or compromised
An in-place repair is preferable to manually replacing protected files because it restores Windows components while preserving the installation when the supported repair path allows it.
FAQ
Is secproc.dll a genuine Microsoft file?
Yes. It is associated with the Microsoft Windows AD RMS client and is described as the Windows Rights Management Desktop Security Processor.
Is it a game file or Visual C++ runtime?
No. The filename alone does not identify a game or a particular application, and reinstalling Visual C++, DirectX, or .NET is not the usual fix.
