wlcui.dll is a legacy Microsoft Windows Live Call Softphone file used by Windows Live Messenger. It is not a Windows system DLL, so copying it into System32 is usually the wrong repair.
The safest approach is to identify the old program requesting the file, then either repair that installation from its original trusted installer or remove the obsolete component and its startup entry.

What wlcui.dll is and where it came from
Public file records identify wlcui.dll with the following information:

The version, size and path details are historical public metadata rather than confirmation from a current Microsoft file catalog. The file normally belongs beside the old application that uses it, not in C:WindowsSystem32 or C:WindowsSysWOW64.

Windows Live Messenger was migrated to Skype in 2013, and Windows Essentials is no longer supported or officially available as a current download. Microsoft explains the product’s support status on its Windows Essentials support page.
What the error means
You may see messages such as:
- “The program can’t start because wlcui.dll is missing from your computer.”
- “The specified module could not be found.”
- “Error loading wlcui.dll.”
- “The code execution cannot proceed because wlcui.dll was not found.”
- “wlcui.dll is either not designed to run on Windows or it contains an error.”
The filename alone does not identify the exact program making the request. The caller may be Windows Live Messenger, an old Windows Live calling component, an obsolete startup entry, or a damaged installation left behind after an upgrade or cleanup.
“Specified module could not be found” can also mean that a dependency required by wlcui.dll is missing. “Entry point not found” usually indicates that the DLL and the calling program are mismatched. “Not designed to run on Windows” commonly points to corruption, an incorrect architecture, or a replacement file from the wrong build.
First, identify the program requesting the file
Before downloading or replacing anything, determine when the error appears.
If it appears in a startup popup
- Press
Ctrl + Shift + Escto open Task Manager. - Select Startup apps.
- Look for Windows Live Messenger, Windows Live, Messenger, Call, or an unknown entry.
- Right-click the entry and choose Disable.
- Restart Windows.
If the popup disappears, the file is being requested by an obsolete startup item rather than by Windows itself. You can remove the related application in Settings > Apps > Installed apps, or use Control Panel > Programs > Programs and Features.
If it appears when opening a program
Note the program name in the title bar or error dialog. Then check:
- Open Control Panel.
- Select Programs > Programs and Features.
- Look for Windows Live Messenger, Windows Live Essentials, or Windows Live Call.
- If the error belongs to a different application, repair or reinstall that application instead.
The exact application cannot be determined from wlcui.dll alone.
Fix 1: Repair the original Windows Live installation
Use this when you still need an old offline installation or the error started after a failed update, uninstall, or application repair.
- Press
Windows + R. - Type
appwiz.cpland press Enter. - Select Windows Live Messenger, Windows Live Essentials, or the related Windows Live component.
- Choose Change, Repair, or Uninstall/Change.
- Select the repair option if one is offered.
- Restart Windows.
- Test the application again.
If no repair option exists, uninstall the damaged component and reinstall it only from an installer you already trust, such as verified original installation media or an organization’s software archive.
There is no current official Microsoft download for wlcui.dll or a supported Windows Live Messenger package. Microsoft warns that unofficial Windows Essentials downloads are unsupported and may contain unwanted software. Do not treat a search result offering the individual DLL as an official source.
If repair is unavailable and the old program is no longer required, uninstall it instead of reconstructing the installation from random files.
Fix 2: Check whether Microsoft Defender quarantined the file
Antivirus software may remove a damaged or suspicious copy. Do not restore a file solely because its filename matches.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Expand any event involving
wlcui.dllor the Windows Live installation. - Check the detection name, original file path, and action taken.
Restore the file only when all of the following are true:
- The file was inside the expected application directory.
- You recognize the parent Windows Live installation.
- The installer or application source is trustworthy.
- The detection is demonstrably a false positive.
If you restore it, run another scan and launch the parent program. If Defender detects it again, remove the file and reinstall the parent application from a verified source. Microsoft describes these quarantine and restore controls in its Protection History guidance.
Fix 3: Remove obsolete software and stale startup entries
If you no longer use Windows Live Messenger, removing the caller is safer than replacing its DLL.
- Open Settings > Apps > Installed apps.
- Search for Windows Live, Messenger, and Windows Essentials.
- Select the relevant entry and choose Uninstall.
- Restart the computer.
- Open Task Manager with
Ctrl + Shift + Esc. - Select Startup apps.
- Disable any remaining Windows Live or unknown entry that produces the error.
If the program is listed only in Control Panel, press Windows + R, enter appwiz.cpl, and remove it there.

- Press the Start button and search for Task Scheduler.
- Open Task Scheduler Library.
- Review tasks referencing Windows Live, Messenger, or the old installation path.
- Disable a task only when its name and action clearly belong to the removed software.
- Restart Windows and confirm that the popup is gone.
Do not delete unrelated scheduled tasks or registry entries merely because they contain an unfamiliar name.
Fix 4: Check 32-bit and 64-bit compatibility
The publicly indexed wlcui.dll build is 32-bit. A 32-bit application normally needs a 32-bit copy in its own installation folder, often under:

C:Program Files (x86)
A 64-bit DLL is not an interchangeable replacement. Do not copy a downloaded file into System32 or `SysWOW64 to satisfy an application error. Those folders are for Windows components and have different architecture rules.

- Confirm the application is the original 32-bit Windows Live component.
- Remove any replacement DLL manually copied into its folder.
- Repair or reinstall the complete parent application.
- Avoid mixing files from different Windows Live releases.
If the message says the file is “not designed to run on Windows,” treat the file as corrupted or mismatched. Replacing the whole application is safer than trying several unrelated DLL builds.

DISM and SFC repair Windows itself. They do not normally recreate wlcui.dll, because this file was not part of Windows.
Use these commands when Windows has other corruption symptoms, such as broken built-in tools, failed updates, or damaged system files.
- Open Start and type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows.
- Test the original application again.
A successful SFC scan may report that it found no integrity violations or repaired damaged Windows files. That does not prove that wlcui.dll itself was restored. If the error remains, return to repairing or removing the Windows Live component.

Fix 6: Do not enable random Windows Features
Windows Features are not a normal source for wlcui.dll.
You can inspect them by opening Settings > System > Optional features > More Windows features, or by pressing Windows + R, entering optionalfeatures, and selecting OK. Do not enable legacy components at random to fix this error. If the problem is caused by Windows Live Messenger, optional Windows features will not recreate its application DLL.

Likewise, Visual C++ packages, DirectX, .NET, Windows Update, and driver updates should not be presented as definite fixes unless the calling application identifies one of them as a dependency.
Fix 7: Update a driver only when another symptom points to one
A driver is not a normal cause of a missing Windows Live calling DLL. Consider driver troubleshooting only if the computer also has device failures, audio problems, crashes, or a separate application error that identifies a device driver.
To check manually:
- Right-click Start and select Device Manager.
- Expand the relevant category, such as Sound, video and game controllers.
- Right-click the affected device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart if Windows installs an update.
Do not remove a working device simply because wlcui.dll is missing. Fix 8: Use System Restore only after a recent change
System Restore is reasonable when the error began immediately after removing software, installing an update, or changing system components and a suitable restore point exists.

rstrui.exeand press Enter. - Select Next.
- Choose a restore point dated before the error began.
- Select Scan for affected programs if available.
- Confirm the restore.
- Allow Windows to restart.
System Restore does not guarantee recovery of an application file, and it can undo other application changes. Microsoft explains the process in its System Restore guidance.
What not to do
- Do not download
wlcui.dllfrom a random DLL website. - Do not copy it into
System32orSysWOW64. - Do not use registry cleaners or automated driver tools as the first response.
- Do not run
regsvr32 wlcui.dllautomatically. - Do not restore an antivirus-quarantined file without checking its source and path.
- Do not expect SFC to recreate a DLL that was never part of Windows.
regsvr32 is for DLLs that provide a registration entry point such as DllRegisterServer. There is no authoritative confirmation here that this specific binary supports self-registration. Use it only when the original installer explicitly requires it. Microsoft documents the command’s purpose and syntax in its regsvr32 reference.

Is wlcui.dll a Windows system file?
No. It is associated with the legacy Windows Live Call Softphone component and should not normally be placed in a Windows system directory.
Which program installed wlcui.dll?
