cmmigr.dll is a genuine Microsoft Windows migration component, not a normal Visual C++, DirectX, or game runtime file. If Windows reports that it is missing or cannot load, repair Windows servicing and verify the file path instead of downloading a replacement DLL.
What this file actually does
cmmigr.dll belongs to the Microsoft-Windows-RasConnectionManager migration plugin. Windows uses it during setup, upgrades, and user-state migration to move Remote Access Connection Manager settings, including per-user and per-computer data. Microsoft describes this migration role in its USMT migration documentation.
A normal installed copy is usually found here:
%windir%System32Setupcmmigr.dll
Windows installation media may contain a corresponding migration payload under:
sourcesdlmanifestsmicrosoft-windows-rasconnectionmanagercmmigr.dll
The exact version, architecture, hash, and size can vary between Windows releases and cumulative updates. Do not treat one copy found online as a universal replacement.

The file is normally loaded by Windows setup or migration processes, not by ordinary games or desktop applications. If an unrelated application claims it needs cmmigr.dll, record the exact path shown in the error before assuming Windows is the problem.
Causes by symptom

Generic Windows loader messages can include “cmmigr.dll was not found,” “The code execution cannot proceed,” or “cmmigr.dll is either not designed to run on Windows or it contains an error.” These wordings do not identify the cause by themselves.
Fix cmmigr.dll errors in order
1. Install Windows updates and restart
A failed or incomplete update can leave Windows migration components unavailable or inconsistent.
- Open Start and select Settings.
- On Windows 11, select Windows Update. On Windows 10, select Update & Security, then Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- If the error appeared during an upgrade, retry the upgrade after the restart.
If Windows Update repeatedly fails, continue with DISM and SFC below rather than searching for cmmigr.dll on the internet.
2. Repair the Windows component store with DISM and SFC
This is the preferred repair when the file is missing, corrupted, or involved in a setup failure. DISM repairs the Windows component store, and SFC uses that repaired source to check protected system files. Microsoft documents this sequence in its System File Checker guidance.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Select Yes if User Account Control asks for permission.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait until DISM finishes. Do not close the window because progress may pause for some time.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and repeat the operation that produced the error.
A successful DISM repair usually reports that the restore operation completed successfully. SFC may report that it found no integrity violations or that it found and repaired damaged files.
If SFC says it could not repair some files, restart and run DISM again. If the issue remains, inspect:

3. Use matching Windows installation media if DISM cannot find source files
DISM may fail with a message that source files could not be found when Windows Update cannot provide suitable repair content. Microsoft explains the /Source and /LimitAccess options in its Windows image repair documentation.
You need official installation media that matches the installed Windows release, edition, language, and architecture as closely as possible. Do not use an arbitrary ISO or a file copied from another computer.
If the media is mounted as drive X:, an example command is:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:X:sourcesinstall.wim /LimitAccess
Replace X: with the actual media drive letter.
To check basic system information:
- Press Win+R.
- Type
winver. - Press Enter and note the Windows version and build.
- Check Settings > System > About for the system type and Windows edition.
After DISM completes, run:
sfc /scannow
If the source still cannot be found, the media may not contain the correct image or may use a different file format. Stop rather than copying cmmigr.dll manually from the media into System32.
4. Check Windows Security quarantine
Security software can remove a genuine system file, but a quarantine alert does not prove that restoring it is safe.
- Open Start and search for Windows Security.
- Open it and select Virus & threat protection.
- Select Protection history.
- Open the relevant detection.
- Check the original file path and detection reason.
- Restore the file only if the path was a normal Windows location and the file is verified as Microsoft-signed.
Microsoft warns that allowing a genuinely malicious file can expose the device. If the detection concerns a copy in an application folder, temporary directory, download folder, or another unexpected location, leave it quarantined and run a full scan.
After dealing with the detection, run DISM and SFC. Those commands restore Windows components through servicing instead of relying on an unverified quarantined copy.

5. Verify the path and Microsoft signature
The location matters more than the filename alone. A likely system copy should be under:

Your Windows directory may have a different name if Windows is installed elsewhere.
To check the signature:
- Open File Explorer.
- Browse to
%windir%System32Setup. - Right-click
cmmigr.dlland select Properties. - Open the Digital Signatures tab if it is present.
- Select the signature and choose Details.
- Confirm that Windows reports a valid Microsoft signature.
A valid signature supports authenticity, but it does not prove that the file is the correct version for every Windows build. An unsigned file, an invalid signature, unexpected duplicates, or a copy outside Windows-controlled paths deserves further investigation.
Microsoft-hosted migration logs also show Windows loading and registering cmmigr.dll as a migration plugin. You can compare the timing and path in setup logs with the information in the Microsoft migration log discussion.
6. Retry the upgrade with clean setup conditions
If the message appears during a Windows upgrade:
- Disconnect unnecessary USB devices, external drives, and peripherals.
- Make sure the system drive has adequate free space.
- Install pending Windows updates.
- Restart the computer.
- Run DISM and SFC.
- Retry the upgrade using official Microsoft installation media.
- If it fails again, record the setup phase and review the Windows setup logs before retrying repeatedly.
A damaged installation source, incomplete previous upgrade, or mismatched architecture can prevent the migration plugin from loading. Do not mix x86, x64, or ARM64 files, and do not combine installation files from different Windows releases.
7. Consider System Restore after a recent system change
If the error began immediately after an update, driver change, or software installation, System Restore may reverse the configuration change.
- Press Win+R.
- Enter:
rstrui.exe
- Press Enter.
- Select a restore point created before the problem began.
- Review the affected programs and confirm the restore.
- Restart Windows when prompted.
System Restore normally affects system files, registry settings, drivers, and installed programs, but not personal documents. Microsoft explains the process in its System Restore guidance.

8. Update a driver only when the evidence points to a driver problem
A driver is not the usual cause of a missing Windows migration DLL. Use Device Manager only if the error began with a hardware, network, or upgrade problem and Device Manager shows an affected device.
- Right-click Start and open Device Manager.
- Expand the relevant category, such as Network adapters.
- Right-click the device and select Update driver.
- Choose Search automatically for drivers.
- Restart if Windows installs an update.
Do not remove random devices or install a driver from an unofficial download page. If the problem began after a driver update, open the device’s Properties, select the Driver tab, and use Roll Back Driver when available.

Do not download or register a random DLL
Random DLL download sites can provide malware, the wrong Windows build, the wrong architecture, or a file that does not match the component store. Copying it into System32, SysWOW64, or an application directory can create a second problem and will not repair a failed Windows upgrade.
There is also no reason to install Visual C++ Redistributable, DirectX, or .NET solely because cmmigr.dll is named in an error. No evidence connects this file with those runtimes.
regsvr32 is not a general missing-DLL repair command. Although public binary analysis indicates that cmmigr.dll may expose registration functions and Windows setup can register migration plugins, manually running regsvr32 cannot repair a missing, corrupted, or wrong-version Windows component. Microsoft documents regsvr32 for DLLs that provide registration routines in its command reference.

If the error appears in one application
An ordinary application should not normally depend on the Windows migration plugin. If a specific program displays the message:
- Write down the full error text.
- Note whether the message appears during startup, installation, update, or Windows setup.
- Record the exact file path shown in the error or event log.
- If the path is beside the program rather than under
%windir%System32Setup, use that program’s official installer or repair option. - Check Windows Security quarantine.
- Do not replace the application’s file with a copy from another Windows computer.
If the program itself is responsible for the request, reinstalling that program from its official source remains the appropriate application-level repair. If the failure occurs during Windows setup, prioritize Windows servicing instead.

FAQ
Is cmmigr.dll a Microsoft file?
Yes, when it is a Microsoft-signed copy in an expected Windows system or installation-media migration path. The filename alone is not proof of authenticity.
Is cmmigr.dll part of Visual C++?
No. It is associated with the Microsoft-Windows-RasConnectionManager migration plugin, not the Visual C++ Redistributable.

Normally, no. It is used for Windows setup and migration. A game or application naming it should be investigated by checking the requested path and the time the error appears.
Can I copy it from another computer?
Do not do that. Windows components vary by release, build, edition, architecture, and servicing state. Use Windows Update, DISM, SFC, or matching official installation media.
What does “not designed to run on Windows” mean?
It usually indicates that the loader found a damaged, mismatched, incompatible, or incomplete binary. It does not, by itself, prove that the file is malware.
What information should I collect if the repair fails?
Record the full error text, exact file path, Windows version and build, whether the file is Microsoft-signed, whether Defender quarantined it, and whether the failure occurs during boot, application launch, Windows Update, or setup. Also note the final DISM and SFC results.

Be cautious when the file is unsigned, appears outside expected Windows paths, exists in several unexpected locations, or is flagged by security software. Run Microsoft Defender scans and avoid restoring the file until its path and signature are verified.
