It supports the MSFT_NetEventPacketCaptureProvider WMI class, which records network traffic as Event Tracing for Windows events.
The file is associated with Windows network diagnostics and packet capture. Microsoft documents the related NetEventPacketCapture PowerShell module and lists Windows 10 as the minimum client version and Windows Server 2016 as the minimum server version.

Follow the repairs below in order. Start with Windows Update and Windows component repair, because replacing the DLL directly can leave the underlying Windows installation damaged.
1. Install Windows updates and restart
Time needed: 10–30 minutes, depending on pending updates

An interrupted update, rollback, or forced shutdown can leave Windows components incomplete. Finish servicing Windows before attempting more invasive repairs.
Windows 11
- Open Start and select Settings.
- Select Windows Update.
- Click Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not insist on a restart.
- Open the application that produced the error.
Windows 10
- Open Start and select Settings.
- Select Update & Security.
- Choose Windows Update.
- Click Check for updates.
- Install the available updates.
- Restart Windows and test the affected application again.
If Windows Update reports an error, use Microsoft’s Windows Update troubleshooting guidance before continuing. A successful update followed by a restart may restore the component automatically.
2. Repair the Windows component store with DISM and SFC
Time needed: 15–45 minutes
This is the primary repair for a missing, corrupted, or incorrectly loaded neteventpacketcapture.dll.
DISM repairs the Windows component store. SFC then checks protected system files and restores valid copies. Run them in that order.

- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Select Yes if User Account Control appears.
- Enter this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait until DISM finishes. Do not close the window if the progress appears to pause.
- Run:
sfc /scannow
- Wait until the verification reaches 100 percent.
- Restart Windows.
- Test the program again.
A successful result usually says that DISM completed the restore operation and that SFC either found no integrity violations or repaired corrupted files.
If SFC says it found corrupt files but could not repair some of them, run DISM again, restart, and repeat SFC once. If the same file remains unrepaired, continue to the repair-source section below rather than copying a replacement DLL.
Repeating SFC and DISM without knowing whether the component store changed can be tedious. Outbyte PC Repair can scan for system problems and show what needs attention, while repair actions are handled by the full version; it is optional, and Windows servicing remains the correct underlying fix.
3. Check whether Windows Security quarantined the file
Time needed: 5–15 minutes
Antivirus quarantine is possible if the file disappeared suddenly, especially after a security scan or cleanup operation. It is not automatically the cause, and you should not restore the file merely because an application requests it.
- Open Start and select Settings.
- On Windows 11, select Privacy & security, then Windows Security. On Windows 10, select Update & Security, then Windows Security.
- Open Virus & threat protection.
- Select Protection history.
- Review recent detections involving the file or Windows system components.
- Confirm that the detection is a false positive before choosing any restoration action.
If the detection is unclear, leave the file quarantined and run a full Microsoft Defender scan. Repair Windows with DISM and SFC instead. Windows should obtain a clean, correctly matched copy from its servicing sources.
If a confirmed false positive was restored but the file disappears again, update Microsoft Defender and Windows, then contact the security-product vendor. Do not create a broad exclusion for the Windows directory just to suppress the error.
4. Check the local file and its signature
Time needed: 5 minutes
A commonly observed location is:
C:WindowsSystem32wbemNetEventPacketCapture.dll
Some systems may also have a copy under:
C:WindowsSysWOW64wbemNetEventPacketCapture.dll
These locations are not a universal installation rule for every Windows release, edition, or architecture. Check them without assuming that a missing file in one location proves the installation is broken.
Open PowerShell as administrator:
- Open Start.
- Type
PowerShell. - Right-click Windows PowerShell and select Run as administrator.
- Run:

To inspect the signature of the System32 copy, run:

Get-AuthenticodeSignature "$env:windirSystem32wbemNetEventPacketCapture.dll"
A genuine Windows copy should be signed by Microsoft. An invalid signature, an unexpected folder, or a file that repeatedly changes warrants a malware scan and Windows repair. A valid signature alone does not prove that the file is healthy or matches your installed Windows build.
5. Do not use regsvr32 for this error
Time needed: 1 minute
regsvr32 is not a general-purpose DLL installer. It applies to DLLs that provide registration entry points such as DllRegisterServer.
Microsoft’s documentation describes neteventpacketcapture.dll as part of a WMI and network-event provider. It does not establish a COM registration procedure for this file. Running commands such as the following is therefore not a routine repair:
regsvr32 NetEventPacketCapture.dll
A “module could not be loaded” message from regsvr32 does not diagnose the original problem and can add confusion. Restore the file through Windows servicing instead.
6. Repair or reinstall the affected application
Time needed: 10–30 minutes
If only one application reports the error while Windows networking and other programs work normally, the application may have damaged files, an incorrect private copy, or another missing dependency.
- Save the application’s settings or game saves if its documentation requires that step.
- Open Settings.
- Go to Apps.
- Select Installed apps on Windows 11 or Apps & features on Windows 10.
- Select the affected program.
- Choose Advanced options, if available.
- Select Repair. If Repair is unavailable or ineffective, select Uninstall.
- Download the program again from its developer or use its official launcher.
- Reinstall it and restart Windows.
- If the launcher provides Verify, Repair, or Verify files, run that option before reinstalling.
Do not assume that Visual C++, DirectX, or .NET normally installs this Windows provider. Reinstalling a runtime is appropriate only when the application’s official requirements or its own installer identifies that runtime as damaged.
If the program still fails after Windows repair and a clean application installation, check whether it is loading a copy of the DLL from its own installation folder. Do not replace that copy with one taken from another computer unless the application vendor specifically provides the procedure.
7. Update or roll back a recently changed network driver
Time needed: 10–25 minutes
A driver change does not normally install this DLL, but the timing can expose a damaged Windows networking component or cause the affected diagnostic function to fail.

- Right-click Start.
- Select Device Manager.
- Expand Network adapters.
- Right-click the adapter involved in the problem.
- Select Properties and open the Driver tab.
- If the issue began immediately after an update, select Roll Back Driver, if available.
- Otherwise select Update Driver, then Search automatically for drivers.
- Restart Windows and test the application.
Prefer the computer or network-adapter manufacturer’s official driver when Windows cannot find a suitable update. Do not download a DLL to compensate for a driver problem.
Manually identifying stale drivers across several network adapters can take time. Time needed: 30–60 minutes
DISM normally uses Windows Update as its repair source. If Windows Update is broken or the component store is too damaged, Microsoft documents using a matching Windows installation source.
You need installation media that matches the installed Windows edition, language, and architecture. Do not use a source from a different release or architecture.

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the correct path. When DISM finishes, run:
sfc /scannow
Restart Windows and test again. Do not delete or modify files in C:WindowsWinSxS manually. The component store supports Windows updates, recovery, and future repairs.
9. Use System Restore or a repair installation
Time needed: 20 minutes to several hours
Use these options when the file remains missing, DISM and SFC cannot repair it, or the failure began after a known system change.
System Restore
- Press Windows key + R.
- Enter:
rstrui.exe
- Press Enter.
- Choose a restore point from before the error began.
- Review the affected programs and drivers.
- Confirm the restore and allow Windows to restart.
System Restore can revert system files, settings, drivers, and installed programs without removing personal files, but it does not undo every type of damage.
In-place Windows repair
Use Microsoft’s recovery or installation-media instructions to perform an in-place repair while preserving personal files and, where supported, applications. Select the option that keeps your data and programs, and verify the choice before proceeding.
A clean reinstall is the last resort after backing up personal files and confirming that recovery is necessary. It replaces the Windows installation rather than merely restoring one DLL.
What the error messages mean
These messages generally indicate that Windows or an application could not load the required component:

- “neteventpacketcapture.dll was not found” is the same basic loader condition.
- “The module was not found” can also mean a dependency failed, not that this exact file is absent.
- “Could not be loaded” indicates that loading failed because of corruption, dependencies, permissions, or architecture.
- “Not designed to run on Windows” commonly indicates a damaged or mismatched binary.
The wording alone does not identify the cause. The repair path does.

FAQ
Is neteventpacketcapture.dll malware?
The file itself is a legitimate Microsoft Windows component. A copy with an invalid signature, an unusual location, or unexpected changes should be investigated rather than trusted automatically.
Is it part of Visual C++, DirectX, .NET, or a driver?
No. It is a Windows network-event and packet-capture component. Those runtimes are not the normal source of this file.
Does 32-bit versus 64-bit matter?
Yes. Windows may use different system locations and component versions depending on architecture. A file copied from another Windows installation may have the wrong architecture, build, language, or permissions. Let Windows servicing restore the correct copy.

No. Random downloads can contain malware or the wrong architecture and often fail to repair the component store. Use Windows Update, DISM, SFC, matching recovery media, or an official repair installation.
What if the error appears only in one program?
Repair or reinstall that program using its official installer or launcher. The application may have its own damaged files or another dependency, even if the Windows component is present.
What if DISM and SFC both fail?
Use a matching repair source, then rerun SFC. If corruption continues, use System Restore or an in-place Windows repair. Back up important files before considering a clean reinstall.
