icudt55.dll is missing when an application cannot find its own ICU 55 data library. The correct fix usually belongs to the program named in the error, not to Windows itself.
Start with this diagnostic checklist
Before changing anything, record:
- Which program or game shows the error
- Whether it appears at launch, after an update, or when opening a specific file
- The exact wording, such as “was not found,” “is missing,” or “the specified module could not be found”
- The executable path, if visible in a shortcut or launcher
- Whether the application is 32-bit or 64-bit
- Whether antivirus recently quarantined a file
- Whether the problem began after reinstalling Windows, cleaning a disk, migrating to another PC, or manually deleting files
The application name is more useful than the DLL name. Older Apple and Adobe software, including historical iTunes installations and Premiere Elements 14, have been associated with this file, but icudt55.dll is not tied to only one vendor.

What icudt55.dll actually does
ICU means International Components for Unicode. Its data library supplies resources used for Unicode text, locale rules, character conversion, collation, date and number formatting, and related internationalization tasks.
The 55 identifies the ICU major-version family. ICU 55 is an older release, so an application that expects icudt55.dll normally expects a matching group of ICU files from its own installation.

This is an application DLL, not a Windows kernel file and not the Microsoft Visual C++ runtime. It is also not normally a standalone file that belongs in C:WindowsSystem32.
Windows includes ICU components under different names in newer releases. That does not satisfy an older application specifically looking for icudt55.dll. ICU is commonly packaged beside the application executable or in an application-managed runtime folder so the program uses the version it was tested with.
Fix 1: Repair or reinstall the application named in the error
This is the fastest and most reliable fix for a missing ICU data DLL.
If the program has a repair option
- Close the affected program and its launcher.
- Press Windows + I to open Settings.
- Select Apps, then Installed apps.
- Find the application in the list.
- Select the three dots beside it.
- Choose Advanced options, if available.
- Select Repair.
- Start the program again.
If the repair option is unavailable or does not work, return to the same screen and use Reset only if you understand that it may remove application settings or locally stored data.

- Open the application’s official launcher.
- Open its library or installed-program list.
- Select the affected application.
- Open its settings or management menu.
- Choose Verify, Repair, Scan and repair, or Verify integrity of files.
- Let the process finish before launching the program.
A successful repair restores the application’s complete ICU set, not just one file. Depending on the program, that set can include files such as icuuc and icuin alongside the data library.
If repair is unavailable
Reinstall the application from its official installer, Microsoft Store listing, or trusted vendor launcher.
- Back up application saves, profiles, presets, or projects if the program stores them locally.
- Open Settings > Apps > Installed apps.
- Select the affected program.
- Choose Uninstall and complete the wizard.
- Restart Windows.
- Download the installer from the software vendor or open the program’s official launcher.
- Install the same application again.
- Restart once more and test it.
If the program is an older Apple application, use Apple’s current Windows support and download route rather than a third-party installer. Do not assume that a current release uses the same ICU files as an older release.
If reinstalling leaves the same error, check the shortcut. Right-click it, select Properties, and inspect Target. You may be repairing one installation while the shortcut launches another copy from a different drive or application folder.

Antivirus software can remove or quarantine an application DLL after an update, especially when the application installation is old or has changed unexpectedly.
Windows Security steps
- Open Start and search for Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Review recent detections.
- Look for
icudt55.dlland compare the recorded path with the affected application’s folder.
Do not restore the file simply because its name looks familiar. Restore it only when:
- The application came from an official installer or trusted launcher.
- The quarantine record points to that application’s expected directory.
- A fresh official reinstall is not more appropriate.
If you restore it, launch the application immediately. If the file is quarantined again, leave it isolated, run a scan, and reinstall the application from its official source. The security product may be detecting a damaged installation or another file that should not be present.
For work or gaming PCs managed by an organization, contact the administrator before adding an exclusion. Avoid excluding the entire drive or Windows directories.

Fix 3: Match the application’s architecture
A filename match is not enough. A 32-bit application normally needs its 32-bit ICU dependency set, even on 64-bit Windows. A 64-bit application needs compatible 64-bit files.
To check Windows architecture:
- Press Windows + I.
- Select System > About.
- Look at System type.
To check the application:
- Open the application’s installation folder.
- Right-click the main executable.
- Select Properties > Details.
- Check the vendor’s documentation or installer options if the architecture is not shown.
Do not copy a 32-bit DLL into a 64-bit application folder, or the reverse. Reinstalling the application is safer because it supplies the correct architecture and the rest of the dependency set.
Known catalog entries include both 32-bit and 64-bit builds, but those listings are not proof that every build is interchangeable or correct for your program. The application’s installer is the authority.
Fix 4: Distinguish a missing file from a missing dependency
The message “The specified module could not be found” does not always mean icudt55.dll itself is absent. Windows may have found that file but failed to load another library it depends on.

- Select Properties.
- Use Open File Location.
- Look beside the executable and in its runtime subfolders.
- Confirm whether
icudt55.dllexists there.
If it exists, do not download a replacement over it. Repair or reinstall the application so Windows receives the complete, matching dependency set.
Other possible causes include:
- A missing ICU companion library
- The wrong 32-bit or 64-bit build
- An incompatible ICU major version
- A damaged executable
- Incorrect permissions on the application folder
- A launcher update that removed or failed to replace files
A dependency inspection utility can help an experienced technician identify the missing module, but the repair should still come from the application’s installer. Avoid replacing individual files based only on a search result.

If repeated repair attempts fail, the installed folder itself may contain conflicting or manually copied files.

- Uninstall the program from Settings > Apps > Installed apps.
- Restart Windows.
- Check the old installation directory.
- Remove only the remaining folder belonging to that application.
- Do not delete DLLs from
System32,SysWOW64, or unrelated program directories. - Reinstall from the official vendor source.
- Start the program once using Run as administrator.
To test permissions, right-click the application executable, select Properties > Compatibility, enable Run this program as an administrator, and choose Apply. Use this as a test rather than a permanent solution unless the application genuinely requires elevation.

If the program works under another Windows account, the original user profile may have damaged permissions or application settings. Create a temporary local account under Settings > Accounts > Other users, sign in, and test the application there. Do not migrate personal data until the cause is clear.

SFC and DISM repair protected Windows files and components. They normally do not recreate a private ICU DLL installed by a third-party application, so they are secondary fixes here.
Use them if you also see Windows corruption, broken built-in apps, update failures, or several unrelated system files failing.
- Open Start and search for Command Prompt.
- Right-click it and select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for DISM to complete.
- Then run:
sfc /scannow
- Restart Windows.
- Test the affected application again.
If SFC reports repaired files, that may improve Windows health but still will not necessarily restore icudt55.dll. Return to the application repair or reinstall steps if the same error remains.

Windows Features are not a normal source for ICU 55. You can still check them for a separate application requirement:
- Press Windows + R.
- Enter
optionalfeatures. - Press Enter.
- Review enabled features.
- Do not enable random components to obtain
icudt55.dll. - Select OK only if you are changing a feature required by the application’s official documentation.
Fix 7: Update drivers only for related system symptoms
A display, storage, or chipset driver does not normally provide icudt55.dll. Driver work is relevant only when the application also crashes with graphics errors, fails after a hardware change, or shows broader instability.
For a basic Device Manager update:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
For a clean graphics-driver repair, download the correct package from the GPU manufacturer, uninstall the existing package through Settings > Apps, restart, and install the downloaded driver. Do not expect this to replace an application-private ICU file.

Why you should not download icudt55.dll separately
Random DLL download sites are risky because the file may contain malware, belong to the wrong application, use the wrong architecture, or be an incompatible ICU build. Even a clean file may not fix the missing companion libraries or the damaged launcher installation.
Do not:
- Copy the file into
System32orSysWOW64 - Borrow it from another PC
- Copy it from iTunes into another application
- Replace it with a similarly named ICU file
- Use
regsvr32as an installation command
regsvr32 is for DLLs that expose registration entry points such as DllRegisterServer. An ICU data DLL normally does not need registration, so this command is not a standard fix:
regsvr32 icudt55.dll
It can produce an entry-point error and does not repair the application’s dependency set.

If the application still fails after an official reinstall, collect:
- The exact full error text
- The application name and version
- The executable’s full path
- Windows system type
- Whether
icudt55.dllexists beside the executable - Antivirus quarantine history
- Launcher verification results
- Whether another Windows user account sees the same failure
Then contact the application vendor with the installer or launcher logs. If multiple unrelated files disappear, run a full Microsoft Defender scan, check disk health, and consider restoring from a known-good backup.
FAQ
Is icudt55.dll a Windows system file?
Usually not. It is an ICU 55 data DLL packaged by an application. Newer Windows versions include ICU components under different filenames.
Can Visual C++ Redistributable fix it?
Not normally. Visual C++ packages repair Microsoft runtime files such as vcruntime or msvcp files. They do not replace ICU data.
Can I copy the file from iTunes?
A historical iTunes installation may contain a compatible-looking ICU set, but copying it into another program is unsupported and can create version conflicts. Repair the application reporting the error instead.
Should I run SFC first?
Only if Windows shows broader corruption. For this error, repair or reinstall the named application first.
What if the file is present but Windows still says it cannot be found?
The message may indicate a missing dependency, incompatible architecture, or incompatible ICU build. Reinstall the complete application dependency set rather than replacing one DLL.
Will enabling a Windows Feature help?
Not usually. Windows Features do not provide the legacy application-specific ICU 55 package. Use the program’s official installer.
