Start by checking disk activity, then work through these fixes in order:
- Restart Steam and your computer.
- Check whether Steam is processing files rather than downloading.
- Clear the download cache.
- Change the download region.
- Repair the Steam library folder.
- Check storage, security software, and your network.
- Verify the affected game’s files.
Do not reinstall Steam first. An ordinary uninstall can remove game content.
Check whether Steam is actually frozen
A download showing 0 B/s is not automatically broken. Steam may be decompressing, allocating space, applying a patch, or moving files. During this work, network activity can fall to zero while disk and CPU usage remain high. Steam notes that download speed can be limited by CPU and disk processing, especially during installation and updates. See Steam’s download troubleshooting guidance.
- 0 B/s with high disk or CPU activity: wait and monitor the queue. Steam may be installing or patching normally.
- 0 B/s with no disk or CPU activity: investigate the cache, content server, library folder, network, or security software.
- Repeated starts and stops: suspect a busy server, damaged cache, disk-write problem, antivirus interference, or an unreliable drive.
- “Starting download” indefinitely: focus on cache, region, library permissions, and the destination drive.
Also check whether the queue is intentionally paused, scheduled, or blocked by another active download. The download progress percentage is not the same as the files already installed; restarting or resetting a partial download can make Steam reassess or reacquire data.

1. Restart Steam correctly
- Pause the affected download.
- Choose Steam > Exit from the upper-left menu. Closing the window alone may leave Steam running.
- Open Steam again and retry the download.
- If it still stops, restart the computer.
Restarting can clear temporary client states, release file locks, and reset resources. Steam recommends restarting as an early troubleshooting step.
2. Clear Steam’s download cache
Use this when the client appears stuck without an obvious disk or network explanation:
- Open Steam > Settings > Downloads.
- Select Clear Download Cache.
- Confirm the reset.
- Sign in again if Steam asks you to, then start the download.
Steam describes this as removing locally cached configuration data so it can be reacquired from its servers. It does not mean deleting the installed game. However, it can interrupt or reset the current download state, so do not use it casually on a metered or unstable connection. Record your login details first.

3. Change the download region
- Go to Steam > Settings > Downloads.
- Find Download Region.
- Choose another region that is geographically close to you.
- Retry the download, restarting Steam if necessary.
A regional content server may be overloaded, malfunctioning, or affected by a poor route. Changing to the next closest region is a useful diagnostic test, not a guaranteed speed boost. Avoid choosing a distant country permanently unless it actually resolves the problem.

Steam’s recommended approach is to select the closest region and then test the next closest one if necessary. This is especially relevant for messages such as “Content servers unreachable” or “No Steam content servers are currently configured to deliver content for this game.” See Steam’s content-server troubleshooting page.
4. Repair the Steam library folder
If Steam cannot write to the library, downloads may stop, repeatedly restart, or show a disk-related error.
- Open Steam > Settings > Storage.
- Select the affected library drive or folder.
- Open its … menu.
- Choose Repair Folder.
- Retry the download.
Older guides may call this area Settings > Downloads > Steam Library Folders. Current Steam clients generally expose library repair under Storage. Repairing the folder addresses write permissions; it does not repair a physically failing drive.

5. Check the destination drive
Check the drive that contains the Steam library, not only the Windows system drive. Confirm that:
- There is enough free space for the download and the temporary work needed to unpack or patch it.
- The drive is connected, mounted, and not intermittently disconnecting.
- The drive is not read-only or reporting file-system errors.
- An external USB drive, SD card, network share, or slow mechanical disk is not going to sleep or dropping its connection.
- Windows or macOS is not reporting drive-health problems.
There is no universal amount of free space that works for every game. Large updates can require substantially more working space than the displayed download size. Steam Deck users should also consider SD-card write speed; installation media can limit total installation time.

“Disk write error” or “Content file locked”
Prioritize free space, drive health, library-folder repair, and file locks. Close the game and other programs that may be using its files. Antivirus or ransomware-protection features can also block writes. Test that possibility temporarily, then restore protection and create an appropriate Steam exception if your security software supports one. Do not leave antivirus or firewall protection disabled.
6. Verify the affected game’s files
Use verification mainly when one game is affected or its installed files may be incomplete:

- Open the Steam Library.
- Right-click the game and choose Properties.
- Select Installed Files.
- Choose Verify integrity of game files.
- Wait for the process to finish before beginning another repair.
The check can take several minutes. Steam may report that one or more files failed validation normally because some local configuration files are not intended to be replaced. Verification is not the first response when every game fails to download; it cannot fix a blocked network, unavailable content server, or unwritable library.

7. Test the network and security software
Use these checks after the basic Steam fixes:
- Pause and resume the download.
- Restart the router and computer.
- Disconnect a VPN or proxy temporarily.
- Try another network, such as a phone hotspot, if available.
- Check whether firewall or antivirus software is blocking Steam.
- On a school, university, workplace, or managed network, ask the administrator whether Steam traffic is restricted.
If the download works on a hotspot but not your normal connection, the issue is likely local to the router, ISP, proxy, or network policy. Problems that occur only at particular times may indicate congestion or ISP traffic management. Steam also notes that university networks and proxies may block required ports; consult its official network guidance rather than applying random registry or command-line fixes.

Do not permanently disable security software. A brief, controlled test can identify interference; restore protection immediately afterward and use a proper exception where appropriate.
Choose the fix by symptom
Stuck at 0% or “Starting download”
First check disk and CPU activity. If both are idle, restart Steam, clear the download cache, change to a nearby download region, and repair the library folder. Then check the destination drive.
0 B/s while disk activity is high
Wait. Steam is probably processing files locally. Interrupting a large patch can make the operation take longer or cause Steam to reacquire data.
The download keeps pausing
Confirm that Steam is not using scheduled downloads, then test the cache, download region, network, VPN or proxy, and security software. Repeated stops combined with disk errors point more strongly to the library drive.
“Not enough disk space”
Free space on the actual library drive and leave additional working room for unpacking and patching. Moving the game to another library drive may be more effective than changing regions.

Only one game is affected
Verify that game’s files, repair its library folder, inspect the drive where it is installed, and consider moving it to another library. If the problem occurs after the game launches, contact its developer or publisher.
Every game is affected
Prioritize restarting Steam and the computer, clearing the cache, changing region, testing another network, and checking firewall or antivirus interference. Multiple simultaneous failures can also indicate a regional or Steam-wide service problem, but one user’s symptoms alone do not prove that Steam is down.
Refresh Steam without deleting your games
Use a Steam refresh only after cache, region, library, storage, network, and security checks have failed. Steam’s supported repair-style procedure involves closing the client and removing selected files from the Steam installation directory while preserving steam.exe, steamapps, and, where relevant, userdata; Steam then updates itself when launched. Follow the current instructions at Steam Support’s refresh procedure exactly rather than improvising.
Do not casually uninstall Steam. Steam warns that uninstalling can remove game content. Before any destructive action, preserve or back up the steamapps folder and confirm that important saves are synchronized or otherwise backed up. Steam also documents options for moving the Steam installation and game data.

Contact Steam Support for Steam-client, account, authentication, download, or Steam-dialog errors. Contact the game developer or publisher for crashes, gameplay bugs, multiplayer problems, or issues that occur after launch. From the game’s Library page, use Support or … > Gameplay or technical issue > I am having another problem > Contact Game Support when available. Steam explains the distinction in its support-ownership guidance.
Include the exact error text, game title, operating system, whether one game or every game is affected, download region, destination drive, approximate start time, and the fixes you have already tried.
