If a merchant does not have the spell you want, check another listed vendor for that school. The roster documents locations and specialties, not live stock or patch-by-patch availability.

Chapel vendors are a useful place to look. The directory lists Restoration at Tumindil in Skingrad and Avrus Adas in Leyawiin, among others; some chapel merchants are also listed for Conjuration or Illusion.
Does one vendor sell every spell?
The directory does not present one universal vendor as the source for every spell. It assigns merchants different coverage, and some listings explicitly exclude Illusion, so check the relevant school or another merchant if a spell is missing.
