Work through these five fixes in order, from a safe restart to refreshing Steam’s client files while preserving your game library. The steps focus on Windows; macOS differences are noted. If Steam itself—not one game—keeps restarting to install an update, skip game-file checks and focus on the client refresh.
First, identify what is looping
The status and how many games are affected help narrow down the cause. A game update loop can come from stale download data, damaged game files, insufficient temporary workspace, blocked write access, a drive problem, or a content-server issue. A Steam-client self-update loop is different: verifying one game will not repair the Steam application.
- One game loops, while other games update: prioritize that game’s files and its library folder.
- Every game loops: look at Steam’s client, network, shared library permissions, security software, and storage.
- Download remains at 0 B/s: check the download region, cache, network, and drive activity. Steam may also be unpacking or patching while the network rate is zero.
- It reaches 99% and starts again, or shows a disk-write error: check available space, write access, security software, and the drive.
- The library is on an external drive: confirm it is connected and still mounted at the same drive letter or location.
Before changing anything, note the game and exact status or error, check free space on both the game drive and system drive, and close the game, download managers, file-sync tools, and disk-cleaning utilities. Patching can need temporary space to unpack and rewrite files; the amount varies by game and patch. Do not delete the game folder or uninstall Steam as a first step. If you may need to remove or replace game files, back up local saves and configuration first—Steam Cloud does not cover every save.
Fix 1: Exit Steam completely and restart
A full exit can release locked files and reset stuck processes without changing installed games. Valve includes restarting Steam and the computer among its basic troubleshooting steps (Steam troubleshooting).

Windows
- In Steam, select Steam > Exit; closing the window may leave Steam running.
- Open Task Manager with
Ctrl + Shift + Esc. If Steam processes remain, endSteam.exeandsteamwebhelper.exe. - Restart Windows, open Steam, and try the update again.
macOS
- Select Steam > Quit Steam.
- If it remains open, use Apple menu > Force Quit, select Steam, and quit it.
- Restart the Mac, reopen Steam, and retry.
If the same loop returns immediately, move on rather than repeating restarts.
Fix 2: Clear Steam’s download cache
- Open Steam > Settings (on some macOS builds, Settings may be labeled Preferences).
- Choose Downloads.
- Select Clear Download Cache and confirm.
- Sign in again if prompted, then retry the update.
Valve says this clears locally cached configuration data so Steam can retrieve it again; it does not remove installed games. It can reset download-queue state and may require you to sign in again. See Valve’s download-cache instructions.
This is a reasonable next step for stale or inconsistent download state. It will not repair a failing drive, restore an inaccessible library, fix genuinely damaged game files, or resolve a Steam service outage. If the loop persists, check that Steam can write to the library.

Fix 3: Repair the Steam library folder
Steam needs to write into a library to unpack and replace game files. Valve identifies library-folder permissions as one area to troubleshoot when installations or updates fail (basic troubleshooting; update and installation help).
- Open Steam > Settings > Storage.
- Select the drive or library containing the affected game.
- Open its three-dot menu and choose Repair Folder.
- Wait for the repair to finish, then retry the update.
Older Steam clients may show a path like Settings > Downloads > Steam Library Folders; labels and placement can vary by client build. Repairing a folder does not guarantee that every Windows permission or drive problem will be corrected.
If the repair fails
- In Windows, confirm the drive is not read-only and your account can create and modify files in the library.
- If Windows Security’s Controlled folder access or another security product is enabled, check its block and quarantine history for Steam. Test a narrowly scoped exception only in line with the product’s guidance; do not leave real-time protection disabled.
- For an external drive, reconnect it and confirm its drive letter or mount location has not changed.
- If other games on the same drive also fail, back up important data and investigate the filesystem and drive rather than assuming Steam is the cause.
An error here can point to a disconnected, encrypted, unavailable, or unwritable drive—not just a bad download cache.

Fix 4: Verify the affected game’s installed files
- Open Library and right-click the affected game.
- Select Properties > Installed Files > Verify integrity of game files.
- Let the scan finish, allow Steam to reacquire files if needed, then retry the update.
Older clients may call the section Local Files. Valve’s verification instructions explain how Steam checks the installation. A large game or slow drive can take a while to scan.
A verification mismatch does not always mean the whole installation is ruined: Steam may repair a file, and some games have user-specific files that are not replaced. Mods, reshade files, third-party launchers, or manual changes can also be replaced or make a mismatch recur. Back up saves and configuration, disable or remove mods through their manager’s instructions, and reinstall compatible mods after the base game updates.

Fix 5: Refresh Steam’s client files without removing the library
Use this escalation when Steam itself repeatedly fails to update, or when earlier steps suggest damaged client files. Valve’s guidance is to preserve steam.exe and steamapps so Steam can rebuild client files; a conventional uninstall is not the same procedure and can remove game content (Valve’s file-refresh guidance).
Windows
- Exit Steam completely.
- Open the Steam installation folder. A common default is
C:Program Files (x86)Steam. - Preserve
steam.exeand the entiresteamappsfolder. Preserveuserdataand any other personal data you need as well. - Only if you understand the contents and have protected anything important, remove the other Steam client files and folders.
- Run
steam.exe, let Steam download and update its client files, sign in, and test the game.
macOS
Do not apply the Windows deletion steps to a Mac. Valve identifies Steam data under ~/Users/[username]/Library/Application Support/Steam. Confirm the exact location and contents on your installation before changing anything; preserve the equivalent steamapps content and back up local saves or other personal data. If you are not certain which files are safe to remove, do not delete them. A full uninstall can remove game content.
If the loop continues: isolate the underlying cause
Try a nearby download region
Open Steam > Settings > Downloads, change Download Region to a nearby alternative, and restart the download. Steam uses distributed content servers, and Valve recommends trying another region when a region may be congested or malfunctioning (update and installation help). This is a diagnostic test, not a promise that a distant region will be faster.

Read the content log for a specific error
- Pause the update and exit Steam.
- Open the Steam installation folder, then its
logsfolder. - Open
content_log.txtand inspect the entries near the end. Search for terms such asfailed,corrupt,device corrupt,disk write,unpack failed, orpermission. - Use the exact path or error to guide the next check: permissions, free space, a disconnected drive, security software, or storage health.
Community reports describe using this log to identify a file and deleting only that named file so Steam downloads it again (community report; additional reports). This is an advanced community workaround, not a general Valve instruction. Back up first and do not delete arbitrary files, the entire downloading folder, or other steamapps contents.
Check storage, security, and service conditions
- Free space: keep a substantial buffer on both the game drive and system drive; there is no universal space figure because patching requirements vary.
- Drive health: if several games on one drive repeatedly fail, back up important data and run the operating system’s disk checks. An SSD can still have filesystem, controller, connection, encryption, or capacity problems.
- Security software: review detection and quarantine history for blocked Steam files. Use only narrow exclusions supported by your security product’s instructions.
- Another library: where possible, test a download to a different Steam library. If only one drive fails, the drive or its filesystem becomes a stronger suspect.
- Mods and launchers: if one modded game is affected, disable mods and third-party overlays or launchers using their own instructions, then verify the base game.
- Steam services: a local repair cannot fix a service-side issue. Check Steam’s official announcements or community status channels before making destructive changes; outage status changes over time.
If you contact Steam Support, include the game, exact status or error, the steps already tried, and the relevant log error rather than deleting files based on an unverified forum post.
