In October 2023, shortly after completing its Activision Blizzard acquisition, Microsoft reorganized both its gaming leadership and its broader marketing organization. Sarah Bond became president of Xbox, Matt Booty took charge of a broader game-content and studios group, and ZeniMax remained a limited-integration organization. Separately, Takeshi Numoto became corporate CMO while Yusuf Mehdi took on consumer marketing, including Copilot product marketing. These were related changes, not one Xbox-only reshuffle.
What changed in October 2023?
Microsoft announced a set of leadership and reporting-line changes after completing the Activision Blizzard acquisition. The changes clarified senior ownership across Xbox’s platform and consumer functions, game content and studios, and Microsoft’s marketing organization. The announcement established a new structure; it did not demonstrate that the structure had improved performance or specify changes to game releases, exclusivity, Game Pass pricing, or console plans. Thurrott’s October 26, 2023 report detailed the appointments and responsibilities.
How did Xbox’s leadership structure work?
Microsoft divided major responsibilities between overall gaming leadership, Xbox’s platform and consumer-facing work, and game content and studios. The roles announced in 2023 were:

What did Sarah Bond’s promotion put under Xbox?
Bond’s remit brought a broad set of platform and consumer-facing work under the Xbox presidency: devices, platform engineering, player and creator experiences, strategy, business planning, data and analytics, and business development. That scope went beyond console hardware. It covered parts of the platform and services experience through which players and creators interact with Xbox.
Spencer remained CEO of Microsoft Gaming, while Booty led content and studios. The division suggests clearer senior ownership for platform decisions and game development, but the announcement did not say the groups would operate independently. Decisions about platform capabilities, business development, and games can affect one another, so coordination remained central.
What changed for Xbox Game Studios and ZeniMax?
Booty’s expanded role placed Xbox Game Studios and Bethesda/ZeniMax game development within a broader content-and-studios organization. The intended benefit was stronger coordination among development groups as Microsoft’s portfolio grew.

ZeniMax was not described as fully dissolved into Xbox Game Studios. It continued as a limited-integration entity led by Jamie Leder while reporting into Booty’s expanded content organization. That arrangement retained a distinct operating structure within the larger portfolio; it did not establish that every studio, process, or decision remained separate. The reported structure leaves the precise boundaries of integration unstated.
Why did Ami Silverman’s reporting line matter?
Silverman had led Microsoft’s Global Consumer Sales Organization. Moving that organization into Xbox’s reporting structure under Spencer connected consumer sales more directly to Microsoft’s gaming leadership. It was a reporting-line change, not evidence that all sales or marketing for Xbox products moved under her or that Xbox’s consumer business became operationally independent from Microsoft.
How did Microsoft change its marketing leadership?
The marketing changes extended beyond gaming. Chris Capossela announced his departure as Microsoft’s chief marketing officer; Takeshi Numoto was named corporate CMO. Yusuf Mehdi, previously a corporate vice president leading Microsoft’s Modern Life and Devices Group, became executive vice president and consumer CMO.

Corporate marketing and consumer marketing were distinct leadership responsibilities in this structure. Mehdi’s remit was not an Xbox-only role: it connected consumer-facing marketing with Copilot and business areas spanning search, advertising, news, devices, and creativity. The appointments and remit were reported by Thurrott.
How did Copilot fit in—and how was it separate from Xbox?
Mehdi was specifically tasked with leading Copilot product marketing. That placed consumer messaging for Microsoft’s AI product within the broader consumer-marketing portfolio, alongside responsibilities connected to search, advertising, news, devices, and creativity.

This was a parallel marketing shift, not evidence that the Xbox reorganization itself was an AI initiative. Both changes addressed how Microsoft organized consumer-facing businesses, but only Mehdi’s marketing remit was explicitly tied to Copilot in the reported announcement.

Why reorganize after the acquisition?
Activision Blizzard’s addition enlarged an already broad gaming portfolio that included Xbox, Bethesda/ZeniMax, and Minecraft. A larger organization has more teams and responsibilities to coordinate. The structure announced in October 2023 appears aimed at making that portfolio more manageable by assigning senior ownership for the platform and player experience separately from game content and studios, while retaining Spencer’s overall gaming leadership.
That approach involves trade-offs. More integration can help teams coordinate, but may risk weakening acquired studios’ operating identity; preserving distinct entities can protect continuity, but may leave parallel structures to coordinate. Likewise, separating platform and content leadership makes accountability more legible but creates dependencies: choices about hardware, cloud access, subscriptions, or platform strategy can affect development and publishing.
The marketing changes addressed a different organizational challenge: aligning corporate marketing with consumer and product messaging across a varied portfolio, including Copilot. The announcement set out roles and reporting lines, not measured outcomes. It cannot establish that the reorganization improved games, sales, or marketing performance.

What did players and consumers know—and not know—from the announcement?
- Established: Bond became president of Xbox with a wide platform and consumer-facing remit; Booty became president of Game Content and Studios; ZeniMax remained a limited-integration entity led by Leder; and Silverman’s sales organization moved into Xbox’s reporting structure.
- Not established: the changes did not announce new exclusivity rules, Game Pass prices, console plans, release schedules, or individual studio road maps.
- Not established: a new org chart alone does not show whether coordination improved or how quickly the reporting changes affected products.
How does the 2023 reorganization differ from later Xbox changes?
The October 2023 changes should not be conflated with Microsoft’s much later restructuring. In February 2026, Microsoft named Asha Sharma executive vice president and CEO of Microsoft Gaming; the company’s announcement later noted that Microsoft Gaming was known as Xbox from April 23, 2026, and Sharma’s title was CEO Xbox. Microsoft’s announcement provides that later context.
On July 6, 2026, Xbox announced a separate reset that included role reductions, four studios leaving Xbox management, and a new COO role filled by Helen Chiang. Those measures were not part of the 2023 reorganization and should not be treated as proof that a particular 2023 decision caused them. See Xbox’s July 2026 reset announcement for the later changes.
