Microsoft’s 2024 Game Pass changes did more than raise some prices: they separated access to a game catalog from access to new releases on day one. The original Game Pass Standard tier offered console multiplayer and a large library for less than Ultimate, but it did not include launch-day games. Xbox’s U.S. plan pages now show a different lineup, so the controversy is best understood in two parts: what Standard meant in 2024, and how today’s tiers divide access.
What Microsoft changed in 2024
Rachel Kaser’s GamesBeat “Kaser Focus” column was published July 13, 2024, and updated June 18, 2025. It examined Microsoft’s planned Game Pass changes as a question of rising subscription costs and increasingly segmented access—not simply a price-hike story. Read the GamesBeat column.
Microsoft’s changes took effect in stages. It raised prices for existing tiers, introduced Game Pass Standard as a lower-priced console option, and stopped offering Game Pass for Console to new subscribers while grandfathering existing subscribers under that arrangement. The GamesBeat report said PC Game Pass and Ultimate would rise by $2 and $3 per month, respectively, effective September 12, 2024; those are historical changes, not current prices. At launch in the United States, Standard cost $14.99 a month. It included a console game catalog and online console multiplayer, but not immediate access to new releases. Microsoft said some games available in Ultimate—including day-one titles—might reach Standard later, with timing varying by game and potentially taking 12 months or more. What Standard included—and what it withheld
Standard was not just Ultimate at a discount. It was a console-focused catalog-and-multiplayer tier that traded launch timing and bundled features for a lower monthly price. A player could use it to play many established Xbox and third-party games, but could not assume an upcoming release would be available there on its launch day.

Microsoft’s launch explanation described Standard as a way to combine multiplayer with hundreds of console games, while Ultimate added day-one releases, cloud gaming, EA Play, and other benefits. Availability and the contents of a catalog can vary by title and over time; the distinction that mattered most was that Standard did not promise immediate access to eligible launches.
Why Call of Duty made the tiers matter
Call of Duty: Black Ops 6 was scheduled to arrive on Game Pass in October 2024, and Microsoft confirmed it would be a day-one release for eligible subscribers. That made the difference between a catalog tier and a launch tier easy to see. A player who wanted to play at launch could not rely on Standard; a short Ultimate subscription might cost less than buying the game outright, depending on the current game price and how long the player stayed subscribed. That calculation works differently for each party. A player can subscribe for a month or two, play a major release, and cancel; Microsoft gets a subscription and a chance to draw that player into the wider service, but cannot assume the subscriber will remain after finishing the game. Day-one releases can make Game Pass feel unusually valuable while also making the higher tier seem necessary to players who care about launch access.
The timing does not prove that Microsoft raised prices because of Call of Duty. It does show why Microsoft had an economic reason to distinguish launch access from the back catalog: a blockbuster can attract temporary subscribers, while the service still needs recurring revenue beyond a single release.
Was it a price increase or a value-segmentation strategy?
It was both. For subscribers whose existing plan became more expensive, the price increase was real. At the same time, Standard preserved a lower-priced console route while putting immediate access to eligible new releases and additional benefits in higher tiers. The product choice became less binary: it was no longer only “subscribe or don’t subscribe,” but also “how much do I value playing this game now rather than later?”

That distinction separates two kinds of value. A player who wants multiplayer and a rotating library may find a lower tier sufficient. A player who wants a new release at launch, cloud access, PC as well as console, or included extras may value a more expensive bundle. Catalog size alone cannot settle the question: a large library is not useful if it does not include the games a subscriber wants, or if the subscriber does not have time to play them.
How this fits the rising price of play
Kaser’s broader concern was that players were facing more recurring and segmented payments: subscription increases alongside changes to live-service monetization and battle passes. The column pointed to Apex Legends as a parallel example. Its battle-pass changes involved requiring real-money purchases and replacing one 110-rank seasonal pass with two 60-rank passes over six weeks, as described in the GamesBeat column.

The useful comparison is narrower: each illustrates publishers seeking more regular revenue, while players have to decide how much of their entertainment budget to commit repeatedly. A subscription, a battle pass, an add-on, and a full-price game should not be collapsed into one price statistic. The “price of play” is the combined cost of the specific things a person chooses to access, and can rise even when an individual service still seems like a good deal.

What happened to Standard?
The historical Standard plan should not be mistaken for the current U.S. lineup. Xbox’s U.S. purchase pages observed August 16, 2026 prominently list Essential, Premium, Ultimate, and PC Game Pass rather than Standard. The pages indicate a later restructuring, but the available plan pages do not establish whether Premium was formally renamed from, or directly replaced, Standard. Treating them as identical would overstate what those pages confirm.

The tier distinction remains: lower-priced plans emphasize multiplayer and catalog access or selected delayed releases, while Ultimate and PC Game Pass advertise day-one access for eligible games on their respective platforms. Which plan makes sense for which player?
- Choose a lower console-oriented plan if you mainly want multiplayer and an existing catalog, and you are comfortable waiting for selected new games. Check which current plan is offered in your market; the U.S. pages currently show Essential and Premium, not Standard.
- Choose Ultimate if eligible day-one console releases are a priority and you will use cloud gaming, console and PC access, or included benefits such as EA Play and other bundles. Extras only count as value if you actually use them.
- Choose PC Game Pass if you primarily play on Windows and want eligible day-one PC releases and EA Play. Console access and console multiplayer do not justify its cost for a PC-only player.
- Subscribe selectively if one upcoming game is the main draw. Compare the cost of the subscription period you expect to use with the game’s current standalone price, then cancel if you do not want recurring billing.
- Buy games individually if you play only a few titles, want permanent access, or expect to spend months with a game. A subscription grants access while the title remains in the catalog; it is not ownership, and games can leave.
Also account for regional pricing, tax, platform availability, and catalog rotation. A game may not be available on every platform or through cloud gaming, and PC play can require other launchers or accounts. Cloud access depends on supported regions, devices, and network conditions. Promotions can convert to recurring billing after their introductory period, so check the price and renewal terms before subscribing. The ownership question
Game Pass is strongest when a subscriber plays several included games during the months they pay. It is less compelling for someone who wants one title permanently, plays at an irregular pace, or dislikes recurring charges and catalog churn. For a long game, compare the subscription cost over the expected play period with buying it outright; buying may make more sense even if the first month of access is cheaper through a subscription. Waiting for a sale is another option for players who do not need launch access.
The lasting significance of Standard was not that it made every Game Pass option more expensive. It made the timing of access a paid dividing line: the back catalog and multiplayer could sit below the premium features, while the newest eligible releases remained a reason to pay more. Xbox’s later lineup has changed the labels and tiers, but the same practical test still applies: pay for launch access only when you will use it, and do not mistake a catalog subscription for ownership.
