Steam’s “Missing Downloaded Files” message means the client cannot find, validate, write, move, or finish part of a download. The right fix depends on whether the failed item is a game/DLC package or Steam Workshop content. Start with the non-destructive repairs below; delete only a specific Workshop cache as a later fallback.
Identify what is failing
Open Steam’s Downloads page and read the item named beside the error.

In some Steam client versions, hovering over the error exposes a file path or item identifier; this is not guaranteed. The Windows paths in this guide assume the library’s actual location, not necessarily C:Program Files (x86)Steam.
Steam has no single documented cause for this wording. It can reflect a stuck temporary package, damaged installed files, incorrect library permissions, insufficient or unreliable storage, security software, a content-server problem, or one bad Workshop item. It does not prove that files were permanently deleted.

Do these checks first
- Choose Steam > Exit so the client closes completely, then restart the computer.
- Confirm that the library drive is connected, visible in File Explorer, and writable. Check free space for both the final installation and temporary unpacking; Steam can need substantially more working space than the game’s listed size.
- If the library is on an external, network, encrypted, or recently moved drive, check that it remains mounted. For diagnosis, a healthy local drive is preferable.
- Close disk-intensive tools, defragmenters, and full-drive scans. Do not run multiple file-verification jobs at once.
These steps release file locks and remove temporary client states before you change any data.
Fix a regular game or DLC download
1. Repair the Steam library folder
- Open Steam > Settings.
- Open Storage and select the affected library.
- Click its three-dot menu (…) and choose Repair Folder.
- Return to Downloads and retry.
Steam’s repair function addresses library write permissions, which can become incorrect after a move, upgrade, or Windows change. Labels can vary slightly by operating system, language, or client revision. See Steam’s installation and update guidance at Steam Support.
2. Clear Steam’s download cache
- Go to Steam > Settings > Downloads.
- Select Clear Download Cache and confirm.
- Sign in again if Steam asks, then restart the failed download.
This removes locally cached Steam download-configuration data so the client can obtain it again. It is not a command to delete installed games or save files, but pending downloads may need to be started again.

3. Verify the installed game files
- Open Library, right-click the game (or open its gear menu), and choose Properties.
- Select Installed Files.
- Choose Verify integrity of game files and wait for the scan to finish.
- Resume or restart the update.
Verification checks the installed game and can reacquire damaged or missing files. Steam says the scan can take several minutes and that one or more files failing validation may be normal when those files are local configuration files that are not meant to be replaced. The meaningful result is whether Steam reacquires what is needed and the update completes. Details are in Steam’s verification guidance.
Verification covers the base game’s installed files; it is not a complete repair for Workshop subscriptions.
4. Try another download region
- Open Steam > Settings > Downloads.
- Under Download Region, choose the nearest alternative region.
- Retry the download. Restore your usual region after it succeeds.
Steam says regional content servers can be slow, overloaded, or temporarily unavailable, making this a diagnostic change rather than a permanent optimization. See Steam’s download-region guidance. A VPN is not a standard fix.

5. Test another library or drive
If several games fail, or the drive is slow, disconnects, becomes read-only, or reports other write errors, create or select a library on a healthy local drive and test a small installation. Success elsewhere points to the original drive, filesystem, cable, enclosure, permissions, or capacity rather than the game package.
6. Reinstall only the affected game
Use this only after the storage, permission, cache, verification, and region checks. Reinstalling one game is less disruptive than reinstalling Steam or removing an entire library.

Fix a Workshop download
1. Reset the individual subscription
- Unsubscribe from the Workshop item that repeatedly fails.
- Choose Steam > Exit and wait for Steam to close.
- Open the library containing the game and navigate to
steamappsworkshopdownloads. - Delete the contents of
downloads, not the whole Workshop directory. - Restart Steam, resubscribe to the item, and let it finish before launching the game.
Community reports describe workshopdownloads as temporary staging data and report that clearing it can unstick a download. This is a user-reported workaround, not a Valve guarantee; a redownload may occur. Reports include this Steam Community thread and this game-specific discussion.

2. Remove only one item’s cached content
Use this only if the temporary-download reset fails.
- Identify the Workshop item’s numeric ID.
- Back up any custom files you may want to preserve, then exit Steam.
- Navigate to
steamappsworkshopcontent<game AppID>. - Delete only the folder whose name matches that item ID. The game AppID and Workshop item ID are different numbers.
- Remove a corresponding partial temporary download if one remains, restart Steam, and resubscribe.
This individual-folder method is reported by users in Steam Community and this Reddit example. Some games store configurations or generated data with Workshop content, so a backup is prudent.
3. If many Workshop items fail
- Clear the temporary
workshopdownloadscontents. - Repair the game’s Steam library folder.
- Clear Steam’s download cache.
- Check security software and available space.
- Try another download region or library.
- Resubscribe selectively instead of restoring a large collection all at once.
4. If the download succeeds but the mod is absent in-game
Some games require a restart, an in-game mod toggle, or their own cache refresh. A completed Steam download does not by itself prove that the game has loaded the item. Also check whether the item was withdrawn, updated, or became incompatible with the current game version.

Check antivirus and Windows security controls
Security software can quarantine or block a temporary Workshop file. Check quarantine and protection history first. A third-party troubleshooting page identifies this possibility for Steam Workshop downloads: Wallpaper Engine’s Steam download guidance.
- Restore a file only when you recognize it as a legitimate Steam download.
- For a controlled test, add a temporary exclusion for the affected Steam library or Workshop download directory.
- Retry once, then re-enable protection or remove the exclusion.
Never leave antivirus disabled as the “fix,” and do not use generic file-repair or registry-cleaner utilities.
What not to delete
- Do not delete the entire
steamappsdirectory. - Do not remove all of
steamappsworkshopcontentas a first step; it contains completed Workshop content and can trigger broad redownloads. - Do not casually delete
appmanifestfiles. They contain Steam installation metadata and can make an installed game appear missing. - Do not delete save-data directories while troubleshooting a download.
When the problem is probably outside Steam
- Multiple libraries fail, or the drive repeatedly disconnects or becomes read-only.
- Windows reports filesystem errors or other applications also cannot write reliably.
- Antivirus repeatedly quarantines the same files.
- Only one Workshop item fails for many users, suggesting it was withdrawn or changed.
- A download works on another local drive but never on the original one.
At that point, check the drive and filesystem with your operating system’s diagnostics, contact Steam Support, or consult the game developer. Steam’s general installation guidance also covers testing another storage location and reinstalling the client.
Reinstall Steam only as a last resort
Steam says reinstalling to the same location can repair client and service files while preserving recognized installed games. That is different from using Windows’ uninstall process, which can remove game content. Before proceeding, confirm that your library is backed up or still recognized, and never delete steamapps unless you intentionally want to remove its contents.
For Linux, SteamOS, and macOS, menu concepts are similar but folder locations and permission tools differ. The Windows paths above do not apply directly; Steam Deck file cleanup generally requires Desktop Mode.
