How to Fix Steam Error Codes -7 and -130

Steam errors -7 and -130 are web-page loading symptoms, not definite diagnoses. Use these Windows checks to separate a Steam outage, client problem, proxy, or network restriction.

Steam error -7 or -130 usually means the client could not load a web page; neither code identifies one guaranteed cause. Check for a Steam outage, fully restart the client, then test proxy/VPN settings and Steam’s web data before moving on to DNS, firewall, or network repairs. These steps are aimed at Windows users and avoid reinstalling Steam or games unless simpler checks fail.

What Steam error -7 and -130 mean

Both codes are reported with “Failed to load web page (unknown error),” but Valve does not provide a dedicated current explanation for either code. They are symptoms, not precise diagnoses: a Store, Community, Friends, Inventory, or other client page may fail even while ordinary web browsing or game downloads still work. Third-party troubleshooting coverage associates the codes with Steam web-page failures (Appuals’ overview of Steam errors -7 and -130).

Error -130 is sometimes reported alongside an invalid or unreachable proxy, so proxy settings deserve an early check—especially if Steam fails while a browser works. That does not mean -130 always indicates a proxy. Steam maintenance, a stuck client session, DNS trouble, security software, corrupted web data, or a restricted network can also produce similar symptoms.

Start with the checks that identify where the fault is

  1. Check Steam status and retry. Look at Valve’s Steam connection troubleshooting flow and official support information. Maintenance or a service interruption is more plausible if several Steam features or devices fail at once. A third-party status page can corroborate an outage, but it is not definitive.
  2. Compare affected features. Note whether only Store, Community, Friends, or Inventory fails, or whether login and downloads fail too. Try the same Steam page in a normal browser. If the client and browser both fail, an outage or network-level restriction becomes more plausible; if just one client page fails, begin with a client restart and web-data cleanup.
  3. Try another network. If available, briefly test Steam through a phone hotspot. If it works there but not on home Wi-Fi, focus on the router, DNS, ISP, or filtering rather than reinstalling Steam. This is a useful isolation test, not a definitive diagnosis.

Valve’s general connection guidance includes maintenance, the local network, interfering programs, and the ISP among possible causes; it does not define these two codes specifically (Steam network connectivity help).

Restart Steam completely

  1. Open the Steam menu and choose Exit. Closing the window alone may leave Steam running in the background.
  2. Wait for the client to close. If it does not, press Ctrl + Shift + Esc to open Task Manager and end a remaining Steam process only if Steam did not exit normally. Process names can vary by client version.
  3. Reopen Steam and try the page again.

Check proxy and VPN settings

An accidental proxy configuration can prevent Steam from reaching its web services. Disconnect from a VPN temporarily as a test, then inspect Windows proxy settings. Do not bypass or remove a proxy on a work or school computer unless its administrator says that is appropriate; the proxy may be required by policy.

Windows Settings

Open Settings → Network & internet → Proxy. Turn off an unexpected manually configured proxy. Review Automatically detect settings as well, but do not change managed settings without guidance from your organization.

Legacy Internet Options

  1. Press Windows + R, enter inetcpl.cpl, and press Enter.
  2. Open Connections → LAN settings.
  3. Record the existing configuration before changing it. Remove only a manual proxy you do not recognize or intentionally use, then restart Steam.

Clear Steam web data

If Store, Community, Friends, or Inventory pages fail while downloads still work, clear the client’s web data before changing download settings. Steam’s menus have changed between client versions, so look in Steam → Settings for a web or browser section and a control named something like Delete Web Browser Data, Delete Web Browser Cache, or an option to clear browser data or cookies. Older layouts may show Settings → Web Browser; other versions may place the control elsewhere.

Clear the cache and, if offered separately, cookies, then exit and reopen Steam. Clearing cookies may sign you out of Steam web surfaces, so be ready to sign in again. A community troubleshooting thread also recommends clearing the Steam web cache for error -7 (Steam Community discussion).

Flush the Windows DNS cache

A stale local DNS cache can interfere with reaching a service, but flushing it will not fix a Steam outage, firewall block, or other network restriction. It clears cached lookups; it does not change your DNS provider.

  1. Press Windows + R, type cmd, and press Enter. If Windows denies permission, open Command Prompt as an administrator.
  2. Run ipconfig /flushdns.
  3. Look for a message confirming that the DNS Resolver Cache was successfully flushed, then restart Steam and retry.

Restart the router and test a different connection

Restart the modem/router using the manufacturer’s normal procedure, then try Steam again. If possible, test over Ethernet to separate a Wi-Fi problem from a broader connection issue. A phone hotspot is a stronger comparison: success there points toward the home network, its DNS or filtering, or the ISP, rather than proving Steam itself is damaged.

Office, school, university, hotel, apartment, and public networks may require captive-portal sign-in or deliberately restrict Steam traffic. Valve notes that proxies and institutional networks can block ports Steam needs and advises contacting the network administrator when access is restricted (Valve guidance on Steam networking and connectivity). Do not try to evade a managed network’s rules. If Steam works on other networks but not at home, contact your ISP after checking the router; connection problems can also be time-dependent.

Check firewall, security software, system time, and hosts

Firewall and antivirus

Confirm Steam is allowed through Windows Firewall on the networks you use, and check third-party firewall or endpoint-security logs for blocked Steam processes. If a security product offers web protection, HTTPS scanning, application control, or a firewall, briefly pause only the relevant feature to test, then re-enable it immediately. If Steam works during that test, restore protection and adjust the product’s Steam rule; do not leave antivirus or firewall protection disabled. Valve’s connection help also lists programs that may interfere with Steam (Steam connection troubleshooting).

Date, time, and secure connections

Set Windows date, time, and time zone automatically, synchronize the clock, and restart Steam. An incorrect clock can disrupt secure web connections or authentication, but it is only a secondary check—not a universal explanation for -7 or -130. Valve treats secure-connection and Steam-logon failures as a related support category (Steam secure connection and logon help).

Hosts file

For a persistent failure, inspect C:WindowsSystem32driversetchosts only if you are comfortable doing so. Back up the file first; remove only an entry you can confidently identify as intentionally blocking Steam. Do not delete the entire file. On a managed computer, ask the administrator to check it.

Use download fixes only for download or content-server errors

If Store or Community pages are the problem, changing the download region is unlikely to address the right component. For failed downloads, updates, or content-server connections, clear the download cache and then consider a different download region.

Clear the download cache

  1. Open Steam → Settings → Downloads.
  2. Choose Clear Download Cache and confirm.
  3. Sign in again if prompted, then retry the download.

This cache is separate from Steam’s web data and may not fix Store, Community, Friends, or Inventory pages.

Change the download region

Open Steam → Settings → Downloads → Download region and select the closest region. If that is already selected and content-server errors continue, Valve advises testing the next closest region (Valve’s content-server troubleshooting steps). A region change is targeted at download/content-server symptoms; it is not a general fix for every Steam connection error.

Repair or reinstall Steam only as a last resort

Reinstalling may replace damaged client files, but it will not fix an outage, proxy, DNS, firewall, ISP, or managed-network block. Before doing it, confirm the issue appears limited to this Windows client rather than following the same network to another device.

  • Exit Steam completely first.
  • Back up the Steam installation folder if possible, especially steamapps and any personal files. Do not assume every setting or library will be detected automatically after reinstalling.
  • Use Valve’s official installer at Steam’s official download page, not a third-party download site.

When to contact Steam, your network administrator, or your ISP

If the steps above do not isolate the problem, collect the exact error code and message, the Steam features that fail, whether the same pages work in a browser, whether a hotspot works, whether proxy/VPN changes anything, your Windows version, and when and where the issue occurs. Then choose the support path that matches the evidence:

  • Steam Support: use Valve’s connection troubleshooting flow if Steam fails across networks or the problem appears client- or account-related.
  • Network administrator: contact them if Steam fails only on work, school, or university Wi-Fi, or if a required proxy or filter is involved.
  • ISP: contact your provider if Steam works through a hotspot but repeatedly fails on your home connection after router checks, particularly if the issue varies by time of day.
