If a Steam update appears stuck, first check whether it is downloading, waiting in the queue, or applying files on your drive. Active disk use with little or no network activity can mean Steam is still patching the game locally—not that the download has failed. Close the game, check the Downloads queue and available space, then work through the least disruptive fixes below.
Check what Steam is doing before you stop the update
Open Downloads in the Steam client. A game can be queued behind another download, paused, or waiting for its scheduled update window. If the network rate is at or near zero while disk activity continues, Steam may be unpacking, validating, or rewriting local files. Steamworks explains that applying a patch can involve substantial disk input/output even when the download itself is small: Steamworks SteamPipe documentation.
Give an update time to finish if disk activity continues and its progress changes. Avoid repeatedly cancelling it: Steam may have to redo some local processing. Check the game’s update status in the queue, whether another download is ahead of it, and how much free space remains on the drive holding that Steam library. Patch installation can require working space beyond the size shown for the download.
Before troubleshooting, exit the game completely. Close mod managers, third-party launchers, overlays, backup tools, or other programs that may be using files in the game folder.

Try the quick, low-risk fixes first
Pause and resume the update
In Downloads, pause the affected update, wait a few seconds, then resume it. If another Steam download is occupying the queue, pause it temporarily so you can see whether the affected game starts.
Exit Steam completely and reopen it
- Pause the update.
- Select Steam > Exit to close the client.
- On Windows, check the notification area (system tray) and close Steam there if it is still running.
- Reopen Steam, return to Downloads, and resume the update.
If Steam will not close cleanly or the update remains stuck, restart the computer. That can release a file lock and reset temporary client or network problems. Steam troubleshooting guidance also recommends restarting when diagnosing client issues: Steam troubleshooting guidance.
Clear Steam’s download cache
Use Steam > Settings > Downloads > Clear Download Cache. Steam may show slightly different wording or placement across operating systems and client versions. This resets locally cached download configuration data; it does not remove installed games, but you will need to sign in to Steam again. Follow Steam’s download and installation troubleshooting steps.
- Sign back in when prompted.
- Open Downloads and resume the game update.
- If it still will not start, restart Steam once more before trying the next fix.
Repair the Steam library or the game’s files
Repair the library folder
Steam needs write access to the library folder to update a game. Depending on the client layout, find the repair control in one of these places:

- Steam > Settings > Downloads > Steam Library Folders: right-click the affected library and choose Repair Library Folder.
- Steam > Settings > Storage: open the three-dot menu for the library and choose Repair Folder.
The label and location can vary by client revision. Steam’s support material describes library repair, including a newer Storage layout: Steam Support and Steam Support’s localized instructions.
Verify the game’s installed files
- Open Library and right-click the game.
- Select Properties, then Installed Files.
- Select Verify integrity of game files.
Older Steam client versions may call this section Local Files. Verification compares the installation with Steam’s expected files and reacquires files Steam identifies as missing or mismatched. It can take time and use bandwidth; it will not fix a failing drive, network problem, or publisher-side update issue. Some games also have local configuration files that do not match the expected files, so a message that files failed to validate does not by itself mean the entire installation is broken. Capcom’s Steam game troubleshooting guidance notes that some validation failures can be normal.
Fix a download that will not start or reach Steam’s servers
Try a nearby download region
Go to Steam > Settings > Downloads > Download Region and select one nearby alternative. Resume the update; restart Steam if the client requests it or the change has no effect. A content-server group may be slow or temporarily unavailable, and changing region can route the download elsewhere. Try one or two nearby options, not a distant region by default, then return to your usual region when the issue is resolved. Steam lists its download controls in its support instructions.
Check VPN, proxy, firewall, and security software
A VPN, proxy, firewall rule, or security product can interfere with connections or access to changed game files. If you use a VPN or proxy, disconnect it briefly as a diagnostic and retry the download. Check that your firewall allows Steam to connect. If security software appears to quarantine or lock a game file, review its alerts and quarantine rather than assuming it is the cause.

Do not leave antivirus protection disabled. If you need a temporary exclusion to test whether it is blocking the update, use the security product’s controls, keep the test brief, and restore protection immediately afterward. Steamworks recommends checking firewall settings when investigating download problems: SteamPipe troubleshooting.
Test whether the problem is the client, network, or one download
Try a small download or update for another game. If practical, test the affected download on another network, such as a phone hotspot, and compare results using a different Steam library drive. These checks can narrow the cause: a different game tests whether the problem is title-specific, another network tests the connection path, and another drive tests the original library or storage device.
Restart the modem or router if other devices or services also have connection problems. A router restart is less likely to help when only one Steam game is affected and other downloads work normally. If Steam reports Content servers unreachable, work through the region, network, VPN/proxy, firewall, and cache checks rather than repeatedly retrying the same stalled request.
Resolve disk write, disk read, and content-file-locked errors
These errors point more strongly to storage or file access than to download speed. If a download fails at the same percentage repeatedly, investigate the file, available working space, and drive as well as the connection.

- Free space: Check the drive that contains the game’s Steam library. A small displayed patch size does not guarantee that applying it needs only that much free space.
- File locks: Make sure the game is closed. Close mod tools, file browsers, backup software, and other programs that could have a game file open. A game running in the background or a security scan can prevent Steam from changing a file.
- Security software: Check for a quarantined or blocked file. Facepunch’s troubleshooting notes describe locked files and read/write errors among common Steam problems: Facepunch Steam troubleshooting.
- Library access: Repair the Steam library folder, then verify the game files.
- Drive reliability: If errors recur, especially across several games on the same drive, investigate that drive for file-system or hardware problems. Try another library drive if one is available.
External drives may disconnect, sleep, or take too long to wake during a patch. Network-attached storage and unusual file systems can introduce their own access problems. If the failure follows one drive across multiple games, focus on that drive rather than changing download regions repeatedly. When only one game is affected
If other Steam downloads work, a client-wide outage or network problem is less likely. Concentrate on the affected game’s installation, files, mods, drive, and update availability.
- Close the game and any mod manager, launcher, trainer, reshade tool, or overlay that changes or uses its files.
- Verify the game’s installed files.
- Temporarily disable or remove mods if the update still fails; modified files can conflict with an update.
- Repair the library folder and check the drive’s free space.
- Try a nearby download region if the update will not begin.
- Check the game publisher’s official support page or announcements for a delayed rollout or a withdrawn or problematic patch.
Publishers can release updates at different times by region or platform, or encounter a temporary depot problem. In those cases, repeated reinstalls cannot make an unavailable update appear; wait for the publisher or Steam-side issue to be resolved.

- If downloads work on another network, investigate the original router, network, VPN, proxy, or DNS setup.
- If they work from another library drive, investigate the original drive and its library permissions.
- If another Steam download works but one game does not, return to the game-specific steps.
- If multiple downloads fail on different drives and networks, restart Steam and the computer, clear the download cache, and check firewall or security software settings.
Do not infer a Steam-wide service disruption from one failed update. A problem with a specific region, game depot, or local setup can look similar from the client.
Reinstall only after safer fixes fail
Reinstalling the game may help when its installation is damaged, but it costs time, bandwidth, and storage and may complicate locally stored saves, mods, screenshots, or configuration files. Back up anything important before removing game content, and check the game’s support information to learn where it stores saves.
Reinstalling the Steam client is a later option for persistent client-wide problems, not a guaranteed fix for a publisher-side update failure. Keep the game library and personal files in mind: uninstalling or deleting folders can remove content depending on what you choose. Steam’s built-in cache reset, library repair, and file verification are safer first steps.
Do not routinely delete appcache, depotcache, manifests, or the steamapps folder by hand. Advanced SteamPipe documentation discusses cache cleanup in developer troubleshooting, but ordinary users should prefer the client’s repair controls. If manual cleanup is being considered, close Steam fully, back up saves and configuration files, and do not delete steamapps or game folders casually.
