Xbox’s Game Pass price shock was neither a random cash grab nor an unavoidable bill. Microsoft raised Ultimate to $29.99 in October 2025 while adding cloud, partner subscriptions, rewards and a larger cross-device proposition. On April 21, 2026, it cut Ultimate to $22.99 and PC Game Pass to $13.99—but future Call of Duty games stopped arriving on launch day. That reversal shows the real story: Microsoft was trying to make an increasingly expensive bundle financially durable, then discovered that subscribers did not value every benefit equally and that Call of Duty’s launch economics were unusually difficult to absorb.
What changed, and when?
October 2025: Game Pass became a broader bundle
Microsoft reorganized Game Pass around Essential, Premium and Ultimate, while continuing PC Game Pass. In the United States, Ultimate rose to $29.99 per month. The change was more than a sticker-price increase: Microsoft added or emphasized day-one first-party releases, cloud gaming, console online multiplayer, EA Play, Fortnite Crew, Ubisoft+ Classics, in-game benefits and Rewards with Xbox. The intended proposition was “play anywhere” across consoles, Windows PCs, cloud devices, handhelds, TVs and browsers.

That created a straightforward consumer test: did a subscriber use enough of those components to justify roughly 50% more than the previous Ultimate price? A large library is not automatically a large personal value.
April 21, 2026: a partial retreat
Microsoft reduced Ultimate from $29.99 to $22.99 per month and PC Game Pass from $16.49 to $13.99. The trade-off was significant: future Call of Duty games would no longer enter Ultimate or PC Game Pass on launch day. Microsoft said they would arrive around the following holiday season, approximately a year after release; existing Call of Duty titles already included in the catalog remain available. The accurate current framing, therefore, is not simply “Xbox raised prices.” It raised them in 2025, then lowered them in 2026 while removing one of the most expensive and commercially consequential entitlements.
What US subscribers get now
The following signals reflect United States pricing observed on August 18, 2026. Taxes, promotions, billing terms and regional availability can differ.

Microsoft’s cloud guide lists the Essential, Premium and Ultimate price signals and says cloud gaming is included across those plans: Getting started with Xbox Cloud Gaming. “400-plus games” is a description across supported platforms, not a promise that every title is available on every device, in every country or at the same time.
Why Game Pass costs more to operate than a digital shelf
First-party development is a continuing expense
Microsoft funds development, marketing, post-launch support, servers, customer service and platform operations across a large studio network. Long projects can cost money for years before release. A conventional $70 or $80 launch sale collects a large payment immediately; a subscription spreads one customer’s payment across months and may let that customer play several new releases without buying them separately.

Third-party games have private commercial terms
Many catalog games are not Microsoft-owned. Microsoft must compensate publishers under confidential agreements. The economics can depend on inclusion period, usage, territory, platform and negotiated guarantees. There is no publicly verifiable universal “pay per download” or “pay per play” formula, so claims that every subscriber costs Microsoft a fixed amount are not credible.
Cloud gaming adds infrastructure costs
Streaming requires data-center capacity, GPUs and servers, depreciation, bandwidth, regional capacity planning, latency management and device support. Cloud gaming is strategically valuable because it reaches people who do not own an Xbox console, but Game Pass is then helping fund an infrastructure business as well as a downloadable catalog. Microsoft says supported access includes compatible consoles, PCs, phones, TVs, browsers and other devices; performance depends on network quality, latency, region, hardware and input support. Xbox also said in October 2025 that Ultimate, Premium and Essential members could stream more than 1,000 games they owned on supported devices. That is a stream-your-own-game collection, not a claim that Game Pass contains 1,000 subscription games: Xbox October update.
Why Call of Duty changed the calculation
Call of Duty is not an ordinary catalog addition. It is an annual premium release with a huge audience beyond Xbox, substantial direct sales and recurring revenue from expansions, battle passes, cosmetics and other in-game purchases. Day-one inclusion can make Game Pass dramatically more attractive, especially to someone who would otherwise buy the game.

But the same decision can reduce full-price sales. A customer who would have paid $70 or $80 might instead subscribe for one month. Other customers who would never have bought Call of Duty might become subscribers, spend on in-game content or remain in the Xbox ecosystem. Whether the second group outweighs the first depends on confidential sales, subscription, engagement and retention data.
Microsoft’s 2026 policy is therefore evidence of recalibration, not proof that day-one Call of Duty was unprofitable. Delaying future releases preserves a later catalog draw while protecting the launch window for premium sales. Xbox’s announcement is explicit about the scope: this concerns future games; it did not remove every Call of Duty title from Game Pass.
Why “greed” is incomplete—but still a fair criticism
Microsoft had commercial reasons to test a higher price. More studios, more day-one releases, partner licensing, cloud capacity and cross-device support make the old price harder to sustain as a simple assumption. But “commercial reason” is not the same as “necessity.” Microsoft has not published a Game Pass profit-and-loss statement showing that $29.99 was the only viable price.
- Microsoft deliberately chose to raise the price and bundle more services.
- Cloud gaming, EA Play, Fortnite Crew and Ubisoft+ Classics are valuable only if a particular subscriber uses them.
- The 2025 package made the service more expensive without making every user’s personal library more relevant.
- The 2026 Call of Duty change revealed that the earlier package was not stable.
- A company can face real cost and revenue pressures while still choosing a margin-protecting price increase.
The strongest criticism is therefore about bundle mismatch. Adding benefits can justify a premium for a heavy, cross-device user, while making the product feel wasteful to someone who wants only first-party Xbox games or online multiplayer.

Why a smaller subscription base could be healthier
Subscriber count alone does not reveal whether a subscription is working. A service can improve if average revenue per user rises, high-cost heavy users leave, third-party licensing expenses fall, launch games sell more copies, or remaining members retain longer. It can fail if cancellations accelerate, new sign-ups slow, customers downgrade, or the service loses its reputation for value.
Microsoft’s June 2026 internal update said Game Pass had declined for more than eight months before beginning to grow after changes to the offering. That connects packaging and perceived value with the recovery, but it does not identify which individual change caused it or disclose the underlying subscriber and profitability figures: The next 100 days of Xbox.

The lower Ultimate price was not a return to the old proposition. Microsoft traded away day-one Call of Duty access while retaining day-one access for other releases. Xbox listings in 2025 identified games such as Ninja Gaiden 4 and The Outer Worlds 2 as day-one releases for Ultimate and PC Game Pass, but no announcement guarantees that every future Xbox-published game will remain day one on every plan, platform or region. This looks like a practical separation of two ideas: keep Game Pass broad enough to drive engagement and ecosystem growth, but do not automatically surrender the launch economics of the largest annual franchise. Xbox is pursuing consoles, PCs, cloud devices, handhelds, TVs and browsers—not just hardware exclusivity. The subscription is part of that ecosystem strategy.

Which option makes sense for you?
Ultimate
Ultimate is easiest to justify if you play several games each month, want new releases on day one, use both console and PC, stream regularly, need console multiplayer, or would otherwise buy multiple major releases each year. It is a poor fit if your main reason is future Call of Duty at launch, because that benefit is gone.
Premium
Premium suits catalog-focused players who use console, PC or supported cloud devices and can wait for major releases to enter the service. It avoids paying for the highest tier when day-one access and the premium partner bundle are not essential. Verify the displayed plan and regional terms because names and store pages have changed.
Essential
Essential is aimed at lighter users who mainly need online multiplayer, a smaller rotating catalog and basic cloud access. It is not the choice for day-one releases or the broadest PC-and-console selection.
PC Game Pass
PC-only players who do not need console multiplayer may find PC Game Pass the cleanest fit at $13.99. It is less suitable when the subscription’s purpose is future Call of Duty on launch day, since those releases are delayed under the April 2026 policy. Official page: PC Game Pass.

Buying is often better if you play one or two games for long periods, want permanent ownership, dislike catalog churn, rarely use cloud gaming or would subscribe for only one month around a launch. Game Pass members can receive discounts on eligible purchases, with Xbox advertising select discounts of up to 50%; amounts and timing vary by game, region and promotion: Xbox Game Pass deals.
Verdict
Xbox raised Game Pass because it was trying to turn a game library into a cross-platform bundle carrying development, licensing, cloud and ecosystem costs. That makes the increase economically understandable, not inevitable or automatically fair. The 2026 price cut and delayed Call of Duty policy show Microsoft correcting a package that asked many subscribers to pay for benefits they did not value equally. Game Pass is worthwhile when your actual play habits use the bundle; otherwise, a cheaper tier—or buying the games you will keep—is the more rational answer.
