The available contemporaneous reporting does not include a detailed Valve statement explaining a specific No Mercy decision. The clearest public account is therefore a developer-announced global withdrawal following country-level restrictions.
What was in No Mercy?
PC Gamer reported that the Steam page described incest, blackmail and “unavoidable non-consensual sex.” Collective Shout characterized the premise as a man raping female family members as revenge for his mother’s infidelity. Those are descriptions of the game and its marketing, not an endorsement of the depicted abuse.

The controversy centered on the use of sexual violence as an unavoidable element of the game’s fictional scenario. That description should not be confused with a finding that the game caused real-world harm; campaigners made that argument, while the reporting available here does not establish a causal study.
Did Valve ban No Mercy, or did the developer remove it?
Zerat Games said it would take the game off Steam globally. In its announcement, the studio wrote: “We don’t intend to fight the whole world, and specifically, we don’t want to cause any problems for Steam and Valve.” PC Gamer reported that the developer defended the fictional content while acknowledging that the behavior depicted would be disgusting in real life.

That wording points to a voluntary withdrawal by the developer after regional restrictions, not a publicly documented global ban issued by Valve. The disappearance of the store page did not necessarily revoke existing licenses: PC Gamer reported that people who had already bought No Mercy retained access.
Which countries removed or restricted it?
- Australia: geo-blocked after a complaint to the Australian Classification Board, according to Collective Shout.
- United Kingdom: Collective Shout reported a subsequent removal.
- Canada: Collective Shout also reported a subsequent removal.
- Elsewhere: Zerat Games announced a worldwide Steam withdrawal on April 10, so the final action was global even though the reported sequence began with country-specific measures.
The sources do not provide a complete country-by-country list of every territory affected before the worldwide withdrawal.

Who campaigned for its removal?
Collective Shout organized the campaign and petition against the game. Its petition said: “By treating rape as entertainment, No Mercy puts all women and girls at risk.” That is the organization’s advocacy position, not an independently established causal conclusion.
Petition totals changed as the campaign progressed. PC Gamer reported more than 13,000 signatures at an earlier stage. Collective Shout’s April 17, 2025 update reported more than 70,000. These figures are time-stamped snapshots rather than contradictory totals.

What was the UK legal context?
PC Gamer cited a 2008 UK law under which possessing explicit and realistic pornographic depictions of non-consensual sex is illegal. UK Home Secretary Yvette Cooper was quoted saying: “That sort of vile material is already currently illegal.” This explains the legal backdrop discussed in the UK coverage; it is not a published court ruling that specifically adjudicated No Mercy.

According to Collective Shout’s April 17 update, No Mercy was also removed from Itch, while the developer’s Patreon account had been shut down. The update does not, by itself, establish that every copy or every form of independently hosted material disappeared from the internet.
