A Sega Dreamcast emulator for Xbox One called WinDCe10 was expected to arrive “this summer,” according to a June 5, 2017 HotHardware report. That was an announcement-era plan, not confirmation of a release: the available sources do not establish that WinDCe10 launched, can still be downloaded, or works with current Xbox One software.
What the 2017 announcement said
HotHardware reported that WinDCe10 was planned as a free emulator, with donations welcomed by its developers. Reporter Rob Williams wrote, “Due out this summer, WinDCe10 is going to be made available for free, although donations are welcomed by the developers to expedite the development process.” The quote describes the expectation at the time, not a verified release outcome. The planned route was sideloading through Xbox One Developer Mode rather than downloading the emulator as a regular Xbox Store release. HotHardware did not establish what technical base WinDCe10 used; it speculated that it might use nullDC or DEMUL, which should not be treated as a confirmed implementation detail.
Which features were anticipated?
The report listed several features as part of the announced plan. It did not present test results demonstrating that they worked.

HotHardware also raised questions about whether WinDCe10 would support the Dreamcast VMU memory card feature or online play. Those were open questions in the 2017 coverage, not confirmed omissions or capabilities.
How Developer Mode differs from Retail Mode
Microsoft’s UWP FAQ explains that Xbox One users can switch between Developer Mode and Retail Mode. App development and deployment take place in Developer Mode; it is distinct from the console’s normal retail environment. This general guidance helps explain the kind of setup described in the announcement, but Microsoft’s documentation does not mention WinDCe10 or confirm that it is available. See Microsoft’s UWP FAQ.

Can you install WinDCe10 on Xbox One now?
The cited sources do not establish a present-day installation route. The 2017 article described an anticipated release and said it was not expected through the normal Xbox Store; neither that historical report nor Microsoft’s general Developer Mode documentation confirms a later launch, current download, or compatibility with current console software. So the practical answer is: WinDCe10 was announced for Developer Mode sideloading, but its present availability and operation remain unverified.
