Activision reported that Call of Duty’s text-moderation system had blocked more than 45 million messages it said violated the game’s Code of Conduct, counting from November 2023. The figure appeared in a report published before Call of Duty: Black Ops 6 launched on October 25, 2024—not in a new 2026 update. It is a count of messages, not players or bans, and Activision has not published enough methodology to show how often the system gets its decisions right.
What Activision’s 45 million figure counts
In its 2024 anti-toxicity report, Activision said its system had blocked more than 45 million text-based messages that violated the Call of Duty Code of Conduct since November 2023. The report described in-game text moderation in 20 languages.
That wording matters. It is a cumulative message count, not a count of 45 million people, unique accounts, confirmed toxic players, or bans. One person may send multiple messages. Activision’s public description does not fully define whether the count includes repeated attempts, messages briefly visible before filtering, or other operational details, so “blocked” should not be read as evidence that each message was manually reviewed or that every sender received an account penalty.
The 20 text-moderation languages listed in 2024
- English, French, Italian, German, Spanish, Portuguese, Russian, Polish
- Japanese, Korean, Arabic, Traditional Chinese, Simplified Chinese, Turkish, Dutch, Thai
- Vietnamese, Indonesian, Finnish, Romanian
The list describes text-moderation coverage reported at that time; it does not establish that moderation quality is identical across languages, titles, regions, or later dates.

How Call of Duty’s moderation systems differ
Activision describes a combination of proactive detection, player reports, and its own enforcement systems. Text, voice, and player reporting are related parts of that approach, but they are not one metric or one moderation tool.
| Area | What Activision says it uses | What that means |
|---|---|---|
| Text chat, clan tags, and usernames | Microsoft Community Sift, integrated with Activision technology and enforcement systems | Activision says text is analyzed in near real time; a blocked message is not the same thing as an account enforcement. |
| Voice chat | Modulate ToxMod, operated and managed by Activision | A separate system intended to detect harmful behavior. Activision says voice chat may be monitored and recorded to identify and investigate disruptive behavior. |
| Player reports | In-game reporting and internal review and enforcement processes | Reports can flag conduct automated systems may miss; a report is a signal, not proof of a violation. |
Activision’s voice-chat moderation FAQ says the voice system focuses on harmful behavior rather than simply searching for individual keywords. The company has not publicly detailed the system’s model architecture, decision thresholds, human-review rate, or how it handles every context-dependent case.

What the 2024 report said about voice moderation
The same report gave separate voice-chat measures for Modern Warfare III and Call of Duty: Warzone. Activision said exposure to disruptive voice chat had fallen 43% since January 2024, and repeat voice-chat offenders had fallen by a combined 67% after an enforcement improvement launched in June 2024. It also said 80% of players who received a voice-chat enforcement in July 2024 did not reoffend.
These are company-reported results, not independently audited measures. A decline in exposure is not proof that toxic speech itself fell by the same percentage, nor does it mean toxicity was eliminated. The report did not provide the underlying counts, a sampling method, or confidence intervals for those percentages.

At Black Ops 6 launch, the voice-moderation languages Activision listed were English, Spanish, Portuguese, French, and German. The 2024 FAQ described voice moderation as globally available except in Asia, a qualification that should not be generalized into uniform availability across every later title, platform, or region.
What Activision reported later
Activision’s November 2025 progress report used different measures and a later period: since the launch of Black Ops 6 and across Warzone, the company said it had issued more than 8 million warnings and applied more than 8.3 million enforcements. It described the combined total as more than 16 million actions, more than double the number from two years earlier.

Activision said repeat-offense rates since December 2024 had fallen by more than 43% in Black Ops 6 and 38% in Warzone. It also reported a 46% decline in social-media mentions of disruptive gameplay in early 2025 compared with the preceding five months. These are Activision’s figures, and the report does not supply enough underlying methodology to independently assess them. Warnings, enforcements, and social-media mentions are different measures from blocked text messages; they should not be added to the 45 million count.
The report says enforcements included chat-communication restrictions and resetting offensive usernames to default names. It also described player-report updates, including immediate confirmation that a report was received and follow-up notification after review, as well as more automated reporting flows and a communication preset for managing public voice and text chat, invites, and friend requests. The report presented these features as planned or coming soon, so it does not establish availability in every game, platform, or region.

What the numbers show—and what they cannot show
The 45 million figure demonstrates that Activision says its text filter has operated at substantial volume. Together with the later reports, it also shows the company tracks multiple interventions: filtered messages, warnings, account or communication enforcements, and player exposure. Those categories help explain the moderation effort, but they are not interchangeable measures of accuracy or overall player safety.
Automated systems can face difficult context, including quoted slurs, reclaimed language, sarcasm between friends, deliberate misspellings, game slang, and words whose meaning varies across languages. Activision has not published a false-positive rate, a confusion matrix, appeal-success figures, or an independent audit of the 45 million-message count. Without those details, readers cannot calculate what share of all messages was blocked or determine how often a decision was correct.
For voice chat, monitoring and recording also raise questions about retention, access, consent, and differences in regional privacy treatment. Activision’s FAQ confirms monitoring and recording for detection and investigation, but the cited public material does not establish a complete retention schedule or explain every regional treatment.
What players can do
- Use the in-game reporting tools for harassment or disruptive behavior, including incidents automated moderation may not catch.
- Review the communication settings available in your specific Call of Duty title to limit public voice or text chat and unwanted invitations where supported.
- Distinguish a communication restriction from an anti-cheat action: the reports describe moderation measures such as chat restrictions and username resets, not a count of cheating bans.
Feature names and availability can vary by game, platform, region, and date; Activision’s support pages and in-game settings are the practical place to check what is enabled for a particular account.
