The Verge characterized the proposal as appearing to be a benefits or HR decision, noting that Spencer was initially unaware of it. That is reporting context, not a confirmed explanation from Microsoft about who initiated the proposal or why.
Who the reversal covered—and what it did not promise
Contemporaneous reporting described the planned removal as affecting most Microsoft employees, but it did not publish a complete eligibility policy. The reversal should therefore be understood as preserving access for employees who already had the offer, not as confirmation that every Microsoft worker received Ultimate.

Was the reversal about consumer Game Pass pricing?
