Access reportedly returned after several hours, and contemporary reporting attributed the incident to an apparent DNS attack or poisoning event—not a confirmed permanent ban. The outage did not prove that Beijing had shut Steam down. It showed why users could not easily tell a technical disruption from censorship, and why the international storefront’s position in China was already uncertain.
What happened to Steam in China in December 2021?
Reports of the disruption circulated late on December 24, 2021, during Steam’s Winter Sale. Users and industry observers initially suspected that the international Steam client had been added to China’s blocking system. By December 27, GeekWire reported that access had returned after several hours and that an apparent DNS attack was considered the likely explanation. The attacker was not identified in the coverage.

That distinction matters: a DNS disruption can make a service difficult or impossible to reach without establishing that authorities ordered a lasting shutdown. The available contemporary reporting did not establish a permanent government ban, and it did not provide a confirmed explanation from Valve. GeekWire’s December 27 report described the attack explanation as likely, not as a confirmed finding from Valve or a public incident investigation.
Why did a temporary outage look like a government ban?
From a user’s perspective, DNS interference and government blocking can produce similar symptoms: a domain may fail to resolve or a service may stop loading. China’s filtering environment also made a government block plausible to users. Steam’s international storefront remained accessible to many Chinese users, but its community features were already restricted, according to contemporary reporting. The Winter Sale made the disruption unusually visible to players and publishers.

Steam is not one indivisible service. The storefront, community pages, login and authentication, downloads, updates, Workshop content, payments, and multiplayer connections may rely on different domains or infrastructure. A user who can launch an installed game may still be unable to browse the store; access to one game server does not establish that every Steam function is reachable. Reports from a particular user, city, or ISP would not by themselves prove a nationwide policy.
To establish a formal ban, one would want stronger evidence than a short outage: for example, an official notice, durable blocking across regions and networks, or consistent independent measurements. The 2021 episode, as reported at the time, fit a temporary DNS-level disruption better than proof of a permanent policy decision.
Steam Global and Steam China are different platforms
Steam Global: a broad international storefront
Steam Global is the international version many Chinese players used to access a much larger range of games, including titles outside China’s formal domestic approval process. It also provided Chinese independent developers with a route to reach overseas players. That made it valuable to both consumers and studios, while leaving the service in a more ambiguous regulatory position than an approved domestic platform.

Steam China: a separate, approval-based channel
Valve partnered with Chinese company Perfect World to establish Steam China, also known as 蒸汽平台, as an onshore platform. Valve’s Steamworks documentation describes the partnership and says games published on Steam China require Chinese government approval and an ISBN. It is therefore not merely Steam Global with a Chinese-language interface or a regional setting; it is a distinct distribution channel shaped by domestic approval requirements.

It could also serve as a pathway if the international client were restricted in the future, but that is an inference—not a confirmed plan by Valve or the Chinese government. The existence of Steam China does not establish that Steam Global would be replaced, nor that Global libraries could be transferred to it.
How large was the catalog gap?
The scale of the divide was striking in the period around the outage. The U.S. International Trade Commission reported a comparison of more than 110,000 games on Steam Global and about 103 approved titles on Steam China. These are historical snapshots, not current catalog counts or permanent platform limits. The figures also do not mean every Global title was legally or technically available to every player in China. The USITC report provides the comparison.

Why a future restriction seemed plausible
China’s game market operates under an approval system, and Valve’s documentation makes that requirement explicit for Steam China. The government’s scrutiny of games has also encompassed content and concerns around minors’ playtime and gaming habits. For publishers, pauses and delays in approvals have created uncertainty; a corporate filing hosted by the SEC describes periods when China’s National Press and Publication Administration did not issue new domestic online-game approvals. That filing illustrates industry-wide approval uncertainty, but it does not document an order to close Steam Global. The filing is one example of the broader licensing environment.
Steam Global’s large international catalog and its use as a route for games outside the domestic approval pipeline added to the tension. These factors made future restrictions conceivable, but the evidence cited here does not identify a 2021 government order directing Steam Global to shut down. A difficult regulatory climate is not the same thing as proof that a particular outage was state-directed.

A lasting block could affect more than players. Chinese independent studios used Steam Global to reach international audiences, while overseas developers could rely on Chinese players as part of their market. GeekWire reported that some Western indie developers said China accounted for as much as 30% of their revenue; that was an anecdotal figure from those developers, not a representative industry estimate.

Moving a release to Steam China would involve the platform’s approval and ISBN requirements, and could add compliance, localization, publishing, or timing considerations. A game’s appearance on Steam Global does not show that it has Chinese approval, and Steam China’s catalog is not a guaranteed substitute for the international storefront.
The 2019 removal of Red Candle Games’ Devotion from Steam, after an image in the game was interpreted as insulting Chinese President Xi Jinping, offered a separate warning about the commercial consequences of political sensitivities. It is an example of content and market pressure, not evidence that the Chinese government caused the 2021 outage.

If access to Steam Global were restricted, the effects would depend on what was blocked. The storefront could fail while some installed games continued to launch; downloads, updates, authentication, community features, Workshop content, payments, and multiplayer might not all be affected in the same way. Previously purchased games or wallet balances would not automatically be lost simply because of a storefront outage, but their practical accessibility could depend on the services that remained reachable. The 2021 disruption does not tell us how authorities or Valve would handle those cases under a lasting block.

For developers, a restriction could mean reduced access to Chinese customers, greater reliance on approved domestic channels and publishing partners, and added compliance work or release delays. For Valve and Perfect World, Steam China offers an approval-based route to operate, but its smaller historical catalog highlights the commercial trade-off if players were pushed away from Steam Global. These are plausible consequences, not outcomes established by the 2021 incident.
What the outage established—and what it did not
The episode established that a brief technical disruption could look like a government shutdown to users already navigating selective restrictions and regulatory uncertainty. Contemporary reporting said access returned after several hours and pointed to an apparent DNS attack, with no identified attacker. It did not establish that the Chinese government permanently banned Steam Global, or that such a ban was imminent.
Steam Global’s status was vulnerable to uncertainty because it sat alongside a separate, approval-based Steam China platform. The outage made that uncertainty tangible, but it was evidence of vulnerability—not proof that a permanent ban had occurred.
