How to Make Steam Download Faster on Windows 11: Diagnose the Bottleneck

Find out whether slow Steam downloads on Windows 11 come from settings, Wi-Fi, server congestion, competing traffic, or your PC’s storage—and test the safest fixes first.

Steam downloads are fastest when the slowest part of the chain—your internet connection, Steam’s content server, your local network, or your PC’s storage and processing—is not holding them back. Start by checking the speed units and Steam’s own limits, then test the network and watch Steam’s disk activity before changing Windows settings.

First, check whether Steam is actually slow

Internet plans are usually advertised in megabits per second (Mbps or Mb/s), while Steam may display megabytes per second (MB/s). One byte equals eight bits, so multiply Steam’s MB/s figure by eight to compare it roughly with your plan: 25 MB/s is about 200 Mbps, 62.5 MB/s is about 500 Mbps, and 125 MB/s is about 1,000 Mbps. These are conversions, not guaranteed download rates; network overhead and other bottlenecks affect the result. Steam explains the byte-versus-bit distinction in its download speed guidance.

Look at Steam’s Downloads page while a game is downloading. Compare its network rate with your plan using the correct units, and check the Disk Usage graph at the same time. A speed test measures the connection to a speed-test server, not Steam’s content-delivery servers, so the results do not have to match. Steam also notes that the rate shown can be constrained by the CPU and disk work needed to install or update a game (Steam Support).

Adjust Steam’s download settings

Check the bandwidth limit and throttling options

  1. Open Steam and select Steam in the top-left corner.
  2. Choose Settings, then Downloads.
  3. Check whether a download bandwidth limit is enabled. Turn it off to test maximum available speed, or set a deliberate limit if you need to leave bandwidth for calls, streaming, gaming, or other people at home.
  4. Check for an option that throttles downloads while streaming or restricts background downloads, if it appears in your client. Labels and available controls can vary by Steam build, language, and account.

Steam supports configurable bandwidth limits, and the displayed unit affects how to interpret them (Steam download settings). Disabling a limit helps only if that setting was the bottleneck; it cannot increase the capacity of your connection, Steam’s servers, or your PC.

Test a nearby download region

  1. Go to Steam > Settings > Downloads.
  2. Under Download Region, select the region geographically closest to you.
  3. Resume or restart the download and compare the rate for several minutes.
  4. If it remains unusually slow, test one or two nearby regions in the same way and keep the fastest stable option.

Distance is a useful starting point, not a guarantee: a nearby server can be congested or have a routing problem. Steam recommends trying the closest region and, if performance remains poor, the next closest (Steam region troubleshooting). Changing regions repeatedly at random makes results harder to compare.

Rule out competing network activity

Other transfers can take bandwidth or upload capacity that Steam would otherwise use. Check Windows Update and Microsoft Store, cloud-sync services such as OneDrive or Dropbox, other game launchers, browser downloads, torrents, backups, streams, VPN transfers, and activity on other household devices.

Press Ctrl + Shift + Esc to open Task Manager. Use Processes and Performance to see whether network, disk, or CPU use is high while Steam slows down. Treat Task Manager as a monitoring tool; do not end unfamiliar Windows processes just to chase a higher download rate. Steam also lists other downloads, streaming, cloud synchronization, and large transfers as possible network contention (Steam network troubleshooting).

Check Windows 11 network settings

Metered connection

A metered connection tells Windows that data use may be limited, which can affect how some apps and services behave. Check the setting for the network you are using:

  • Wi-Fi: Settings > Network & internet > Wi-Fi > your connected network.
  • Ethernet: Settings > Network & internet > Ethernet.

If your plan is unlimited and the setting was enabled by mistake, turn Metered connection off and test again. If you have a capped or cellular plan, leave it enabled unless you are comfortable with the data use: a large game can consume tens or hundreds of gigabytes. Delivery Optimization

Delivery Optimization is for Microsoft content, including Windows updates and Microsoft Store apps; it does not normally deliver Steam game downloads. It can still compete for bandwidth or upload capacity when active. To review it, open Settings > Windows Update > Advanced options > Delivery Optimization. Check Allow downloads from other devices and the bandwidth and upload controls. If Windows is actively transferring update data, pause or limit that activity while testing Steam.

Do not treat Delivery Optimization as a universal throttle for Windows traffic or Steam. Microsoft says its bandwidth limits apply to automatic update downloads, not necessarily downloads manually started through Windows Update or Microsoft Store. Its documentation describes the feature and controls: Delivery Optimization in Windows and Windows Update Delivery Optimization and privacy.

Test Wi-Fi, Ethernet, and the router

  1. If practical, connect the PC to the router by Ethernet and compare the same Steam download. A wired connection is usually less vulnerable to wireless interference and can show whether Wi-Fi is the problem.
  2. If Ethernet is not practical, move closer to the router and use a less congested 5-GHz or 6-GHz Wi-Fi band if both the router and PC support it. A weak 2.4-GHz connection may be less reliable, but Wi-Fi is not inherently too slow for Steam.
  3. If other devices are also slow or unstable, restart the modem and router. Let them finish reconnecting before testing again.
  4. For persistent Wi-Fi problems, check for router firmware and network-adapter driver updates through the device makers’ official support channels.

Steam’s troubleshooting guidance recommends testing a direct wired connection when wireless or powerline interference may be involved, and identifies router settings, wireless congestion, and other network activity as possible factors (Steam connection guidance). Ethernet may require a cable, adapter, dock, or installation, but it is a useful comparison before buying new networking equipment.

Check whether the PC is installing faster than it can download

Steam may be downloading, decrypting, decompressing, verifying, and writing files in overlapping stages. During a disk-heavy phase, network activity can fall even though Steam is still working. Read the network and Disk Usage graphs together, and use Task Manager’s Disk and CPU columns to see whether either is busy.

  • If disk activity is high while network activity is low, let the installation or update phase finish before judging the connection.
  • Close other applications that are heavily using the same drive or CPU.
  • Check that the game’s library drive has adequate free space, including room for temporary update files.
  • A slow hard disk, busy external USB drive, or network-share library can make installation less predictable. A local SSD may help when storage is the bottleneck, but cannot increase internet or server speed.

Steam specifically notes that disk and CPU installation work can limit the download rate it reports (Steam Support on download and installation activity). Avoid changing advanced write-caching policies or raising Steam’s process priority as generic speed fixes; neither creates bandwidth, and storage-policy changes can carry stability or data-loss risks.

Use a controlled VPN test, then restart Steam if needed

Compare VPN on and off

A VPN can change the route to Steam’s servers, which may help in a particular routing problem, but it can also add latency, reduce throughput, or use an overloaded exit server. Pause the download, disconnect the VPN temporarily, resume the same download, and compare. Turn it back on afterward if privacy or work requirements call for it. Do not assume a VPN is a speed upgrade.

Restart the client and network equipment

  1. Pause the download and exit Steam completely, including from the system tray.
  2. Reopen Steam and resume the download.
  3. If several devices have network problems, restart the modem and router, then wait for them to reconnect fully before testing again.

Steam recommends power-cycling network equipment for some network problems (Steam network troubleshooting). Restarting a router is less useful when only one Steam game is slow and other network activity works normally.

Clear Steam’s download cache only after simpler checks

Clearing the cache can help with some persistent client-state or download problems, but it is not a routine speed boost and is not guaranteed to improve throughput. Before doing it, note which game is downloading and which library contains it; Steam may restart part of the download process or ask you to resume or revalidate the affected download.

  1. Open Steam > Settings > Downloads.
  2. Select Clear Download Cache and confirm.
  3. Sign in again if Steam requests it, then resume the download and check its progress.

The control is part of Steam’s download settings; its location or label may vary slightly between client builds (Steam download settings).

Match the symptom to the next test

Symptom Likely bottleneck Best first test

When to suspect the ISP or Steam’s servers

Compare another large download service, another Steam game, and Steam at a different time of day. If only Steam is slow, while a speed test and other downloads remain normal, the issue may be Steam’s region, a particular content server, or the route between your ISP and Steam. Try one nearby region; if that changes nothing, stop cycling through regions and check the disk, Wi-Fi, VPN, and client instead. If multiple services slow at the same time—especially on multiple devices—the local network or ISP is a stronger possibility. Steam notes that time-of-day patterns can point to ISP congestion or traffic shaping, while region changes can help test regional server issues (Steam connection guidance; Steam region guidance).

Avoid risky or misleading “speed hacks”

  • Do not disable Windows Defender or your firewall permanently. If security software appears to scan the Steam library heavily, consult the vendor’s documented exception process and weigh the reduced protection for that folder.
  • Do not change TCP settings or run network-reset commands as a guaranteed Steam fix; they do not solve a congested server or a disk bottleneck, and resets can remove saved network configuration.
  • Do not disable disk write caching or use “gaming optimizer” tools to force a higher rate. These changes are not general fixes and can create performance or reliability problems.
  • Do not turn off a metered connection on a capped plan just to make one download faster.
