Xbox’s Muse AI Can Generate Gameplay in Real Time—but It Isn’t Making Full Games

Microsoft’s original Muse model was not real-time. Its faster WHAM-RT successor can simulate interactive gameplay, but it is a narrow research prototype, not a complete game generator.

Yes, Microsoft has demonstrated AI-generated gameplay that responds in real time—but that description applies to a later model, not the original Muse release. The first Muse model generated gameplay visuals at about one image per second. Microsoft’s faster successor, called WHAMM in its 2025 announcement and WHAM-RT on its project page, generated more than 10 frames per second in a playable *Quake II* demonstration. It simulates a narrow game environment; it does not run the original game or create a complete, shippable game.

What is Xbox’s Muse AI?

Muse is Microsoft’s research program for gameplay-oriented generative models, developed with Xbox and Ninja Theory. Its original model family is called WHAM, short for “World and Human Action Model.” Rather than producing only game-like pictures, a WHAM model learns patterns connecting gameplay visuals, player inputs and what happens next. Depending on the setup, it can generate visuals, controller actions, or both. Microsoft Research’s Muse introduction describes the work as a tool for gameplay ideation.

The original WHAM-1.6B model was trained on *Bleeding Edge*, Ninja Theory’s multiplayer arena game. Microsoft’s released model materials also refer to 200M and 1.6B variants. That game-specific training matters: Muse is not a universal system that can generate any game from a short text prompt.

How does gameplay generation work?

  1. Learn from gameplay. The model is trained on game visuals paired with information about player actions, allowing it to learn an approximation of how an environment tends to change.
  2. Start with context. The original Muse demonstrations used about one second of initial gameplay frames and controller-action information as a starting point.
  3. Predict what follows. Given that context and subsequent inputs, the model generates likely visual continuations. Some demonstrations showed multiple possible continuations from the same start.
  4. Use the result for exploration. Microsoft presented the original model as a way to explore mechanics, variations and gameplay ideas—not as an end-to-end game development pipeline.

The model does not hold a guaranteed, complete symbolic representation of the game. It predicts from learned patterns, which is why a sequence can look interactive while still getting game state or rules wrong. Microsoft’s research summary on World and Human Action Models frames this as gameplay ideation.

Was the original Muse model real-time?

No, not in the practical sense of a responsive playable experience. In its comparison of the systems, Microsoft Research reported that WHAM-1.6B generated about one image per second at 300×180 resolution. That is useful for studying or reviewing generated gameplay sequences, but far too slow to feel like ordinary live gameplay.

The real-time claim belongs to the later model. Microsoft announced WHAMM on April 4, 2025, and its WHAM project page now identifies the real-time model as WHAM-RT. Keeping the names straight avoids confusing the original Muse demonstration with its faster successor.

What can WHAMM/WHAM-RT do?

Microsoft demonstrated WHAMM as an interactive, AI-generated approximation of *Quake II*. The model generated more than 10 frames per second at 640×360 resolution, compared with the original model’s roughly one image per second at 300×180. The demonstration accepted keyboard or controller inputs for movement and camera aiming, as well as actions such as jumping, crouching and shooting. It could also depict environmental interactions, including exploding barrels and some level secrets.

Microsoft used a MaskGIT-style approach to generate image tokens more efficiently. For the *Quake II* example, it reported using about one week of curated gameplay data from a single level, collected with professional game testers. By comparison, the WHAM-1.6B training effort drew on approximately seven years of *Bleeding Edge* gameplay data. Those figures describe the data behind these specific research efforts; they do not establish how much data another game would need.

Calling the demonstration playable needs a qualification: users were playing the model, not the original *Quake II* software. The model generated a visual approximation of learned gameplay patterns frame by frame. It was not running *Quake II*’s original engine underneath.

What the prototype can—and cannot—do

Why it is not a conventional game engine

A conventional engine executes explicit game rules and maintains structured world state. It can calculate collisions and physics, track object positions, and render known geometry, materials and lighting. Muse-family models instead generate a likely next visual state from learned gameplay patterns and recent context. That can make an environment feel interactive without making its underlying state dependable.

Microsoft’s WHAMM account documents several consequences: enemies may look fuzzy, health values or pickups may be counted incorrectly, and interactions may not produce reliable outcomes. Objects that disappear from view long enough can be forgotten. In the public example, the model had about 0.9 seconds—or nine frames at 10 fps—of gameplay context. The demonstration was limited to a section of one level; reaching the end of the recorded area could make the generation freeze or restart. Microsoft also noted noticeable input latency in the publicly available experience.

“Real time” here means an interactive research demonstration generating at a reported rate above 10 frames per second. It does not establish high-resolution output, low-latency local inference, full-game duration, reliable play or support on Xbox consoles.

What could Muse be useful for?

For developers: exploring ideas

The original Muse work was aimed at gameplay ideation: testing alternate continuations, visualizing possible mechanic changes and exploring variations before committing to a conventional implementation. Microsoft’s demonstrations included continuing gameplay and preserving some user-added visual changes. These are research examples of creative exploration, not evidence of a drop-in replacement for Unreal Engine, Unity or a proprietary game engine.

For players: possible future experiences

Xbox has discussed potential uses such as helping players participate in creation and re-experiencing nostalgic games. Those are possibilities, not confirmed consumer features or a product roadmap. A generated approximation would also not, by itself, preserve an original game’s software, assets, mechanics, online services or historical behavior.

Can you try Muse or WHAM-RT?

Microsoft Research has described WHAM-RT as playable through Copilot Labs. Access details may vary, and that research demonstration is not a retail Xbox game or a generally supported developer SDK. Microsoft also said the original Muse model weights, sample data and WHAM Demonstrator were made available through Azure AI Foundry. For technical materials, see Microsoft’s WHAM model release. The release is specialized; it should not be mistaken for a general-purpose game generator, and its model page warns that inference was not fast enough for real-time use for that released model.

Neither the project page nor the research demonstration establishes that Muse runs on Xbox consoles. Availability, geography, account requirements and capacity can change, so check Microsoft’s WHAM project page for current access details.
