If you can use that console, deactivate it there first. If it is unavailable, PlayStation lets you deactivate all consoles remotely, but only once every six months.
First, check which account and console you’re using
A PS4 can be the primary console for one account while another account on that same PS4 has a different primary console. The designation belongs to the PlayStation Network account, not to the console for every user. Signing in on multiple PS4s is possible, but one account can have only one primary PS4 at a time. Activating an account does not transfer its purchases to another account.
Use the account that bought the game or holds the relevant subscription. PlayStation says primary activation lets other users on that PS4 access eligible purchases, some PlayStation Plus benefits and purchased themes; it also supports automatic downloads of certain purchases and pre-orders and Remote Play features. If you can access the old primary PS4
Deactivate the old console locally before activating its replacement. This is the targeted option and avoids using the remote all-devices reset.

- Sign in to PlayStation Network on the PS4 that is currently primary for the account.
- Go to Settings → Account Management → Activate as Your Primary PS4. Depending on system software, the menu may read Activate as Your Primary PlayStation 4.
- Select Deactivate and confirm.
- On the replacement PS4, sign in to the same account and return to the same menu.
- Select Activate. PlayStation’s activation guide lists this local activation path at its official guide.
If the old PS4 is sold, broken, reset or inaccessible
Use PlayStation Account Management to deactivate all consoles associated with the account, then activate the PS4 you want to use. This remote action is not a way to choose one individual missing console, and PlayStation limits it to once every six months.
- Sign in to PlayStation Account Management.
- Open Device Management → PlayStation Consoles.
- Select Deactivate All Devices and confirm.
- Sign in to the desired PS4 and activate it using Settings → Account Management → Activate as Your Primary PlayStation 4 → Activate.
Because the remote action applies to all consoles linked to the account, other consoles may need to be signed in again. Don’t use it casually if you can deactivate the old PS4 locally. Resetting a console is not a substitute for changing the account’s activation assignment. Also, Deactivate All Devices is different from signing out of all devices; PlayStation describes sign-out separately at its sign-in support page.

If remote deactivation was already used in the last six months
PlayStation’s stated limit means a second remote reset may not be available during that period. Its guidance does not say that changing an email address, password, profile or console name bypasses the limit. Don’t keep retrying the remote option. If possible, regain access to the old PS4 and deactivate it locally; otherwise check the account and connection, then contact PlayStation Support if the issue remains blocked. PlayStation does not promise an immediate cooldown override.

When activation still fails: check service, software and connection
These steps can help if the PS4 cannot reach PlayStation services. They will not remove another PS4’s primary assignment or bypass the remote-deactivation limit.

- Confirm that you are signed in to the PlayStation Network account that should own or share the content.
- Check PlayStation service status for an outage or maintenance.
- Install the latest PS4 system software.
- Turn off the router or modem, wait at least five minutes, then restart it.
- Restart the PS4 and retry activation.
- If activation remains blocked, contact PlayStation Support with the error code and account details.

If the PS4 activates but games are still locked
Activation and game licensing are separate checks. A PS4 can be primary while a particular title remains unavailable because it belongs to another account, a subscription has ended, or the license is not being recognized.

- Check ownership: A game bought by User A remains User A’s purchase. For User B to access eligible shared purchases on that PS4, User A generally needs to activate that console as User A’s primary PS4; activating User B’s account does not make User B the owner.
- Check PlayStation Plus: Confirm the account that supplied the game or benefit has an active subscription. Only some PlayStation Plus benefits are shared through primary activation.
- Restore licenses: Use this when purchased content is locked or missing, not as the first response to an account already assigned to another primary PS4. Follow PlayStation’s license-related troubleshooting.
- Verify the activating account: The account that owns the content or provides eligible access is the one whose primary-console status matters.
PS4 and PS5 use different sharing settings
PlayStation lists separate activation allowances: an account can have one PS4 and one PS5 activated at the same time. On PS5, the equivalent sharing feature is called Console Sharing and Offline Play, not primary PS4 activation. Its menu path is Settings → Users and Accounts → Other → Console Sharing and Offline Play. Don’t look for the PS4 activation menu on a PS5. See PlayStation’s activation guide.

What to have ready if you contact PlayStation Support
- The account sign-in email or account ID.
- The exact error code and the point at which it appears.
- Whether you can access the old primary PS4.
- When you last used remote deactivation, if known.
- The PS4 system-software status and whether PlayStation services are available.
- Whether activation itself fails or only particular games and add-ons are locked.
