It can predict visuals, controller actions, or both. It is an interactive research prototype—not an Xbox console feature, a text-to-game service, or a system that builds complete commercial games.
The distinction matters: Muse’s public release lets researchers and developers explore generated gameplay, but its outputs are low-resolution, specialized to one game, and too slow for real-time use. Microsoft has discussed future possibilities such as helping developers explore ideas or make older games accessible; those are not capabilities of a finished preservation or game-development product.
What Xbox and Microsoft announced
Muse is Microsoft’s name for a research effort whose technical model is called WHAM, short for World and Human Action Model. Microsoft Research developed it with Xbox Game Studios’ Ninja Theory and the TaiX/Teachable AI Experiences teams. The announcement accompanied a peer-reviewed paper in Nature. Microsoft described Muse as a model of gameplay: it learns relationships between what appears on screen, how the game state changes, and the player’s controller input.
The model was trained using gameplay from Bleeding Edge, Ninja Theory’s 4-versus-4 multiplayer combat game. It is not trained on all Xbox games, and its documented specialization means it should not be treated as a general-purpose simulator for arbitrary games or worlds. How Muse generates gameplay
WHAM’s three operating modes reflect the link it tries to learn between actions and their visual consequences:
- World model: Given a starting game state and a sequence of controller actions, it predicts what may appear next.
- Behavior policy: Given game visuals, it predicts controller actions.
- Full generation: It generates visuals and controller actions together.
For example, a researcher could start with a gameplay state and explore how a sequence of inputs might continue. The result is a model-generated gameplay sequence, not necessarily an executable level, a game-engine scene, source code, production-ready assets, or a playable commercial build. What data trained the model
Microsoft says the training material consists of anonymized gameplay recordings captured when players agreed to the relevant End User License Agreement. The published scale is more than one billion image-and-controller-action observations, from roughly 500,000 matches or sessions across all seven Bleeding Edge maps. Microsoft describes the data as representing about seven years of continuous gameplay in aggregate. That is a measure of combined gameplay represented in the dataset—not seven years spent training the model or seven years of activity by one player.
Microsoft says its teams worked with compliance personnel on responsible data collection. The complete gameplay dataset was not released: the repository provides a sample, while the full dataset is owned by Ninja Theory and licensed for research purposes. The public sample dataset is distinct from the full training material.

What the research demonstrates—and what it might help with
The work investigates whether a model can keep a gameplay sequence coherent, produce varied continuations, and preserve the influence of human changes or interventions over time. Microsoft reports generated sequences lasting up to two minutes. That demonstrates extended generation for exploration, not a two-minute real-time game session or a production-ready play experience.
As a design-ideation instrument, the concept is straightforward: a person supplies an initial state or actions, Muse proposes a continuation, and a designer can inspect or branch from the result. A generated sequence might prompt ideas about movement, combat, camera behavior, or an encounter. Researchers can also study how action-conditioned models represent game dynamics. A development team would still need to build, test, balance, optimize, and ship any chosen idea using its normal tools and production process.

Xbox has also raised the possibility that AI could eventually help make older games accessible on future devices or in new formats. That is a possible direction, not a preservation capability delivered by Muse. A model trained on gameplay can imitate patterns or produce visual continuations; that is not the same as retaining the original game’s code, assets, rules, and exact behavior.

Microsoft released public research artifacts, including 200-million- and 1.6-billion-parameter WHAM model weights, a sample dataset, documentation, and the WHAM Demonstrator executable. Microsoft Foundry also provides an exploration route. The demonstrator is explicitly a concept prototype for research and exploration, not a finished Xbox experience.

- For a hosted exploration route, open the Microsoft Foundry Muse page and follow its current access path. Any Azure account, infrastructure, or billing requirements depend on the experience and service configuration; the Muse materials do not establish a Muse-specific consumer price.
- For local experimentation, review the official WHAM repository, including its current README, license, model requirements, sample-data notes, and demonstrator instructions before installing anything.
- Choose the model size with the documented trade-off in mind: the 200M model is about 3.7 GB, while the 1.6B model is about 18.9 GB. The smaller model is intended for faster experimentation; the 1.6B model is the principal model evaluated in the Nature paper.
- For local use, the repository’s tested setup assumes a CUDA-capable GPU and a Linux workstation running Ubuntu 20.04.4, or Windows 11 using WSL2 with Ubuntu 20.04.6. Model-file size is not the total hardware requirement: the system also needs room for the operating system, framework, cache, and inference.
The repository identifies the released artifacts as subject to a Microsoft Research License. Public access to model files is not a blanket grant for commercial deployment, and the sample dataset does not grant access to the full gameplay collection. Review the license and data terms for the intended use. Follow the live README for installation commands rather than relying on copied commands, since dependencies and instructions can change.
What Muse is not
- Not a full game generator: Public materials show generated gameplay continuations, not complete, compilable games or production-ready levels from text prompts.
- Not an Xbox console feature: The release is a research model and demonstrator, not a shipped game or consumer console service.
- Not a general-purpose world simulator: The model is specialized to Bleeding Edge-like gameplay and is not established as a model of arbitrary game worlds or real-world physics.
- Not a real-time game: The released documentation says inference is too slow for real-time use.
- Not commercial-ready open-source software: Microsoft released research artifacts under a Microsoft Research License, with a limited sample rather than the full training dataset.
- Not a preservation system: Generated patterns are not a faithful copy of the original software, assets, systems, or behavior.
Limitations that shape the results
The current high-resolution model outputs at a fixed 300 × 180 pixels. The released system has a limited context; the Nature paper describes a one-second context window for its main 1.6B-model evaluation, while the public README describes a broader ten-second context limitation for the released system. These refer to different descriptions of the evaluation and demonstrator, not a promise of long, reliable memory.
Generated images or controller actions can be wrong or unrecognizable, and errors may compound as a sequence continues. Inputs outside the training domain can produce incoherent visual artifacts or be transformed into game-relevant objects. Those limits, along with the single-game specialization, low resolution, slow inference, and research-oriented license, make Muse an experimental sketching tool rather than a drop-in production pipeline.
Why the announcement matters
Muse offers a concrete research example of a model that treats gameplay as an evolving interaction between visuals and actions, rather than generating a still image or ordinary video alone. The public weights and demonstrator make that research more inspectable and explorable than a closed presentation. Its significance is in testing how action-conditioned world models might support creative exploration—not in showing that AI can already replace game engines or independently make commercial games.
