The Premier League has published an independent commission’s findings against City, and the club says it has appealed. The sanction has not yet been announced.
Is Pep Guardiola returning to Manchester City?
There is no confirmed managerial comeback. Manchester City announced in May 2026 that Guardiola would step down as manager in summer 2026 after ten years in charge, then take a Global Ambassador role with City Football Group. The club said that role would include technical advice to its clubs and work on specific projects and collaborations: Manchester City’s announcement.
The sources available as of 2 October do not substantiate a surprise return to the City dugout. That does not establish whether private discussions have taken place or rule out a later change; it means the return claim should not be treated as confirmed news. In the club’s announcement, Guardiola said: “Don’t ask me the reasons I’m leaving. There is no reason, but deep inside, I know it’s my time.”
What did the Premier League verdict find?
On 29 September 2026, the Premier League said an independent commission found Manchester City guilty of all charges relating to serious financial-rule breaches over nine seasons, from 2009/10 through 2017/18. The commission also found the club guilty of most alleged charges concerning failures to cooperate with the League’s investigation. The League’s statement describes findings that include alleged sham commercial agreements and misstated accounts; these are the commission’s findings as reported by the League, not a separate conclusion here. Has Manchester City appealed?
Yes. Manchester City says it lodged a comprehensive appeal on 1 October 2026. The club disputes the commission’s opinion, saying it contains “clear material errors, of law, principle and fact and is unsafe.” That is City’s stated position; it is not a finding that the commission’s decision was wrong. What punishment could Manchester City face?
No sanction is stated in the Premier League’s 29 September announcement. The League says sanction is a separate matter for a further commission hearing, and that the hearing will remain private and confidential until publication of an outcome is permitted. Associated Press reported on 2 October that City had not yet received a punishment and listed possible outcomes identified by the League: a reprimand, fine, points deduction or expulsion. These are potential sanctions, not penalties already imposed. Associated Press report, 2 October 2026.

The findings described by the Premier League concern Manchester City as a club. They should not be presented as proof of Guardiola’s personal knowledge or involvement.
