Under revised men’s international playing conditions, a batter’s first qualifying delay earns a warning, the second a final warning, and the third and each later offence costs the batting side five runs. The change applies to international series beginning on or after 1 October 2026; a series already in progress keeps its previous conditions.
What is the five-run penalty for batters wasting time?
The ICC’s revised procedure is progressive: an umpire warns the batter after the first qualifying offence, issues a final warning after the second, and awards five penalty runs to the fielding side for the third and every subsequent offence. The ICC announcement labels this change “Batters wasting time (men’s cricket),” so the sequence should not be assumed to apply to every women’s competition. ICC announcement, 1 October 2026.

The detailed men’s conditions direct the umpire to warn the striker and inform the non-striker, any incoming batters, the fielding captain and the other umpire. The count combines warnings for different forms of batter time-wasting “for whatever reasons”; it is not limited to a single kind of delay. When does the ICC’s new time-wasting rule take effect?
The key date is the start of the international series, not simply the date of an individual match. Series beginning on 1 October 2026 or later use the revised conditions; series that began earlier continue under the regulations already in force for them. What counts as being ready in men’s Tests and T20Is?
The men’s Test and T20I conditions specify both when the striker must be ready and how quickly a new batter must take position after a wicket. The incoming-batter deadline differs by format.

When do warnings reset?
In the men’s Test and T20I conditions, accumulated warnings reset after 80 completed overs in an innings and again after each subsequent block of 80 completed overs in that innings. Since different forms of batter time-wasting count together, a warning for one kind of delay can contribute to the threshold for a later offence of another kind. Does the same warning sequence apply in women’s cricket?
Not universally on the evidence of the format-specific conditions. The ICC’s October 2026 Women’s Test conditions say the first instance brings a “first-and-final warning” that applies throughout the innings; further time-wasting brings five penalty runs. That is different from the men’s first-warning, second-final-warning sequence. Why did the ICC make the change?
ICC Men’s Cricket Committee chair Sourav Ganguly described the playing-conditions changes as including measures “aimed at improving the pace of the game.” He said they were considered to keep the conditions in step with modern cricket while maintaining integrity and consistency. That is the ICC’s stated rationale; its announcement does not provide a measured estimate of time saved or evidence that the penalty will measurably speed up matches.
