A YouTube 24/7 stream can buffer because the broadcaster’s feed is arriving inconsistently, or because an individual viewer cannot play the stream smoothly. First find out whether viewers on different internet connections are affected: if only one person or device has the problem, troubleshoot playback; if several independent viewers report it, check the stream’s health, encoder, and upload connection.
First find out where the buffering happens
Ask viewers whether they see buffering on different devices and unrelated internet connections. YouTube’s troubleshooting guidance treats reports from viewers on different connections as a possible encoder-side issue. If the problem is limited to one viewer, their connection, device, app or browser, or chosen playback quality is a more useful place to start. If multiple viewers are affected, check the stream being sent to YouTube
Read Live Control Room health messages
Open YouTube Studio’s Live Control Room for the stream and review its stream-health indicator and messages. Then compare what the encoder is sending with the recording or source: check whether picture and sound are clean, whether the encoder is overloaded, and whether the local archive shows the same defects. Update the encoder software if it is out of date. If its direct output looks and sounds healthy but the YouTube stream is not, investigate the outbound connection. Measure upload capacity, not just download speed
Run an upload speed test under conditions similar to the stream: at the same location and time of day, on the same connection, and with other household or network activity taken into account. Compare the available upload bandwidth with the stream’s total bitrate. YouTube recommends leaving about 20% of upload bandwidth unused as headroom. For example, a stream using 10 Mbps calls for roughly 12.5 Mbps of available upload capacity to leave that margin; this is a planning calculation, not a guarantee of stability.

Count other feeds sharing the connection, including a backup encoder if it is sending at the same time. Advertised download speed does not establish that upload capacity is sufficient, and shared-network congestion or upload limits can cause trouble even when a speed test once looked good. Match encoder settings to the quality you are sending
Check resolution, frame rate, codec, bitrate mode, and keyframe interval in the encoder. YouTube’s current encoder guidance lists H.264, H.265/HEVC, and AV1 for RTMP/RTMPS ingestion; recommends constant bitrate (CBR); supports up to 60 fps; and recommends a two-second keyframe frequency, not exceeding four seconds. YouTube specifically warns that keyframes sent too infrequently can cause buffering. Choose a quality your measured connection can sustain, and test with representative motion and audio rather than a static screen alone. These are YouTube’s published H.264 ingestion recommendations, not a promise that viewers will never buffer. The right bitrate depends on resolution and frame rate; the examples below are not interchangeable presets.

Review latency mode
YouTube says lower latency may mean more playback buffering. Normal latency is intended for streams without audience interaction and is described by YouTube as the mode with the lowest viewer buffering. For an always-on ambience, music, or information stream where viewers do not need a real-time exchange, consider normal latency. Check the actual latency option in Live Control Room rather than assuming a particular mode is active. (YouTube Help: Manage live stream settings.)
If buffering is limited to a viewer, troubleshoot playback
- Try another internet connection and another supported device. If the stream plays smoothly there, the issue is likely local to the original playback path.
- Manually lower playback quality. A lower setting can help determine whether the connection can sustain the selected quality.
- On Wi-Fi, move closer to the router and reduce obstacles or interference. Pause other downloads, uploads, or video streams competing for bandwidth.
- If only one app or browser is affected, restart or update it and test playback again.

Use a practical test-and-recovery routine
- Record the pattern. Note when buffering begins, whether it affects multiple independent viewers, and whether it coincides with a stream-health warning or a change in encoder output.
- Check the source and encoder. Inspect the encoder’s output and local recording, CPU load, and configured bitrate and keyframe interval.
- Test the outbound connection. Measure upload under representative conditions and check that total stream bitrate stays within capacity with YouTube’s recommended headroom.
- Change one setting at a time. If the connection cannot sustain the current quality, reduce bitrate, resolution, or frame rate to a level it can reliably carry. Recheck stream health and viewer playback after each change.
- Test before relying on a change. YouTube recommends testing before streaming and monitoring stream health during the event. Its guidance also discusses checking backup-encoder failover for planned events; that advice is not an uptime guarantee for a 24/7 channel.
