Other users report normal access. The available reporting does not establish a universal nationwide block, and no official October announcement of new blocking measures had been confirmed.
What is happening to Steam in Vietnam?
Inven Global reported on October 3 that users had described a broader range of problems than earlier store- and payment-page access issues. Its account, drawing in part on GameK reporting from October 2, includes reports of login and store problems as well as downloads, updates, and Cloud synchronization failing. These are user accounts, not controlled network tests or a measure of how many people are affected. Read Inven Global’s October 3 report.
The accounts are mixed. Some users said Steam worked for them while others reported failures; reports associated with FPT were also inconsistent. A Reddit discussion dated October 2 likewise includes both complaints about downloads and updates and replies from users who could use Steam. That discussion illustrates varied experiences, but cannot establish prevalence, duration, or cause. See the October 2 Reddit discussion.
Inven Global said no Vietnamese authority or telecom provider had officially announced new blocking measures in October. That means a new government or provider order should not be treated as confirmed; it does not prove that every connection is working normally or rule out network-specific access problems.

Which Steam functions are reportedly affected?
- Login, store, and community: Users described difficulty logging in or opening Steam pages.
- Downloads and updates: Current reports include games that would not download or update. The earlier pattern of restrictions focused more on store and payment pages, and installed games had remained playable at that time; that history does not establish what every user can do now.
- Steam Cloud: Some reports describe synchronization failures. Cloud support and saved data are game-dependent, so a sync problem may affect one game without affecting another.
No source cited here provides a reliable count of affected users, regions, or ISPs. Treat “now hit” as a description of reports circulating on October 2–3, not a finding that all Vietnamese users have lost access.
Does it depend on your ISP or location?
It may vary by network or connection, but the available accounts do not establish a consistent ISP-wide pattern. Even users identifying the same provider reported different outcomes. A successful connection on one network—or a failure on another—cannot by itself show whether the cause is Steam, routing, local equipment, or a provider-level restriction.

Vietnam’s rules for online game services provide regulatory context, not proof of a specific Steam block. The government portal describes conditions for providing such services, including requirements relating to the provider, business lines, domain, financial capacity, staffing, and technical systems. Government News also says Decree 333/2026/NĐ-CP was issued and took effect on August 19, 2026. Its summary covers cybersecurity duties for domestic and foreign businesses providing services online in Vietnam, including user and account protection, information requests, handling unlawful content or services, suspension in defined circumstances, and system logs. The summary does not say the decree specifically ordered Steam to be blocked. Government News: Decree 333/2026/NĐ-CP.

For earlier context, Inven Global says that in May 2024 Le Quang Tu Do, then Director General of the Authority of Broadcasting, Television and Electronic Information, told VnExpress that games distributed in Vietnam needed local approval and that Valve had not responded to authorities’ contact. That is Inven’s account of the earlier position; it is not evidence of a newly announced October 2026 measure.
What to check before concluding Steam is blocked
These checks help isolate a client, download-server, or local-network issue. None can prove that a wider restriction is absent or guarantee access.

- Pin down the failing function. Note whether the Steam client signs in, whether the store and community pages load, whether the problem affects one game or all downloads and updates, and whether Cloud reports a sync error. Try again at another time and, if practical, compare a different connection. Steam’s network guidance recommends testing at other hours and contacting the ISP if you suspect an ISP-related problem. - Check the download region. In Steam’s download settings, check the selected download region and try the closest or a nearby region if downloads are slow or stalled. Steam selects content servers based partly on location; a change in results can point to a server-selection or routing issue, but does not establish a nationwide block. - Test Wi-Fi and local equipment. Restart network hardware. For Cloud sync instability, Steam suggests testing with a direct Ethernet connection between the computer and network device. An Ethernet cable can help determine whether wireless connectivity is contributing; it is not a way to bypass ISP filtering. Steam Support: Steam Cloud troubleshooting.
- Protect saves when Cloud reports an error. Developers choose whether a game uses Steam Cloud and which data it stores. Steam warns that playing despite a sync failure can create a conflict between local and cloud files and may result in lost data or progress. Check the game’s store-page Cloud indicator and compare local and cloud save timestamps before choosing how to resolve a conflict. Steam Support: Steam Cloud troubleshooting.
What about using a VPN?
Some users in the October reports said a VPN restored access, while others described inconsistent results, including on FPT connections. These are anecdotes: the cited accounts do not validate a particular VPN, establish legality or reliability, or show that a VPN will restore every Steam function. The same evidence does not establish that changing DNS or another workaround will fix the problem, so treat such suggestions as unverified rather than guaranteed solutions.
