If YouTube says your stream’s bitrate is too low, first check the encoder’s actual outgoing bitrate against YouTube’s recommendation for your exact codec, resolution and frame rate. If your connection cannot sustain that setting, lower the resolution and use the matching bitrate target. For a 24/7 stream, choose settings your connection and encoder can sustain continuously—not simply the highest quality they can briefly reach.
What YouTube’s “bitrate is too low” warning means
The warning means the bitrate YouTube is receiving is below its recommended level for the stream settings, or that the connection is not sustaining the encoder’s configured target. A target set in an encoder is not proof that the same bitrate is reaching YouTube.
YouTube’s bitrate recommendations vary by codec, resolution and frame rate. Its table distinguishes a minimum from a recommended bitrate: the minimum is not the recommended target. If the connection cannot reliably support the selected resolution, YouTube advises lowering it. YouTube’s live encoder settings and bitrate guidance and live streaming error messages explain the relevant settings and warnings.

These are YouTube’s current published figures, accessed October 3, 2026; check the linked guidance for updates. The figures do not guarantee an uninterrupted stream, and YouTube does not publish a separate 24/7 preset or a universal upload-headroom percentage in the cited guidance.
Settings to check in your encoder
Bitrate and output resolution
Match the encoder’s actual output dimensions and frame rate to the setting YouTube expects for the stream. YouTube recommends automatic detection of resolution and frame rate by default; custom stream keys can be used for manual settings. If the actual bitrate falls below the recommended level, or the connection cannot sustain it, reduce the output resolution and select the corresponding bitrate from the table rather than raising the target blindly.

Rate control and keyframes
- Rate control: use CBR (constant bitrate), which YouTube lists for live encoding.
- Keyframe interval: set two seconds; do not exceed four seconds. At 30 fps, 60 frames equals two seconds. Keep the interval aligned with the output frame rate.
Protocol, video and audio formats
- Ingest: YouTube lists RTMP and RTMPS, and recommends RTMPS.
- Video: YouTube’s encoder guide lists H.264, H.265 (HEVC) and AV1. If YouTube reports an incorrect-format error, its troubleshooting advice specifically says to use H.264 video and AAC audio; that error-specific instruction is narrower than the broader codec list.
- Audio: for straightforward stereo, check that there is one audio stream, using AAC or MP3, stereo channel count, 44.1 kHz sample rate and 128 Kbps bitrate. YouTube’s error guidance also flags audio bitrate, sample rate, channel count, and missing or multiple tracks.
- Video format: use progressive scan, not interlaced video, and ensure the sent dimensions match the selected ingest resolution.
Fix the warning step by step
- Read the exact Live Control Room message. Check the message beside the stream Health Indicator. Note whether it identifies low bitrate, an incorrect format, a resolution mismatch, or another problem.
- Check what the encoder is actually sending. Compare its outgoing bitrate with the configured target. If the outgoing value is low, the target alone has not solved the issue.
- Match codec, resolution and frame rate. Identify the encoder’s real output settings, then use the matching row in YouTube’s bitrate table. Verify that the selected ingest resolution agrees with the video dimensions being sent.
- Reduce resolution if the connection cannot sustain the setting. Pick a lower resolution and its corresponding bitrate recommendation, then test again. Raising a bitrate target beyond the connection’s capacity can make the stream less stable.
- Verify the remaining encoding settings. Check CBR, supported video and audio formats, progressive scan, one stereo audio stream with the listed audio settings, and a two-second keyframe interval that does not exceed four seconds.
- Test and monitor. YouTube says, “Make sure to test before you start your live stream.” Test with similar audio and video movement, then watch stream health and error messages in Live Control Room during the event. YouTube does not specify a required duration for a 24/7 soak test.
Choose settings for a stream that stays live
A continuous stream makes sustained connection and encoder stability important in practice, but YouTube’s cited guidance does not set a special 24/7 bitrate, mandatory hardware setup, guaranteed uptime or fixed upload-headroom margin. Treat the bitrate table as guidance for encoder ingest, not an assurance that a particular connection will run continuously.
Start with a resolution and bitrate the connection has demonstrated it can sustain under conditions similar to the real stream. More resolution or frame rate is useful only if the upload connection and encoder can keep delivering it reliably. If viewers do not need to interact in real time, low latency may matter less; YouTube describes latency as the delay from capture to playback and notes that lower latency can mean more buffering. If the stream still disconnects
A low-bitrate warning by itself does not establish why a stream repeatedly disconnects. Check the exact Live Control Room errors and separate a bitrate shortfall from network interruptions or encoder failures before changing settings. The cited YouTube guidance does not establish a single root cause from that warning alone.
