For YouTube Partner Program (YPP) public-watch-hour eligibility, a 24/7 livestream needs to be public, and its recording must remain available as a public video on demand (VOD). YouTube excludes private and unlisted videos, as well as livestreams that are unlisted, deleted, or not converted to VOD. A stream being public while live is not enough if its archive later fails those conditions.
Which 24/7 stream hours can count?
YouTube counts qualified watch hours from public long-form videos toward the YPP watch-hour threshold. Its eligibility guidance specifically excludes private and unlisted videos and livestreams that are unlisted, deleted, or not converted to VOD. For a continuous stream, treat both the live visibility and the archived recording’s status as important: make the stream public, then keep its VOD public and available.
This rule concerns qualified public watch hours for YPP eligibility, not every watch-time figure shown in YouTube Analytics. Check the qualified total in YouTube Studio’s Earn area rather than assuming another watch-time report is the eligibility number. YouTube does not specify an exact processing delay for a visibility change or VOD conversion, so use the Earn area and current YouTube Help guidance for your channel’s status.
Do unlisted livestreams count as public watch hours?
No. YouTube excludes unlisted videos from qualified public watch hours. The same applies to a livestream archive that is unlisted, even if the stream was public while it was live. Private videos are also excluded.

Does a YouTube livestream need to stay public after it ends?
If you are relying on its hours for YPP eligibility, keep the livestream archive public and retained as a VOD. YouTube lists livestreams that are unlisted, deleted, or not converted to VOD among the excluded content. Changing a public archive to private or unlisted, or deleting it, means it no longer meets the stated content conditions. YouTube also says privacy changes or deletion during an application may affect the application status.

Review the qualified public watch-hour total shown for YPP eligibility. Do not substitute a general Analytics watch-time figure.

For each 24/7 stream you are counting on, check that it was public and that its archive remains public and available as a VOD.

Use the current eligibility information in Studio and YouTube Help if a stream’s archive or privacy status is unclear; YouTube does not publish a universal processing-time estimate for these cases.

Watch-hour thresholds are not the same as YPP approval
As of YouTube’s official eligibility pages accessed on October 3, 2026, the standard long-form route to YPP lists 1,000 subscribers and 4,000 qualified watch hours in the last 12 months. The alternative route is 1,000 subscribers and 10 million qualified Shorts views in the last 90 days. Watch time from Shorts in the Shorts Feed does not count toward the 4,000-hour threshold. YouTube reviews channels for compliance after they meet the numerical threshold; reaching the number does not guarantee acceptance.
YouTube also describes an earlier-access tier for selected fan-funding and Shopping features in eligible countries and regions: 500 subscribers, three public uploads in the last 90 days, and either 3,000 qualified long-form watch hours in the last 365 days or 3 million Shorts views in the last 90 days. The higher route for Watch Page Ads, Shorts Feed Ads, and YouTube Premium requires 1,000 subscribers plus either 4,000 qualified long-form watch hours in the last 365 days or 10 million Shorts views in the last 90 days. These are the figures on YouTube’s official pages accessed October 3, 2026; the pages do not state a publication year for the thresholds. The YPP overview search result displayed an announcement of planned changes starting February 1, 2027, which is a future date relative to that access date. Check YouTube’s current pages before making eligibility decisions.

A continuous stream can be one way to publish long-form viewing, but no particular run time guarantees a certain number of qualified hours or YPP eligibility. The relevant conditions remain the public status and VOD availability described above, along with YouTube’s channel review and other applicable policies.
