What Is Sub-Second Latency Streaming?

Sub-second latency streaming means the video reaches a viewer less than one second after it is captured. It is useful when viewers must react to what is happening almost immediately; it is not a universal requirement for every live stream. The actual delay depends on the entire path from camera to screen, so a protocol’s capability or a provider’s specification is not a guarantee that every viewer will see sub-second playback.

What “sub-second” latency measures

Latency is the elapsed time between a defined start and end point. For live video, a common measurement is capture-to-playback: from the moment a camera captures a scene until that scene appears on a viewer’s screen. Amazon IVS uses that definition in its service documentation (Amazon IVS: What is Amazon IVS?).

State the measurement boundary whenever you quote a latency number. A delay measured from encoder output to a server is not the same as glass-to-glass delay from camera capture to viewer playback. A figure may also describe a protocol capability, a service specification, a design target, or an observed result; those are different kinds of evidence.

Is low latency the same as sub-second streaming?

No. The terms are used differently across technical sources, and “low latency” can describe delays of several seconds. The International Telecommunication Union’s H.705.2 (September 2023) characterizes high-latency live streaming as more than five seconds and low-latency live streaming as one to five seconds. In its 2025 white paper, the CDN Alliance distinguishes sub-second streaming—less than one second—from its broader low-latency category.

DASH Industry Forum’s 2022 WebRTC report uses “low latency” for below one second in its discussion and describes WebRTC as capable of end-to-end latency under half a second. These definitions are useful reference points, not a single vocabulary adopted by every provider or standards body.

When does streaming need to be real time?

Interactive streams

Sub-second delivery matters when viewers need to respond to the source with little delay: for example, two-way participation, synchronized activities, or other experiences where a delayed reaction disrupts the interaction. WebRTC is designed for real-time communication; the DASH Industry Forum describes its sub-half-second capability as a technology capability, not a guarantee for a particular deployment.

Passive broadcasts

For a large audience watching an event without interacting directly with the source, a few seconds of delay may be acceptable. Low-Latency HLS (LL-HLS) and Low-Latency DASH (LL-DASH) are approaches to investigate when reducing delay while retaining HTTP-based delivery matters more than achieving sub-second interaction. AWS architecture guidance notes that such approaches may meet passive-broadcast needs at lower cost than WebRTC, but that is guidance rather than a universal cost comparison.

Contribution from a production location

If video must travel from a venue or production site over a variable or lossy network, evaluate the contribution transport separately from the protocol used for viewer playback. RFC 9317 discusses recovery behavior, including bounded retransmission and abandoning recovery to avoid head-of-line blocking. The contribution leg is only one part of capture-to-screen latency; it does not establish the viewer’s end-to-end delay.

How delivery approaches differ

A large, mostly passive audience that needs less delay than conventional live delivery LL-HLS or LL-DASH Apple describes LL-HLS partial segments, playlist updates, and CDN delivery. Its 2019 stated target was one to two seconds at scale, not sub-second (Apple WWDC 2019: Introducing Low-Latency HLS). A delay of a few seconds may be suitable, but do not call it sub-second without measurement.
Video contribution over a variable or lossy network Assess the contribution transport independently RFC 9317 covers transport and recovery considerations, including bounded retransmission and when recovery may be abandoned (RFC 9317). Contribution performance alone does not tell you the capture-to-screen result.

When comparing implementations, assess the end-to-end target, required interactivity, audience scale and delivery topology, tolerance for packet loss and buffering, client support, operational complexity, and service cost. The cited sources do not provide an independent head-to-head benchmark across vendors.

Why delay accumulates through the pipeline

Capture-to-screen latency is the sum of delays across capture and encoding, when media becomes available, transport and network behavior, server or CDN delivery, and client buffering and playback. Improving one stage may not reduce the total enough if another stage dominates.

LL-HLS reduces waiting by making partial segments available and updating playlists, but timely delivery also depends on the server and CDN behavior described in Apple’s documentation (Apple: Enabling Low-Latency HTTP Live Streaming (HLS)). RFC 9317 notes that segment consumption depends both on available bandwidth and on when a segment becomes available. A player may also buffer more to protect playback against network variation, increasing delay.

How to verify an actual latency result

  1. Set the clock boundary. Decide whether the result is capture-to-screen or a narrower segment of the path, and use the same start and end points for comparisons.
  2. Test the real system. Use the intended capture device, encoder, ingest, delivery path, player, and viewer network. Protocol capabilities do not predict every deployment’s result.
  3. Include the audience conditions. Record the player and device behavior and network conditions for the viewers being evaluated; buffering and delivery conditions can change the observed delay.
  4. Label the number correctly. Say whether it is a target, service specification, protocol capability, or measured result, and identify whose service or deployment it describes.

Published examples illustrate why attribution matters: DASH Industry Forum described WebRTC as capable of under half a second end to end in its 2022 report; Apple engineer Roger Pantos presented LL-HLS’s one-to-two-second delay at scale over the public internet as a 2019 design target (Apple WWDC 2019 session); and Amazon IVS publishes service-specific targets of under five seconds for low-latency channels and under 300 milliseconds for real-time stages (Amazon IVS documentation). None of those figures should be generalized into a promise for another service or setup.
