You can run a continuous YouTube Live feed from an Oracle Cloud Infrastructure (OCI) Always Free virtual machine by encoding a video on the VM and sending it to YouTube over RTMPS. It is a do-it-yourself setup, not a promise of uninterrupted service: free capacity may be unavailable, and Oracle can reclaim qualifying idle instances. You will need to configure the VM, YouTube broadcast, encoder, and recovery monitoring yourself.
How the setup works
The stream has three parts: an OCI virtual machine (VM) supplies the compute; an encoder such as FFmpeg turns a video file or playlist into a continuous live signal; and YouTube Live receives that signal and presents it as a broadcast. Keeping the encoder process alive does not by itself guarantee that the YouTube broadcast remains live. Configure and test both sides.
This guide gives implementation steps and an example command, not a verified, ready-made FFmpeg service configuration. Test on your own VM and monitor YouTube’s stream-health status.
Check whether OCI Free Tier fits
Oracle documents the Always Free Ampere A1 allowance for an eligible tenancy as 2 OCPUs and 12 GB of memory equivalent, 200 GB of combined boot and block volume storage, and 10 TB per month of outbound data transfer. These resources must be provisioned in the tenancy’s home region. They are Oracle service limits, not a guarantee that a suitable host is available when you create the VM. Oracle’s launch tutorial shows a sample A1 instance with 1 OCPU and 6 GB of memory; it is an example, not a required streaming configuration. Select a shape marked Always Free eligible in the OCI console. Oracle notes that an “out of host capacity” error means the requested Always Free capacity is temporarily unavailable in the home region. Understand the free-tier and reclamation risks
- Oracle’s Free Tier documentation describes $300 in trial credits for up to 30 days. Those temporary credits are separate from eligible Always Free resources, which can remain available after the trial expires. Oracle Free Tier documentation
- Oracle says excess A1 resources can be disabled and deleted after 30 days unless the account is upgraded. Stay within the Always Free allowance and check your account’s current status and resource usage. Oracle Free Tier documentation
- Oracle’s idle-compute policy considers utilization over seven days. An instance may qualify as idle when CPU and network utilization are each below 20% at the 95th percentile; for A1, memory utilization below 20% is also part of the condition. A looping stream may produce activity, but do not assume that streaming exempts the VM from reclamation. Oracle Always Free resources and idle-instance policy
- The 10 TB monthly outbound allowance is not a substitute for checking your actual workload and account limits. A high-bitrate stream transfers substantial data continuously; calculate expected use before choosing a resolution and bitrate.
Prepare YouTube Live and the stream key
- In YouTube Studio, create or schedule a live broadcast and open its stream settings. YouTube’s live workflow uses a broadcast and an ingest stream; ensure the broadcast is configured for the persistent feed you intend to send. Google’s API documentation describes these as separate resources and addresses 24/7 broadcast scenarios. YouTube Live Streaming API documentation
- Copy the stream URL and stream key from YouTube’s live settings. Treat the key like a password: do not put it in a public script, repository, screenshot, or log. If it is exposed, replace it in YouTube Studio and update the encoder.
- Choose RTMPS when configuring the encoder. YouTube recommends it as the secure extension to RTMP for live ingest. YouTube encoder settings, bitrates, and resolutions
- Complete YouTube’s current live-streaming eligibility and account checks before relying on the channel for a continuous broadcast. A running encoder cannot bypass YouTube’s policies or account restrictions.
Choose resolution, codec, bitrate, and keyframes
YouTube recommends constant bitrate (CBR), a supported video codec, and a keyframe interval of two seconds; the interval must not exceed four seconds. It lists H.264, H.265/HEVC, and AV1 for video, and AAC or MP3 for audio. For stereo audio, its advanced settings recommend a 44.1 kHz sample rate and 128 Kbps. Follow the current YouTube table for the codec you actually use: the recommended bitrate depends on resolution and frame rate, and codec columns are not interchangeable. For H.264, YouTube’s displayed recommendations include 4 Mbps for 240p–720p at 30 fps, 6 Mbps for 720p at 60 fps, 10 Mbps for 1080p at 30 fps, and 12 Mbps for 1080p at 60 fps. These are YouTube recommendations, not a guarantee that a particular VM or network path can sustain them. - Pick the resolution and frame rate your source needs; higher values require more bitrate and network capacity.
- Use CBR and a two-second keyframe interval where supported, keeping the interval at or below YouTube’s four-second maximum.
- Check that the chosen encoder supports the selected codec and that the VM can encode it continuously without resource exhaustion.
- Estimate outbound transfer using the video and audio bitrates plus protocol overhead. Compare that estimate with your account’s monthly allowance.
Install and run an encoder on the VM
Provision an Always Free-eligible A1 VM in your home region, connect to it using your chosen secure administration method, and install an FFmpeg build that includes the required encoder and RTMPS support. Exact package names and available codec support vary by operating system and repository, so confirm them for the image you chose rather than assuming every build includes the same options.

The following is a starting pattern for a local file encoded as H.264 and AAC. Replace the input path, stream URL, and key; select bitrate and resolution for your source and YouTube’s current recommendations. This example is not a tested universal command or a complete production service configuration.

In this example, -re reads the file at its natural rate, and -stream_loop -1 loops it indefinitely. At 30 fps, a GOP of 60 frames gives a two-second keyframe interval; adjust -g and -keyint_min if your chosen frame rate differs. Confirm that your FFmpeg build and YouTube ingest endpoint accept the selected protocol and output format. Avoid embedding a real key in shell history or a script that other users can read.

Use a playlist instead of one repeated file
For multiple videos, create a local FFmpeg concat-demuxer list with one file path per line, then use it as input and enable looping. For example, save paths to playlist.txt and use -f concat -safe 0 -i playlist.txt in place of the single-file input. The concat demuxer works best when files have compatible streams and encoding parameters; incompatible files can cause transitions or playback to fail. Test the full playlist before depending on it overnight.
Keep the process running and verify the broadcast
Run FFmpeg under a process supervisor or an equivalent mechanism that can restart it after a process failure or VM reboot. Configure logs and an alert path you will actually check. A restart policy can relaunch FFmpeg, but it does not prove that YouTube has resumed the same broadcast or that the ingest is healthy.

- Start the encoder and confirm that FFmpeg reports successful connection and continued output rather than repeated errors.
- In YouTube Studio, check the live control room’s stream health and messages. YouTube advises testing before going live and monitoring stream health during the event. YouTube encoder settings, bitrates, and resolutions
- Test recovery deliberately: restart the encoder, reboot the VM, and simulate a brief network interruption while you can observe YouTube Studio. Verify whether the same broadcast accepts the reconnect or whether you must start or recreate a broadcast.
- Inspect logs and the YouTube live page on a regular schedule. Check for encoder exits, authentication or key errors, dropped frames, resource pressure, and a broadcast that is scheduled or created but not actually receiving a feed.
YouTube’s Live API documents broadcast and stream lifecycle concepts, but the available documentation does not establish that a generic FFmpeg reconnect automatically recreates a broadcast or resumes every event. Treat reconnect behavior as something to verify with your channel and configuration. YouTube Live Streaming API documentation
Troubleshooting common failures

Respect copyright and YouTube channel rules
Only stream video and audio you have the rights or permission to use. A file playing continuously does not make copyrighted material permissible, and a stream key does not confer rights. Review YouTube’s current live-streaming rules and channel policies before broadcasting. Also consider whether a channel built around repetitive or reused material meets YouTube’s applicable monetization policies; permission to broadcast and eligibility for monetization are separate questions.
