These are live-ingestion recommendations; YouTube’s separate 1080p high-frame-rate upload recommendation is 12 Mbps and does not replace the live H.264 figure.
Recommended bitrate by codec
YouTube’s live encoder guidance gives different bitrate recommendations by codec for 1080p at 60 frames per second. Choose the figure that matches the codec your encoder sends to YouTube.

The minimum is not the recommended target: YouTube’s listed minimum for H.264 is substantially below its 17 Mbps recommendation. Check which codec is selected in your encoder before applying a number. YouTube does not establish here that one codec will look better in every setup, so compatibility and encoder support should guide the choice.
These figures are for live ingestion, not for preparing a video file to upload. YouTube’s separate upload-encoding guidance recommends 12 Mbps for 1080p high-frame-rate SDR uploads; that file-encoding figure is not the H.264 live-stream recommendation. The upload guidance describes MP4, H.264 and variable bitrate, whereas the live guide calls for CBR. YouTube live encoder settings · YouTube upload encoding settings.

Other YouTube encoder settings for 1080p60
Bitrate alone does not define a stable stream. YouTube’s live encoder guidance also specifies the transport, rate control, keyframes, video format and audio settings below. Some advanced values are encoder-dependent; use the closest available controls rather than assuming every app exposes them.
- Protocol: RTMPS is recommended; it is a secure extension to RTMP. HLS may be considered if the encoder does not support the relevant capabilities over RTMP.
- Rate control: Constant bitrate (CBR).
- Keyframe interval: 2 seconds recommended; do not exceed 4 seconds.
- Video format: Square pixels and progressive scan.
- Advanced H.264 settings: Two B-frames, one reference frame and CABAC.
- SDR color: Rec. 709 color space and 8-bit depth.
- Stereo audio: 44.1 kHz sample rate and 128 kbps.
- 5.1 audio: 48 kHz and 384 kbps; over RTMP/RTMPS, YouTube supports 5.1 only for AAC.
These are the cited live encoder settings, not a claim that every encoder labels each control identically. YouTube’s HDR-specific guidance is a separate case: it recommends H.265 over RTMP(S) and says AV1 is not supported for HDR. That does not change the 1080p60 SDR bitrate recommendations above.

Check your connection and test before going live
Your upload connection must be capable of carrying the configured stream reliably. YouTube recommends testing upload speed and selecting a quality that works for the available connection. It does not prescribe a universal upload-speed margin above the configured video bitrate in the cited guide, so treat any extra headroom you choose as a practical buffer, not an official YouTube rule.
- Confirm the output codec and resolution. Set 1920 × 1080 at 60 fps and verify whether the encoder is sending H.264, AV1 or H.265. Apply the matching bitrate recommendation.
- Set the live encoder controls. Use CBR and a 2-second keyframe interval, with the other format and audio values above where your encoder exposes them.
- Check upload speed. Run a speed test on the connection you will use for the stream. If it is unreliable at your configured output, choose a more dependable connection or lower stream quality rather than relying on a setting the connection cannot sustain.
- Run a representative preflight. Test before the event with audio and on-screen movement similar to the planned stream. A static test image alone may not reveal issues that appear during gameplay or other motion.
- Monitor stream health during the event. Watch YouTube’s stream health and any encoder or YouTube messages, and respond to warnings rather than assuming the initial setup remains stable.

Common bitrate and connection problems
- The image breaks up or the stream becomes unstable: Check upload reliability and stream health messages. YouTube advises choosing quality suited to the available connection; lower the configured quality if the connection cannot sustain it.
- The bitrate figure seems inconsistent with a guide for uploads: Confirm that you are using YouTube’s live encoder guidance, not the separate file-upload encoding recommendations. Live H.264 at 1080p60 is recommended at 17 Mbps; 12 Mbps is the separate high-frame-rate SDR upload recommendation and also the live recommendation for AV1/H.265.
- Your encoder does not offer the specified codec or controls: Use a codec it can send reliably and select its corresponding bitrate recommendation. If it lacks a relevant RTMP capability, YouTube says HLS may be considered. Do not assume a codec or setting is supported just because it appears in YouTube’s general guidance.
- Warnings appear after the stream starts: Check the encoder and YouTube stream-health messages while live. YouTube recommends monitoring these rather than relying only on a preflight test.
