For a live stream, start with constant bitrate (CBR) when your platform recommends it. CBR keeps the outgoing rate more predictable, which suits a live ingest connection. Variable bitrate (VBR) is often a better fit for video-on-demand (VOD) files, where an encoder can spend more data on complex scenes and less on simple ones. Neither setting can compensate for an upload connection that cannot sustain the stream.
CBR vs. VBR: what changes?
Constant bitrate (CBR)
CBR aims to send data at a steady target rate over time. That predictability can help a live platform receive a consistent feed, but it does not mean every moment will look equally sharp: scene complexity, codec, resolution, frame rate, and encoder settings still affect visual quality.
Variable bitrate (VBR)
VBR varies the output rate according to its quality or bitrate targets. Depending on the encoder mode, it can spend more data on fast movement or detail and less on a simple scene. That can use bits efficiently in a file, but the rate is less even—which may not suit a live ingest workflow that expects a steady feed.
Bitrate mode and connection quality are separate things. Selecting CBR does not prove that your internet upload can sustain the chosen rate. Test the whole setup and monitor the platform’s stream-health indicators.

Which mode should you use?
| Workflow | Starting point | Why | Check before publishing |
|---|---|---|---|
| Live stream to a platform | CBR, if the platform specifies it | A predictable ingest rate; Twitch, YouTube Live, and Cloudflare Stream guidance reviewed for this article favors CBR for live delivery. | Current platform recommendations for bitrate, codec, resolution, frame rate, keyframes, and protocol; stable upload capacity. |
| VOD file encoding | Consider VBR where supported and suitable | It can allocate data in response to scene complexity instead of spending a fixed rate on every passage. Google recommends VBR for high-motion VOD in its VP9 guidance. | Delivery format, file-size target, codec, quality target, and downstream packaging or streaming requirements. |
| One encode for recording and streaming | Use separate output settings when possible | Live ingest constraints and file-quality or file-size goals differ. | Whether your software and hardware support independent streaming and recording controls. |
These are workflow-level starting points, not universal rules for every encoder or codec. Check the destination’s current requirements before an event or export.
YouTube Live settings: bitrate, keyframes, and protocol
YouTube Help’s live encoder table, observed on October 3, 2026, lists the following recommendations. They are platform recommendations, not guarantees of quality or universal rates; the appropriate setting depends on codec, resolution, and frame rate. YouTube advises testing before going live.

The same YouTube guidance lists CBR as the bitrate encoding mode, recommends a 2-second keyframe frequency (not over 4 seconds), and advises RTMPS. Check YouTube’s current live encoder settings, bitrates, and resolutions before applying a figure; these recommendations can change.
Other platform guidance
- Twitch: its current broadcasting guidelines say to use CBR whenever possible. They warn that an excessive bitrate can consume available upload bandwidth and cause buffering or disconnections; raising bitrate improves quality only up to a point. Use Twitch’s current recommendations for your target resolution and frame rate rather than relying on an old third-party preset.
- Cloudflare Stream: its live documentation says to select CBR when possible for a stable streaming experience. It describes creator streams as typically well under 12 Mbps; that is general context from Cloudflare, not a universal cap.
- VP9 encoding: Google’s VP9 bitrate-mode guidance recommends CBR for live streaming with VP9 and VBR for high-motion VOD files, such as sports.
Set up and test a live stream
- Identify the output: decide whether you are sending a live stream or encoding a file for later delivery. Choose settings for that workflow.
- Check the destination’s current encoder requirements: confirm codec, resolution, frame rate, bitrate, keyframe interval, and protocol. Use the platform’s current guidance for the specific output you plan to send.
- Choose a live bitrate your upload can sustain: allow room for ordinary network variation. A speed-test peak is not proof that your connection can hold that rate continuously.
- Test representative content: include movement and audio similar to what you will stream. YouTube specifically advises testing before going live.
- Monitor stream health: check platform warnings during the event. If frames drop or the connection disconnects, investigate the network and ingest path rather than assuming the bitrate mode alone is responsible.
- Separate recording and streaming outputs if available: a local file’s quality or size goal may differ from the live platform’s ingest constraints. OBS exposes rate-control choices, but the appropriate one depends on the encoder and output.
Why are frames dropping or the stream disconnecting?
OBS says dropped frames or intermittent disconnections indicate a network issue between the computer and the remote ingest server. Its network troubleshooting guidance suggests testing the connection to another platform and recommends a wired connection. Wired networking removes one possible source of instability; it cannot guarantee a particular bitrate or fix every router, ISP, or ingest problem.

- What You Get: Anker USB-C Hub (7-in-1), welcome guide, 18-month warranty, and our friendly customer service.
- Rate exceeds what the connection can hold: reduce the planned live bitrate and retest. Twitch warns that excessive bitrate can use up available upload bandwidth.
- Frames drop or disconnections persist: check the path to the ingest server and test another platform as OBS suggests; do not assume changing CBR to VBR will repair the network.
- Quality is poor despite a stable feed: check the codec, resolution, frame rate, target bitrate, and content motion together. A bitrate figure alone does not determine image quality.
Or let it run in the cloud
If you want a YouTube channel to loop uploaded videos 24/7 without leaving a gaming PC or OBS running, StreamNeo runs the stream from the cloud: upload a recording or build a playlist, add your YouTube stream key once, and go live. It plays uploaded videos, not a camera feed, and streams to YouTube only.
