There is no single conversion command that fixes every YouTube Live “format” rejection. First check whether your YouTube stream is configured for RTMP/RTMPS or HLS: the protocols accept different output arrangements. RTMP/RTMPS typically needs a compatible encoded video and audio stream; HLS requires TS segments and a rolling playlist delivered to YouTube’s HLS URL. Changing a file extension or container alone will not change an unsupported codec.
Identify the stream protocol before converting
Check the protocol selected for the stream in YouTube Live Control Room and use the matching output workflow. A `.m3u8` file might be an HLS media playlist, while “playlist” could also mean a text list of files that FFmpeg reads. Those are not interchangeable. The exact error, FFmpeg command, playlist type, and input streams are needed to identify the specific failure.

HLS has higher latency than a continuous RTMP stream, and YouTube’s ultra-low-latency option is turned off when HLS is selected. Choose HLS only if that trade-off and its segment-based delivery fit your use case. YouTube explains its latency options.
Collect the details that reveal the failure
Before changing files, record the exact rejection text and determine what FFmpeg is reading and sending. If you ask for help, share the following with private URLs, stream keys, and credentials removed:

- The full YouTube error message and the configured ingest protocol.
- The complete FFmpeg command and FFmpeg version.
- The first lines of the playlist and whether it is an HLS `.m3u8` or a text list of inputs.
- Input video and audio codec details, plus the container and, for HLS, the segment format and duration.
This distinguishes playlist parsing problems from codec, muxing, and delivery-method problems. Do not post a stream key or an ingestion URL containing credentials.
For RTMP or RTMPS, encode a compatible stream
If the input already has supported codecs and suitable stream properties, FFmpeg can sometimes pass the encoded streams through while changing how they are packaged. If the video or audio codec is incompatible, stream copy will preserve that incompatibility: re-encode the affected stream instead. Use YouTube’s current encoder table for the target resolution and frame rate rather than applying one bitrate to every stream.

As a reference tied to one specific setting, YouTube Help lists 5 Mbps minimum and 14 Mbps recommended for 1080p at 30 fps with H.264. That is not a universal bitrate or proof that bitrate caused a format rejection. The same official guidance calls for CBR and a two-second keyframe interval, not exceeding four seconds.
Because the input playlist, command, and rejection are unknown, a single RTMP/RTMPS command would risk assuming the wrong playlist type, codecs, or output. Use the protocol’s settings in YouTube’s encoder guidance, then check whether the command is actually encoding the required streams rather than merely copying them.

For HLS, produce the required segments and rolling playlist
Choose HLS in Live Control Room and use the HTTPS ingestion URL provided for that stream. YouTube requires:
- MPEG-TS (`.ts`) segments; YouTube’s wording is: “Segment Format: must be TS (Transport Stream).”
- Segments between one and four seconds long.
- A rolling playlist with no more than five outstanding segments.
- No byte-range mode.
- HTTPS POST or PUT delivery.
These are packaging and delivery requirements as well as codec requirements. Merely converting a source file to `.ts` does not ensure that its video and audio codecs are accepted. Check the selected HLS protocol’s supported codecs in YouTube’s HLS documentation.

FFmpeg’s HLS muxer documentation describes generating a playlist and segments, and demonstrates HTTP PUT through its `method` option. Its example server address is illustrative, not a YouTube endpoint. The receiving server must accept the method you select; use the real HLS URL from Live Control Room and verify that the resulting playlist and segments meet YouTube’s requirements.
Know whether you need re-encoding or repackaging
- Re-encoding changes encoded properties such as the video or audio codec. Use it when the stream codec or another encoded property is incompatible with the selected protocol.
- Repackaging changes the container or segment/playlist arrangement without changing the encoded streams. It can help with a muxing or packaging mismatch, but it cannot turn an unsupported codec into a supported one.
- Stream copy avoids encoding again, but preserves the source codecs and encoded properties. It is not a format conversion when the encoding itself is the problem.
