It can help, but commentary alone does not guarantee approval. YouTube’s reused-content policy looks for significant original commentary, substantive changes, or educational or entertainment value in republished material. Its published guidance does not say how much commentary is enough for an unchanged looping live stream, or whether commentary layered over a loop will make that format eligible. YouTube also reviews the channel as a whole, and repetitive or mass-produced programming can raise a separate concern.
When commentary can make a difference
YouTube defines reused content as material already available on YouTube or elsewhere online that is republished without significant original commentary, substantive modification, or educational or entertainment value. The key is the creator’s meaningful contribution—not simply adding a voice track or describing the stream as commentary. YouTube says reviewers try to understand how the creator made, participated in, or produced the content. YouTube’s channel monetization policies give examples of formats that may be allowed, including clips used for critical review, reactions in which the creator comments on the original, and edited footage with a storyline and commentary. These examples illustrate the kind of contribution that may matter; they are not guarantees of approval.
What is not settled for a looping live stream
YouTube’s policy says its video policies include live streaming, but the published guidance does not specifically decide whether commentary over a looping stream is sufficient, how much is enough, or how reviewers would assess an unchanged loop paired with changing narration. The outcome for that exact format is therefore not established by the guidance.
A practical way to assess the format is to ask whether a viewer can readily identify what you added and why it matters. Commentary that develops an original explanation, analysis, critique, or entertaining perspective is more clearly a meaningful contribution than brief or incidental narration over footage that otherwise repeats. This is an editorial inference from YouTube’s stated standard, not an official formula or prediction of a review decision.

Reused content and inauthentic content are distinct concerns
On July 15, 2025, YouTube renamed its “repetitious content” policy “inauthentic content” and clarified that repetitive or mass-produced content is covered. YouTube said there was no change to its reused-content policy, which addresses commentary, clips, compilations, and reaction videos. A looping format may therefore raise two different questions: whether reused material has a significant original contribution, and whether the channel’s programming is repetitive or mass-produced. In a July 10, 2025 TeamYouTube response, Sarah, identified on the post as a Google Employee, said there were no changes to reused-content policies covering commentary, clips, compilation, and reaction content.
Review is channel-wide, not just about one stream
YouTube says reused-content review applies to the channel as a whole. Reviewers may look at videos, channel descriptions, titles, and descriptions. Its general review guidance also names the channel’s main theme, most-viewed and newest videos, videos accounting for the largest share of watch time, metadata, and the About section as areas reviewers may examine. These are examples, not an exhaustive checklist or a promise that any single element decides an application.

For a looping channel, make your role and contribution clear across the material reviewers may encounter. Consider whether your descriptions accurately explain what is original, how commentary contributes, and how the programming is structured. Context can help make your role legible, but metadata cannot substitute for meaningful original value in the content itself. YouTube’s April 25, 2024 FAQ on reused content addresses the policy in the context of the YouTube Partner Program.
Copyright permission is a separate question
Passing a reused-content review and having the right to use material are not the same thing. YouTube says its reused-content policy is separate from copyright enforcement: permission from the original creator does not itself establish monetization eligibility, and reused-content approval does not establish copyright permission or fair use. Assess rights to the underlying footage, music, and other material independently; commentary is not an automatic copyright defense.

A practical self-check before relying on commentary
YouTube does not publish a scoring rubric for commentary over loops. These questions are a practical framework derived from the policy, not official criteria:
- Source material: How much of the stream is your own work, and how much is reused material?
- Original contribution: Is the commentary substantial and original, rather than a label or a thin layer over repeated footage?
- Viewer value: Does it provide identifiable educational, critical, analytical, or entertainment value?
- Repetition: How repetitive is the stream, and does the wider channel rely on mass-produced or repetitive programming?
- Channel context: Can a reviewer understand your role from the videos and the channel’s descriptions and metadata?
These questions cannot predict an individual decision. The exact treatment of commentary added to an unchanged looping live stream remains unresolved in YouTube’s published guidance.
